Job Description

Employee Contract Type: Local – Fixed Term Employee (Fixed Term)

Life-saving services under the USG/DoS multi-sector emergency response project. The role supports behavior change, risk communication, and community participation, ensuring that vulnerable groups are informed, engaged, and able to benefit from project interventions.

1. Major Responsibilities

A. Community Mobilization & Engagement

  • Mobilize communities to participate in project activities (health, nutrition, WASH, NFI, protection).
  • Identify and engage community leaders, religious leaders, and influential groups to support interventions.
  • Facilitate community meetings, group discussions, and sensitization sessions.
  • Support establishment and strengthening of community structures (e.g., women groups, youth groups, volunteers).

B. Risk Communication & Awareness Creation (RCCE)

  • Conduct house-to-house awareness campaigns and public sensitization sessions.
  • Disseminate key messages on:
    • Disease prevention (cholera, malaria, measles, etc.)
    • Hygiene and sanitation practices
    • Nutrition and health-seeking behaviors
  • Use communication tools such as megaphones, posters, leaflets, and banners to reach communities effectively.
  • Address misinformation, rumors, and harmful practices within communities.

C. Support Service Delivery Activities

  • Mobilize beneficiaries for:
    • Health and nutrition services (MHNT, TSFP/CMAM)
    • Vaccination campaigns
    • NFI/cash/food distributions
  • Support targeting of vulnerable groups (women, children, elderly, persons with disabilities).
  • Facilitate smooth organization of community events and service delivery points.

D. Community Feedback & Accountability

  • Collect and document community feedback, concerns, and complaints.
  • Ensure community voices are integrated into project planning and implementation.
  • Promote accountability to affected populations (AAP) principles.

E. Early Warning & Surveillance Support

  • Report unusual events, disease outbreaks, or community risks to supervisors.
  • Support early warning systems and information sharing at community level.

F. Coordination & Collaboration

  • Work closely with:
    • Health Extension Workers (HEWs)
    • Community volunteers (WDA, VHLs)
    • Local authorities and partners
  • Strengthen the link between communities and service providers.

G. Reporting & Documentation

  • Maintain records of:
    • Community sessions conducted
    • Number of participants reached
    • Key issues raised
  • Submit weekly and monthly activity reports.

H. Safeguarding & Compliance

  • Uphold humanitarian principles, Sphere standards, and safeguarding policies.
  • Ensure respect for dignity, inclusion, and protection of vulnerable populations.
  • Promote gender equality and protection mainstreaming in all activities.

2. Qualifications & Experience

Education

  • Diploma or Degree in Social Work, Public Health, Sociology, or related field

Experience

  • Minimum 2 years of experience in community mobilization or humanitarian work
  • Experience in emergency response projects preferred
  • Familiarity with local community structures in Afar is an asset

  • May require flexible working hours during emergency responses

  • Number of community sessions conducted
  • Number of beneficiaries reached
  • Community participation rate in project activities
  • Quality and timeliness of reports
  • Level of community feedback captured
