FHI 360 leads the implementation of the USAID funded Ethiopia Community Nutrition Activity. The Activity focuses on enhancing multisector coordination and accountability; improving nutrition practices and health-seeking behaviors; and strengthening delivery of quality nutrition services within USAID’s Feed the Future Zones of Influence.

Job Summary:

Under the supervision of the Project Manager, the Zonal Coordinators will be responsible for supporting all the relevant activities under the Community Nutrition supplemental funding in the selected woredas of the Tigray region. They will be responsible for providing technical guidance to ensure that program implementation adheres to appropriate international and national technical standards and guidelines.

The zonal coordinators will be specifically responsible for the day-to-day implementation of FHI 360’s Community Nutrition supplemental funding activities through community mobilization, assessments, capacity building, supporting delivery of essential nutrition supply to the health facilities, supervision/monitoring, coordination, and reporting in 15 woredas of the above mentioned four zones in Tigray region.  At the same time, they will work closely with the other members of the Community Nutrition supplemental funding team to oversee the ongoing minor rehabilitations for the selected conflict affected health facilities of Tigray Region.

Key Responsibilities:

  • Prepare and participate to the yearly, quarterly, monthly and weekly planning activities of the respective zone.
  • Support the HEWs on identifying, establishing/ strengthening, and training and mobilization of HDAs/WDAs/ WDAs on acute malnutrition active case findings, screening, referral, follow-up and home visit methods.
  • Make sure that health extension workers and health workers involve the HDA/HDG, religious leaders, health committees, and agriculture extension workers in community mobilization activities for increasing awareness and ownership of acute malnutrition services.
  • Contribute to the development of simple & clear messages for community mobilization and awareness raising.
  • Help HEWS develop monthly plans with the HDA/HDG and then hold monthly meetings to review plans and address concerns, maintain changes in behavior and share success stories.
  • In collaboration with RHB and FHI 360’s Crisis Response team, participate on conducting a rapid facility readiness assessment and agree on priority actions based on its findings.
  • Support timely requisition of essential nutrition equipment and items, in line with the approved list from the supplemental funding activities, like anthropometric materials, SC & OTP materials/supplies, guidelines, job aids, and relevant registers based on the assessment findings.
  • Contribute to the development of the ToRs for the LIPs and coordinate and support AMIYCN, CMAM & IYCF-E trainings for health care providers using recently updated national guidelines as per skill gaps identified during the facility readiness assessment.
  • Provide technical support through regular supportive supervision to Woreda health office, health facilities and communities.
  • Support in ensuring the availability of nutrition relevant job aids (counselling materials, registers, reporting forms and reference guides) in the health facilities.
  • In collaboration with LME manager, strengthen the capacity of Zonal, Woreda health office and community in nutrition and health information management system for decision making.
  • Help in ensuring that the selected health facilities in the zone of interest have a continuous and uninterrupted access to the various essential nutrition supplies.
  • Support on strengthening the referral and communication system among the HCs, HPs and Primary Hospitals.
  • Support HEWs and ensure quality implementation of all the Nutrition activities in the woredas (prevention and treatment activities).
  • Along with woredas nutrition focal persons, provide appropriate mentoring and on job training for health workers and HEWs in the target health facilities.
  • Support and Monitor health facilities to include nutrition-related drugs (IFA, Deworming, Vitamin A & others) request into the RRF timely.
  • Ensure that all donor compliance and FHI 360 rules and regulations are strictly followed during day-to-day program operations.
  • Collaborate with USAID partners and others working on nutrition program in same intervention areas.
  • Provide continuous technical support for local implementing partners under Community Nutrition Activity supplemental fund.
  • Be the focal person/support the focal person to implement gender-sensitive and specific activities related to nutrition at zonal, woreda, and kebele level.
  • Collect regular DHIS Key Indicators data from woreda or health facility.
  • Share weekly and monthly plans with the project manager timely.
  • Support and ensure that Nutrition agenda-focused review meetings are conducted regularly in Zonal, Woreda and Health facilities levels.
  • Performs other related tasks as needed.
  • Work closely with the woredas health offices and other relevant sectors in the respective Feed the Future zone of influence woredas.
  • Ensure conducting supportive supervision and review meetings and then findings are shared, areas that need improvement identified and action plans addressing.
  • Work with other USAID funded projects and partners in the zone to ensure complementarity and synergistic effect.
  • Participate in nutrition related meetings at zonal and woredas levels.
  • Collaborate and work with the Community Nutrition supplemental funding LIPs, private sectors and target health facilities and community in the intervention zone.

