Mission and objectives

Camara Education Ethiopia is an international NGO registered with the Authority for Civil Society Organizations (License No. 1923) and a long‑standing partner of the Federal Ministry of Education (MoE) since 2011, supporting the expansion of inclusive digital learning in disadvantaged communities in Ethiopia. Camara works to improve learning outcomes for underserved communities by expanding access to inclusive, technology‑enabled education solutions. Through its digital learning initiatives, Camara supports students, teachers, and school leaders with tools and approaches that strengthen subject learning, digital literacy, and equitable access to quality education. In partnership with UNICEF, Camara is commencing implementation of the programme “Digital and Transferrable Skills Development: Transforming in‑School Learning and Transition to Earning through Capacity Building of Educators and Inclusive Digital and Transferable Skills of Adolescents and Youth,” with a planned duration from 1 April 2026 to 31 December 2027 and implementation across multiple regions in Ethiopia.

The programme aims to strengthen access to foundational and advanced digital skills and to support learning‑to‑earning pathways by establishing AI‑enabled digital learning hubs, expanding connectivity, and building the capacity of teachers, school leaders, and learners across participating government schools and education institutions. As part of this initiative, Camara have conducted Schools Infrastructure and Technology Readiness Assessment surveys across 115 institutions to systematically evaluate each institution’s infrastructure readiness, digital preparedness, and commitment to integrating technology into teaching and learning.

To strengthen evidence‑based planning, implementation, and accountability to partners, Camara seeks to transform the collected assessment data into clean, structured, and actionable insights. This assignment will support data cleaning, analysis, visualization, and the development of a comprehensive, print‑ready assessment report that clearly presents findings and practical recommendations derived from the dataset for UNICEF, the MoE, donors, and key stakeholders to inform programme decisions, resource allocation, and implementation support across participating institutions.

Context

Camara Education Ethiopia, in partnership with UNICEF, is implementing the programme “Digital and Transferrable Skills Development project,” planned from April 2026 to 31 December 2027, with implementation across multiple regions in Ethiopia. As part of programme start‑up and planning, Camara is conducting site assessments using a standardized tool to collect data on school and institutional infrastructure, ICT resources, connectivity and power reliability, teacher capacity, inclusion considerations, and other readiness indicators. This data is essential for determining institutional readiness for digital learning hub deployment and for guiding programme sequencing, resource allocation, and ongoing implementation support.

Currently, the collected assessment data exists in raw or semi‑structured formats and has not yet been fully consolidated into a structured dataset suitable for systematic analysis and reporting. There is a need to clean, consolidate, analyze, and visualize the data in a way that supports: Evidence‑based planning and prioritization of institutions Monitoring and evaluation (M&E) of programme implementation progress Identification of key infrastructure and capacity gaps Clear and structured reporting to UNICEF, MoE, Regional Education Bureaus, and donors/other stakeholders

This assignment will contribute to building a practical analytics and reporting output that transforms the assessment dataset into actionable insights and professional, stakeholder‑ready products. The outputs will support both operational decision‑making (planning and prioritization) and strategic reporting throughout the programme lifecycle. The work will be delivered by three Online Volunteers with complementary roles—Data Analyst, Report Writer, and Graphic Designer—working collaboratively with close coordination to ensure coherent, consistent, and integrated outputs (dataset, analysis/scripts, visualizations, dashboard, and final report).

Monitoring, Evaluation and Reporting

Task description

Camara Education Ethiopia is seeking three (3) Online Volunteers with complementary expertise to support the transformation of large‑scale school assessment data into structured analysis and a professional, print‑ready report. The team will include: 1) Data Analyst, 2) Report Writer, and 3) Graphic Designer (layout/infographics).

