The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and re-registered under Proclamation № 1113/2019. ECDD works to promote and facilitate the inclusion of persons with disabilities in mainstream service delivery and development programs, envisioning an inclusive Ethiopia where persons with disabilities enjoy equal rights and opportunities.
With funding from the Finnish Evangelical Lutheran Mission (FELM), ECDD is implementing the AMPLIFY Project (2026–2029). The project aims to empower persons with disabilities and their representative organizations (OPDs), enhance social inclusion, and strengthen government duty bearers to adopt disability-inclusive policies and practices.
A key dimension of social inclusion is the attitude of the wider community toward persons with disabilities. Negative attitudes, stigma, and misconceptions remain significant barriers to the meaningful participation of persons with disabilities in social, economic, and political life. To measure change in community attitudes over the life of the project, ECDD intends to commission a Knowledge, Attitude and Practice (KAP) survey to be conducted at the start of project implementation— in the six target areas: Addis Ababa, Dire Dawa, Gondar (Amhara), Jimma (Oromia), Hosaena (Central Ethiopia), and Mekelle (Tigray).
The baseline KAP survey will establish reference values against which change will be measured.
To generate reliable, comparable baseline evidence on community knowledge, attitudes, and practices (KAP) toward disability inclusion in the six target areas, in order to measure change attributable to the AMPLIFY Project over its implementation period.
The consultant/firm is expected to design and implement a Knowledge, Attitude and Practice (KAP) survey at baseline— using a consistent, mixed-methods approach that allows direct comparability of findings with the end line, covering community members in Addis Ababa, Dire Dawa, Gondar, Jimma, Hosaena, and Mekelle.

The Technical and Financial Proposals will account for 70% and 30% respectively of the selection criteria, broken down as follows:

The baseline KAP survey is expected to be completed within 35 calendar days of contract signing. An itemized action plan indicating a description of activities in chronological sequence and dates for each activity should be submitted with the technical proposal.