 Monitoring, Evaluation, Learning and Reporting

  • Conduct regular monitoring along with nutrition focal persons in the intervention woredas’ health facilities and community through coaching & mentoring in the HFs and ensuring community engagement.
  • Conduct quarterly joint monitoring and supportive supervision with the RHB, woreda health offices focal persons, in the respective zone and woredas.
  • In collaboration with LME (M&E), participate joint supportive supervision along the zonal and woredas health offices nutrition focal persons to show case the project support progress.
  • Ensure the timely submission of training reports, review-meeting proceedings and field monitoring reports to LME & project manager for decision making, documentation and follow-up.
  • Prepare and submit accurate and timely Monthly Statistics Reports for the various nutrition services provided.
  • Prepare & share weekly, biweekly, and monthly project update from your respective zone.
  • Produce and share quarter reports with LME and Project manager.
  • Document the necessary findings and make follow-up based on recommendations of field visits.
  • Produce and submit success stories on monthly and quarterly bases.

Project Design Implementation:

  • Develops strategies and tools for the design and implementation of specific technical components.
  • Monitors project deliverables and reports to supervisors.
  • Leads technical project activities and sub activities and assists with project implementation.
  • May implement components of the technical portions of the project plan.
  • Identifies and raises issues to senior technical staff.
  • Functions as the technical lead with oversight of project technical administrative and finance compliance, technical deliverables, and team management, (includes projects and consultants).

Business Development and Client/Funder Support:

  • Successfully leads new business development initiatives including project design, budgeting, and recruitment efforts.
  • Provides final authorization and approval of the technical portions of proposals and project design, based on the design and direction set by technical leadership.
  • Builds productive working relationships internally and externally.
  • Collects data for inclusion in proposals, which consist of assisting with proposal research and developing proposal strategies.
  • Draft proposals, budgets, and work plans.
  • Participate in business development meetings with partners and clients.

Operations Management (Finance, HR, etc.):

  • Ensures project activities are on track with work plans, with technical expertise informing project implementation.
  • Oversees project timelines and budgets. Assists in the development of donor reports and presentations.
  • Tracks technical project spend under broad supervision.
  • Tracks Statement of Work (SOW) and budget tracking systems; provides reports to supervisors.
  • Collects financial and technical tracking data; prepares reports.
  • Coordinate with suppliers for procurements.

Project/Program Reporting:

  • Prepares reports and papers summarizing project results and analyzing data sets and technical assessment findings.
  • Establishes and maintains SOW and budget tracking systems.
  • Drafts / prepares client technical reports.
  • Creates technical content (e.g., reports, presentations, manuscripts).

Quality Assurance:

  • Develops in-depth knowledge of quality standards through formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives.
  • Coordinates and direct activities to meet client/funder and regulatory requirements.

Education: **

  • Master’s Degree / BSc Degree or its International Equivalent in Nutrition, Health Officer, Nursing and other Health related and having MSC in any public health field is an advantage, Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Field.

Experience: **

  • A minimum of 6+ years of relevant experience Nutrition and health programs, ideally in nutrition, health or related technical areas.
  • Have trained on CMAM, Quality Improvement, AMIYCN, Catchment Mentorship, Enhanced Community conversation, Adolescent Nutrition, Data Management and Use and DHIS2 training in the last three years.
  • Experience working effectively with local NGO/and other USAID partners.
  • Proven ability to work in a team, with good communication and interpersonal skills and an ability to motivate health workers, community leaders, health extension workers, AEWs.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Willingness to Base on Zonal Health Office with willingness to work closely with  Zone ,District and Community level health system frequently travel to rural communities.