Under the supervision of the Digital Learning & AI Lead, and in close collaboration with Camara’s programme and technical teams, the Online Volunteers will work with data collected through the School Infrastructure and EdTech Readiness Assessment Tool conducted across 115 institutions. The tool captures detailed information on school infrastructure, ICT resources, connectivity, teacher capacity, inclusion, and related readiness indicators to support effective planning and accountability for the programme. This assignment focuses on converting raw, multi‑dimensional questionnaire datasets into actionable insights that support:

– Programme planning and prioritization – Monitoring and evaluation (M&E)

– Evidence‑based decision‑making

– Reporting to UNICEF, the MoE, and donors The assignment is task‑based, time‑bound, and fully remote, in line with UNV Online Volunteering guidelines. Volunteers will collaborate using Camara’s shared collaboration tools (Google Workspace/Drive or equivalent cloud storage), and Gmail, WhatsApp, and scheduled calls) with periodic coordination meetings and feedback sessions. GitHub may be used only for organizing analysis scripts if needed.

The design and layout should follow Camara and UNICEF branding guidelines, and all materials and branding guidelines will be provided. Graphic Design volunteers should have valid access to Canva (Pro preferred) or an equivalent design tool (e.g., Adobe InDesign/Illustrator, Figma, Affinity). All final assets must be provided in editable formats.

4.1 Role split (Key Responsibilities)

A) Data Analyst

– Data Cleaning, Analysis & Visual Outputs – Review and organize raw questionnaire datasets (Excel/CSV/Google Sheets)

– Identify and resolve missing, duplicate, or inconsistent entries

– Standardize data formats, categories, and labels (e.g., regions, school types)

– Conduct descriptive and exploratory analysis (counts, percentages, distributions)

– Segment findings by relevant categories (region, institution type, readiness level, etc.)

– Produce clear charts/tables and a structured analytical summary for inclusion in the report

B) Report Writer

– Narrative Report Development – Produce a comprehensive, stakeholder‑friendly report that includes: Executive Summary, background and objectives, methodology (overview of the assessment process), Data Visualizations (embedded), insights and interpretation, Key Findings (with interpretation), conclusions and practical recommendations for each site.

– Ensure the report is written in a style appropriate for UNICEF/MoE/donor audiences and supports evidence‑based planning decisions.

C) Graphic Designer

– Layout, Formatting & Infographics

– Design a professional report layout/template (Word and Canva/ InDesign equivalent)

– Improve readability and presentation (tables, charts, consistent formatting)

– Produce clean infographics/visual summaries to support non‑technical audiences

– Ensure the final product is print‑ready, interactive digital versions and aligned with stakeholder expectations

Expected Deliverables

By the end of the assignment, the Online Volunteer team will submit:

1- Cleaned and structured dataset

– Final cleaned dataset in Excel and CSV formats, with consistent variable names and labels.

2- Well‑documented analysis scripts (required)

– Python and/or R scripts used for data cleaning, transformation, analysis, and chart generation, shared in editable format, with a short README explaining: required packages/libraries how to run the scripts input/output file paths key assumptions and cleaning rules applied Any supporting configuration files (if applicable).

3- Analytical summary pack (for decision makers)

– A concise analytical brief (Word or PPT) summarizing, headline findings, key trends and gaps, priority recommendations, limitations and data quality notes, etc.

4- Visualization package (editable)

– A set of charts/figures (bar charts, comparative charts, maps, etc.) with captions, delivered in editable source format (PowerPoint/Slides or equivalent), plus export formats (PNG/PDF),

5- Live interactive dashboard (required)

– A functioning interactive dashboard (Power BI or Looker Studio) that allows stakeholders to explore results by key filters such as: region, institution type, readiness level / categories, connectivity / infrastructure indicators, etc

Deliverables must include:

– the editable dashboard file (.pbix for Power BI) or Looker Studio link with access notes – a brief “How to Use / How to Refresh Data” guide – data source documentation (where data is stored and how it is updated)

6- Final report (print-ready + interactive digital version)

– A comprehensive, professionally formatted report delivered in: Word (editable) PDF (print-ready) Interactive digital version (see definition below)

Definition: “Interactive digital version” means a live dashboard (Power BI/Looker Studio) plus a digital report format suitable for sharing electronically (e.g., PDF with clickable table of contents/hyperlinks and/or a slide deck summary)

7- Handover note (required)

– A short handover note documenting: data cleaning steps applied, analysis methods used, key variables/indicators reviewed, any known data quality issues and assumptions, how to update/refresh the dashboard and visuals.
