Consultancy: Conduct Baseline Knowledge, Attitude and Practice (KAP) Surveys on Community Attitudes toward Disability Inclusion under the AMPLIFY Project

1. Background

The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and re-registered under Proclamation № 1113/2019. ECDD works to promote and facilitate the inclusion of persons with disabilities in mainstream service delivery and development programs, envisioning an inclusive Ethiopia where persons with disabilities enjoy equal rights and opportunities.

With funding from the Finnish Evangelical Lutheran Mission (FELM), ECDD is implementing the AMPLIFY Project (2026–2029). The project aims to empower persons with disabilities and their representative organizations (OPDs), enhance social inclusion, and strengthen government duty bearers to adopt disability-inclusive policies and practices.

A key dimension of social inclusion is the attitude of the wider community toward persons with disabilities. Negative attitudes, stigma, and misconceptions remain significant barriers to the meaningful participation of persons with disabilities in social, economic, and political life. To measure change in community attitudes over the life of the project, ECDD intends to commission a Knowledge, Attitude and Practice (KAP) survey to be conducted at the start of project implementation— in the six target areas: Addis Ababa, Dire Dawa, Gondar (Amhara), Jimma (Oromia), Hosaena (Central Ethiopia), and Mekelle (Tigray).

The baseline KAP survey will establish reference values against which change will be measured.

General Objective

To generate reliable, comparable baseline evidence on community knowledge, attitudes, and practices (KAP) toward disability inclusion in the six target areas, in order to measure change attributable to the AMPLIFY Project over its implementation period.

Specific Objectives

1. Assess community members’ current level of knowledge about disability, its causes, and the rights of persons with disabilities.
2. Measure prevailing community attitudes, beliefs, and perceptions (including stigma and discriminatory practices) toward persons with disabilities.
3. Examine community practices and behaviors that support or hinder the inclusion and participation of persons with disabilities in social, economic, and civic life.
4. Establish baseline indicator values for the AMPLIFY Project’s KAP-related outcome indicators
5. Identify differences in KAP by geographic area, gender, age, and other relevant social characteristics to inform targeted programming.
6. Provide evidence-based recommendations to strengthen ongoing and future disability-inclusion programming.

7. Scope of Work and Methodology

The consultant/firm is expected to design and implement a Knowledge, Attitude and Practice (KAP) survey at baseline— using a consistent, mixed-methods approach that allows direct comparability of findings with the end line, covering community members in Addis Ababa, Dire Dawa, Gondar, Jimma, Hosaena, and Mekelle.

4.1. Quantitative Methods

• Household/Community Survey: A structured and standardized KAP questionnaire administered to a statistically representative, randomly selected sample of community members (including persons with and without disabilities) in each of the six target areas, covering knowledge of disability, attitudes toward inclusion, and observed/self-reported practices.
• Sampling: A scientifically determined sample size and sampling technique (e.g., multi-stage random or cluster sampling) that ensures representativeness by area, sex, age group, and other relevant strata.
• Data Analysis: Use of statistical software to analyze quantitative data, establish baseline KAP indicator values.

4.2. Qualitative Methods

• Key Informant Interviews (KIIs): With local government officials, community and religious leaders, OPD representatives, and service providers to explore underlying drivers of community attitudes and practices.
• Focus Group Discussions (FGDs): With community members (disaggregated by sex, age, and other relevant characteristics) and with persons with disabilities, to capture lived experience of stigma, inclusion, and change over time.
• Thematic Analysis: Qualitative data will be systematically analyzed to complement and triangulate the quantitative KAP findings.

4.3. Ethical Considerations

• Informed consent from all participants, with accessible consent procedures for persons with disabilities.
• Data confidentiality and sensitivity to disability-related and stigma-related issues.
• Inclusive and accessible communication and data collection methods (e.g., sign language interpretation, braille, plain-language and accessible venues).
• The consultant is expected to propose participatory, accessible, and inclusive data collection approaches that take into account different types of impairment among respondents and enumerators.

Key Deliverables

• Inception Report: Outlining the proposed methodology, KAP indicator framework, sampling design, data collection tools, work plan, and a draft table of contents.
• Research Tools: Finalized KAP survey questionnaire, KII and FGD guides, and other data collection tools, reviewed and approved by ECDD and its partners prior to fieldwork.
• Draft Survey Report: A preliminary version of the KAP survey report (baseline submitted for review and feedback.
• Revised Draft: A second round of revisions may be requested by ECDD before final approval.
• Final Report: A comprehensive final KAP survey report incorporating all comments, submitted in soft copy (PDF and editable Word formats) and hard copy, not later than 5 calendar days after receiving comments on the first draft from ECDD.
• Supporting Materials: An electronic copy of all approved data collection tools and the complete, cleaned study dataset (with codebook).

The Technical and Financial Proposals will account for 70% and 30% respectively of the selection criteria, broken down as follows:

  Duration of Assignment

• KAP Baseline survey — first draft report: within 30 calendar days of signing the agreement.
• KAP Baseline survey — final report: within 5 calendar days after receiving comments from ECDD.
• Total duration: approximately 35 calendar days.

  Payment Schedule

  Payment for the assessment will be made as follows:

• 1st Installment (40%) – Upon submission and approval of the Inception Report.
• 2nd Installment (30%) – Upon submission and endorsement of the Draft Survey Report.
• Final Installment (30%) – Upon submission of the Final Report.

Time Schedule

The baseline KAP survey is expected to be completed within 35 calendar days of contract signing. An itemized action plan indicating a description of activities in chronological sequence and dates for each activity should be submitted with the technical proposal.

Qualifications and Expertise Required

• Minimum of three years’ experience in conducting KAP surveys, baseline assessments, evaluations, or research in disability inclusion, social behavior change, human rights, or development.
• Lead consultant with a postgraduate degree in Social Sciences, Statistics, Public Health, Development Studies, Law, or related fields.
• Demonstrated experience designing and analyzing KAP surveys or comparable attitude/behavior-change studies.
• Proven experience in disability inclusion and working with OPDs, government institutions, and communities.
• Strong background in quantitative and qualitative data collection, sampling, and statistical analysis.
• Excellent communication and report-writing skills.
• Valid professional license, renewed registration certificate, TIN, and VAT certificate.
