Consultancy: Disaster Risk Reduction (DRR) and Contingency Planning Training

Background

SOS Children’s Villages Ethiopia, in collaboration with the German Foundation for World Population (DSW) and the Population Health Environment Ethiopia Consortium (PHE), is implementing a peacebuilding initiative titled “Practice Peace and Live in Tranquility,” funded by the European Union. This initiative is focused on enhancing peacebuilding efforts in border communities across the Oromia (Doba, Mieso and Gumbi Bordode) , Somali (Gota Bike, Afdem and Mulu) and Afar (Haruka and Amibara) regions.

As part of this effort, the project is seeking a qualified and experienced consultant to design and facilitate two rounds of four-day training sessions on Disaster Risk Reduction (DRR) and Contingency Planning. The training will target approximately 60 participants, including 40 government officials and 20 representatives from civil society organizations, with the goal of strengthening local capacities to prevent and respond to crises in ways that promote peace and resilience in these vulnerable border areas.

Purpose of the Consultancy

The purpose of the consultancy on Disaster Risk Reduction (DRR) and Contingency Planning within the “Practice Peace and Live in Tranquility” project is to strengthen the capacity of government officials and civil society actors in border communities across Oromia, Somali, and Afar regions to anticipate, prepare for, and respond to crises in ways that promote peace and resilience.

Key objectives of the consultancy service will include, but are not limited to, the following:

Training Details

• Location: Bishoftu, Ethiopia
• Dates: October 23–30, 2025
• Participants: 40 participants from zonal and Woreda level DRM offices including 20 major community-based organizations and local traditional conflict resolution institutions
• Format: Two rounds of four-day training sessions

Scope of Work

The consultant will be responsible for:

• Designing and delivering a context-specific training curriculum tailored to the realities of the target regions
• Preparing training materials, tools, and case studies relevant to Disaster Risk Reduction (DRR) and Contingency Planning
• Facilitating two rounds of four-day training sessions in Bishoftu
• Applying participatory and adult learning methodologies
• Conducting pre- and post-training assessments
• Documenting the training process and producing a final report with recommendations

Expected Deliverables

A) Training Curriculum and Materials

• Customized training manual covering DRR and contingency planning concepts
• Participant handouts, case studies, and exercises
• PowerPoint presentations and visual aids used during sessions

B) Pre-Training Assessment Tools

• Baseline survey or needs assessment to gauge participants’ existing knowledge
• Agenda and session plan tailored to the audience profile

C) Facilitation of Two Training Rounds

• Delivery of two four-day workshops (30 participants per round)
• Use of participatory and inclusive training methods
• Documentation of attendance and engagement

D) Pre- and Post-Training Evaluation Report

• Summary of training outcomes, participant feedback, and lessons learned
• Recommendations for future capacity-building efforts
• Comparative analysis of pre- and post-training assessments

E) Draft Localized Contingency Planning Frameworks

• Templates or models for community-level contingency plans
• Guidance on integrating peacebuilding into disaster preparedness

G) Final Consultancy Report

• Comprehensive report detailing methodology, activities, results, and recommendations
• Annexes including training materials, evaluation data, and participant lists
• Certification of completion for each trainee.

Timeline

• Contract Award: By October 15, 2025
• Curriculum Development: October16–22, 2025
• Training Delivery: October 23-30, 2025 (two rounds)
• Final Report Submission: By September 30, 2025

Reporting and Supervision

The consultant will report directly to the SOS Children’s Villages National lead project coordinator and work in close collaboration with technical teams from DSW and PHE Ethiopia Consortium

Required Qualifications

Applicants must meet the following minimum qualifications

Educational Background; –

• Advanced degrees in Disaster Risk Management, Environmental Science, Peace and Conflict Studies, Public Policy, or a related field.

Professional Experience.

• Minimum of 5 years of proven experience in designing and delivering training on DRR, contingency planning, and/or emergency preparedness preferably in fragile or conflict-prone settings

Technical Expertise

• Demonstrated knowledge of risk assessment methodologies, contingency planning frameworks, and peace-responsive disaster management approaches.

Facilitation Skills

• Strong track record in facilitating participatory and interactive workshops for diverse stakeholder groups, including government and civil society actors.

Contextual Understanding

• Familiarity with the socio-political and humanitarian context of Ethiopia, particularly in the Oromia, Somali, and Afar regions.

Language Proficiency

• Excellent command of English; knowledge of local languages (e.g., Afaan Oromo, Somali, Amharic) is an asset.
