Background

The Haburu Super Mobile Application is an innovative digital platform designed to support [agro] pastoralists with access to real-time information for improved and proactive decision-making. The application provides updates on drought triggers using NDVI (Normalized Difference Vegetation Index), livestock market prices, livestock disease alert, geospatial information on pasture and water availability, and offer basics Index-Based Livestock Insurance (IBLI) to enhance enrollment and integrate other early warning data.

Beyond information delivery, the Haburu Super Mobile Application enhances two-way communication between communities and responsible institutions, ensuring that early warning messages are effectively disseminated and that feedback from users is captured. It also supports tracking of livestock health, market prices, disease outbreaks, grazing areas, and water resources, making it a comprehensive tool for pastoralist livelihood management. By combining technology with traditional practices, the application bridges critical gaps in access to timely and reliable data.

The application was first piloted in 2022 ( Haburu mobile application) and upgraded in 2025 (Haburu Super mobile application) by Ayuda en Acción, reflecting continuous improvements based on user needs and lessons learned. It has already gained recognition among pastoralists and government in Borena, with subscription rates showing promising growth. However, as a relatively innovation in the region, the Haburu Super Mobile Application still requires greater promotion and awareness efforts to ensure wider community uptake and maximize its potential impact.

To promote awareness, visibility, and uptake of the Haburu Super Mobile Application, intends to erect three professionally designed and installed 48-sheet billboard (approximately 6m x 3m) in a strategic location including major livestock market locations within Borena Zone. The billboard will incorporate culturally appropriate cartoon-style graphics, pastoralist-friendly dialogue bubbles, and key benefit messages. Messages will be clearly displayed in Afaan Oromo and following local communication norms and ensuring broad accessibility. To undertake this assignment, Ayuda en Acción Ethiopia seeks to recruit an experienced firm to design culturally appropriate promotional content for the Haburu Super Mobile Application. The consultancy will be responsible for producing a mix of visual graphics and text targeting local communities, as well as ensuring durable billboard fabrication and installation.

 

Objective of assignment:

The overall objective of this assignment is to design, fabricate, and install three durable, visually compelling, culturally appropriate, and informative billboards that effectively promote the Haburu Super Mobile Application to pastoralist communities and relevant stakeholders.

Specifically, the consultancy will:

  • Design culturally appropriate promotional content (visual graphics and text) tailored to local pastoralist communities.
  • Fabricate durable billboards incorporating cartoon-style graphics, pastoralist-friendly dialogue bubbles, and key benefit messages.
  • Ensure messages are displayed in Afaan Oromo, aligned with local communication norms for broad accessibility.
  • Construct and install quality and durable billboards for long-term outdoor display.

 

Scope of work

The selected firm will be responsible for:

  • Conducting a brief contextual assessment (remote through Ayuda en Acción) to ensure cultural appropriateness of designs.
  • Developing creative billboard designs that highlight the benefits of the Haburu Super Mobile Application.
  • Producing high-quality, weather-resistant billboards (48-sheet, approx. 6m x 3m).
  • Coordinating with Ayuda en Acción Ethiopia for approval of designs prior to fabrication.
  • Installing three billboards in agreed strategic locations within Borena Zone.
  • Ensuring timely delivery and installation within the agreed project timeline.
  • Coordinating with Ayuda en Acción Ethiopia for design approval prior to fabrication.
  • Delivering the assignment within the agreed timeline.

 

Activities / Tasks of the consultancy firm

The consultancy firm shall undertake the following tasks:

A. Conceptual Design and Artwork:

  • Develop a professional billboard design consistent with the Haburu Super App’s branding guidelines.
  • Incorporate high-resolution graphics, logos, and messaging emphasizing accessibility, resilience, and digital innovation.
  • Submit three (3) initial design concepts for review and feedback.
  • Finalize the design upon approval of the selected concept.

B. Fabrication and Material Specifications:

  • Fabricate a 48-sheet billboard measuring 6 meters (width) x 3 meters (height).
  • The structure shall be made of galvanized steel or Q235 steel, ensuring weather resistance and durability.
  • Metal Thickness: Use between 10 to 14 gauge (2.0 mm – 3.5 mm), with thicker material for main structural supports.
  • Wind Load Resistance: Structure must be engineered to withstand wind speeds of 145–240 km/h.
  • Foundation: Reinforced concrete base with appropriate depth and anchoring as per engineering standards.
  • Finishing: Rust-proof primer and outdoor-grade paint for all metal components.
  • Display Surface: High-quality printed flex or vinyl sheet with UV-resistant lamination.

