Job Description

Amref Health Africa, the largest African led international organization on the continent, provides training and health services to over 35 countries in Africa. Founded in 1957 as the Flying Doctors of East Africa to bring critical health services to remote communities, Amref Health Africa now delivers preventive, community-based health care.

Although Amref Health Africa has been formally registered in Ethiopia in 1998, a full-fledged country program with a country office started in 2002. Since then, the country program has grown from one project in Addis Ababa to more than 20 projects in Afar, Amhara, Benishangul-Gumuz, Gambella, Oromia, SNNP, Ethiopia Somali regions and nationwide health systems strengthening interventions focusing the capacity building of the national Health Extension Program.

Amref Health Africa is looking for a consultancy company to conduct Hydrogeological & Geophysical assessment and suitability mapping of groundwater resources, effective planning and management of integrated water resources management & develop groundwater recharge enhancement map, capacity building of technical staffs of Amref and key stakeholders on the use of geospatial approach to map groundwater and Technical Monitoring & Drilling Supervision

Therefore, this ToR is developed to identify the general scope of work and specifically to clearly articulate the required work, period of engagement, qualifications and deliverables expected from a consultancy company that will engage water resource development and management

General Objective

To assess relevant information on existing status of sanitation marketing on households’ drivers to pay and engagement of Financing Institution (FIs) in sanitation financing, and Small and Medium Enterprises (SMEs) in sanitation businesses (Banks and MFIs have a thriving sanitation and hygiene portfolio for households and businesses), and guide the level of government ownership and engagement in sanitation marketing. The findings will be used to shape and contextualize the diamond model for possible replicability to REACH project in Jimma context, and extracting lessons learnt for implementation.

Project Site

The project intervention sites are Borena and Jimma zones of Oromia Regional State of Ethiopia. REACH Sanitation Marketing activities will be implemented in 7 districts of Jimma zones. To support and strengthen water supply services in 100 schools and surrounding communities.

Project Goal

The overall goal of the  project is to ensure women’s and young people’s SRHR/MHM, WASH, and nutrition needs are fulfilled in Borena and Jimma Zones of Oromia Region, Ethiopia through integrated programming

Specific Objective

  • This assessment will focus on comprehensive households’ drivers to pay for improved sanitation
  • Assess households’ sanitation preference and type (contextualized) in local context
  • Assess FIs, SMEs (Banks and MFIs thriving sanitation and hygiene portfolio as businesses), existing sanitation options, and access to marketing (finance, sanitation technology options and supply).
  • To proposed intervention approaches and strategies of technology options

 

Job Requirements

The consultant is required to meet the following criteria:

  • The team will consist of professionals in the fields of Environmental Health water and sanitation, Economics and Social Science with a minimum of Second Degree (MPH, MA or M.Sc.) in Environmental Health and/or water and sanitation or related field, very good professional diversity is an advantage in related areas.  Education and experience of SME, MFI and WASH. In addition, to the above requirement, consultancy firm or team is required to meet the following minimum requirements in order to qualify for the submission of its proposal:
  • Significant Previous experience in similar tasks or consultancies; previous experience in similar tasks or consultancy. In particular, the applicant must have experience in conducting baseline survey of project, monitoring and evaluation and performing impact data collection methods associated with either WASH and School MHM or related projects preferably in Addis Ababa and Oromia in urban setting.
  • Ability to effectively coordinate with government, NGO, and local stakeholders’ essential, an understanding of sectors coordination mechanisms an asset.
  • Analytical and conceptual ability, demonstrated understanding of survey design and social research methods to understand hygiene and sanitation behavior change.
  • Demonstrated understanding of project monitoring
  • High quality English report writing
  • The consultancy firm should be a registered firm and whose license has been re-registered and renewed for the current Ethiopian fiscal year.
