PIN would like to invite energetic, disciplined, responsible Consortium Support Specialist applicant to work under Emergency department

Length of Contract: for 7 months with high possible extension

Number required: 1 (one)

Salary: 775 USD

Place of Work: – Based in Addis Ababa with frequent field travel to Tigray Region (Northwest Tigray), Contested Amhara-Tigray locations and Benishangul Gumuz Region.
Reports to: Emergency Response and Recovery Program Manager (ERRPM)

  Job Summary:

The Consortium Support Specialist will support People in Need (PIN), as the lead agency, in the effective coordination, management, and oversight of the ECHO-funded WASH Top-up consortium implemented with FIDO and CoC across complex and conflict-affected locations in Ethiopia.

The position is primarily responsible for supporting the ERRPM in ensuring strong consortium governance, compliance with ECHO requirements, effective partner coordination, timely reporting, and risk management. The role will work very closely with the RISE Consortium Led to ensure coherence, harmonization, and learning across PIN-led consortia, while maintaining a clear operational focus on the WASH Top-up.

The Consortium Support Specialist will play a critical role in strengthening internal coordination, partner performance monitoring, documentation, and communication, contributing to high-quality implementation and donor confidence.

2. Key Responsibilities

A. Consortium Coordination and Management Support

  • Support the ERRPM in the day-to-day coordination and management of the ECHO WASH Top-up consortium with FIDO and CoC.
  • Facilitate regular consortium coordination meetings, including preparation of agendas, documentation of minutes, and follow-up on action points.
  • Serve as a key liaison between PIN and consortium partners to ensure smooth communication and timely information flow.
  • Ensure alignment of consortium implementation with the approved ECHO proposal, log frame, and operational plans.
  • Support coordination between the WASH Top-up consortium and the RISE consortium to ensure synergies, coherence, and avoidance of duplication.

B. Partner Engagement and Performance Monitoring

  • Support partner start-up, onboarding, and ongoing engagement in line with PIN consortium management standards.
  • Monitor partner progress against agreed workplans, indicators, and timelines, flagging delays or risks to the ERRPM.
  • Support review of partner reports (narrative and activity progress) for quality, consistency, and compliance before consolidation.
  • Facilitate constructive problem-solving with partners in response to operational, access, or implementation challenges.

C. Donor Compliance and Reporting Support (ECHO)

  • Support compliance with ECHO contractual requirements, visibility rules, reporting timelines, and audit readiness.
  • Contribute to the preparation of high-quality donor reports, including inputs from partners and consolidation of consortium-level narratives.
  • Support tracking of key contractual obligations, deliverables, and follow-up actions related to ECHO communications.
  • Assist the ERRPM in preparing briefing notes, updates, and documentation for donor engagements and reviews.

D. Technical Coordination and Quality Assurance (WASH)

  • Work closely with the ERR Advisor to support technical coherence and quality across WASH interventions implemented by consortium partners.
  • Support harmonization of tools, approaches, and monitoring frameworks across partners, in line with cluster standards and ECHO expectations.
  • Facilitate cross-partner learning, exchange of good practices, and joint reflection sessions where feasible.
  • Support identification of capacity gaps and coordination of targeted technical or operational support to partners.

E. Risk Management, Context Monitoring, and Coordination

  • Support regular context, access, and risk analysis for consortium operational areas, particularly in contested and hard-to-reach locations.
  • Flag emerging risks (security, operational, reputational, compliance) and support mitigation planning with ERRPM and relevant leads.
  • Support coordination with clusters, inter-cluster platforms, and relevant government counterparts as delegated by the ERRPM.

F. Documentation, Learning, and Internal Communication

  • Maintain organized and up-to-date consortium documentation, including agreements, meeting records, action trackers, and reporting files.
  • Support documentation of lessons learned, challenges, and good practices for internal learning and future programming.
  • Ensure clear and timely internal communication between PIN departments (programs, MEAL, finance, logistics) related to consortium needs.

3. Safeguarding, Ethics, and Code of Conduct

  • Ensure all consortium-related activities adhere to PIN’s Code of Conduct, Safeguarding Policy, and PSEA commitments.
  • Promote ethical, respectful, and transparent engagement with partners and stakeholders.
  • Maintain confidentiality and responsible handling of sensitive information at all times.

ACCOUNCOUNTABILITY AND SAFEGUARDING including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

  • Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
  • Participate in training and awareness raising (CoC and KP, Safeguarding…).
  • Implement Safeguarding measures throughout the project cycle including a risk analysis related to SEAH and Child protection for each project and develop a mitigation plan accordingly.
  • Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies.
  • Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.
  • Create and maintain a fulfilling and protective environment.

Job Requirements

  • Advanced university degree in Humanitarian Studies, Development Studies, WASH, Social Sciences, Project Management, or a related field.

Experience

  • Minimum 4–6 years of experience in humanitarian programming, with demonstrated experience in consortium or partnership management.
  • Proven experience working on ECHO-funded projects and familiarity with ECHO rules, reporting, and compliance requirements.
  • Experience supporting multi-partner projects in complex or conflict-affected contexts, preferably in Ethiopia.
  • Understanding of WASH programming in emergencies is a strong asset.

  • Proficiency in MS Office and collaboration platforms (Teams, SharePoint, Excel, etc.).
  • Fluency in English required; knowledge of Amharic is a strong asset.