C. Installation:

  • Secure the billboard firmly with engineering-grade bolts and concrete base.
  • Ensure compliance with local authority regulations regarding outdoor advertising structures.
  • Conduct testing and quality assurance post-installation.

D. Bill of Quantities (BoQ):

The consultant shall prepare a detailed Bill of Quantities (BoQ) including:

  • Structural materials (steel, bolts, foundation materials, paint, etc.)
  • Printing and display materials (vinyl/flex sheets, ink, lamination)
  • Labor and transportation costs
  • Installation, tools and equipment
  • Contingency and warranty specifications

 

Expected Deliverables:

The consultant is expected to deliver:

  1. Inception Report outlining the understanding of the assignment, methodology, detail design including BoQ, 3D, culturally appropriate billboard designs incorporating graphics, text, and key messages in Afaan Oromo and work plan.
  2. Final approved billboard design in print-ready format (AI, PDF, and JPEG) and detailed BoQ and engineering drawings for fabrication and installation.
  3. Fabrication: Production of three durable billboards (48-sheet, 6m x 3m) using high-quality materials suitable for outdoor use.
  4. Installation: Proper installation of billboards in strategic locations, including major livestock market centers in Borena Zone.
  5. Completion Report: A brief report documenting the design process, installation, and photographic evidence of completed billboard, and warranty documentation.

 

Responsibilities of Ayuda en Acción Ethiopia

AeAE will provide:

1)       Clarification and all the necessary information and documents

2)       Relevant project and context specific documents.

3)       Transportation arrangement for all field trips and share the guidelines for visitors’ travel (e.g. code of conduct and security plan).

4)       Facilitation with required key stakeholders.

5)       A contact person(s) for the consultants responsible to facilitate communication and the undertaking of activities that support the achievement of this assignment in an effective and efficient manner

6)       Comments and feedback when relevant, and approval of all key deliverables within agreed timeline.

 

Duration and timeline:

The assignment is expected to be completed within four weeks (30 Calander days) from date of contract signing:

  • Week 1: Inception, contract signing and approval.
  • Week 2: Design development and approval.
  • Week 3: Fabrication and preparation of structure and printing materials.
  • Week 4: Site installation, testing, and final reporting.

Requirements

Qualifications and Experience

The consultancy firm should demonstrate:

  • Proven experience in graphic design, billboard design, fabrication, and installation.
  • Ability to produce high-quality, durable promotional materials suitable for outdoor conditions.
  • Capacity to mobilize qualified structural engineers, content developers and graphic designers in their team.
  • Strong understanding of cultural communication norms in pastoralist communities.
  • Capacity to provide two samples work of previous billboard or signage works.
  • Capacity to deliver within tight timelines and coordinate effectively with project staff.
  • Experience working with NGOs, development projects, or similar initiatives is an added advantage.
  • Valid business license and tax registration certificate.

 

Reporting and Coordination

The consultant will work under the overall supervision of Programme Director. All design and communication outputs must be reviewed and approved prior to fabrication and installation.

 

Criteria for selecting the best offer

The selection of the proposal will be made by using the combined scoring method, where the qualifications and methodology will be weighed by a maximum of 70% and combined with the price offer, which will weigh a maximum of 30%. The technical part of the application will be assessed based on previous experiences of the applicants. The following technical elements will be considered:

Proposals will be evaluated based on:

  • Technical quality and cultural appropriateness of proposed designs.
  • Relevant experience and past performance.
  • Cost-effectiveness and value for money.
  • Capacity to deliver within the required timeframe.
  • The final selection will be based on presentation of by top three selected firm.

 

Payment Terms

Payment will be made upon satisfactory delivery of each phase as follows:

  • 30% upon submission and approval of the inception report and design drafts.
  • 40% upon completion of fabrication and delivery of materials to the site.
  • 30% upon successful installation and submission of the completion report.

 

Warranty and Maintenance

The consultant shall provide a minimum 12-month warranty covering structural stability, material durability, and print quality.

In case of damage due to material defect or installation failure within this period, the consultant must repair or replace the affected components at no additional cost.

 

Ownership and Intellectual Property

All artwork, designs, and materials developed under this contract shall remain the property of Ayuda en Accion Ethiopia.
