Start Date: Immediately after recruitment

1. Purpose of the Position

  • The Community Liaison Team Leader is responsible for leading and coordinating Explosive Ordnance Risk Education (EORE), Non-Technical Survey (NTS), and Victim Assistance (VA) activities in assigned areas. This role ensures effective community involvement, safe information gathering, and referral options for victims and survivors of explosive ordnance, following International Mine Action Standards (IMAS) and organizational policies.

2. Key Responsibilities

2.1 Team Leadership and Management

→ Lead, supervise, and mentor the Community Liaison team to ensure quality implementation of EORE, NTS, and VA activities.

→ Develop weekly and monthly work plans and assign field tasks.

→ Ensure staff follow safety, security, and organizational policies during field activities.

→ Support the capacity building of team members through on-the-job training and coaching.

2.2 Explosive Ordnance Risk Education (EORE)

→ Plan, coordinate, and deliver EORE sessions for affected communities, schools, local authorities, and community-based organizations.

→ Ensure EORE materials and methods are appropriate for local contexts, languages, and cultural sensitivities.

→ Monitor and evaluate the effectiveness of EORE sessions and adjust strategies as needed.

2.3 Non-Technical Survey (NTS)

→ Lead the planning and conduct of NTS activities to identify hazardous areas.

→ Supervise community interviews, focus group discussions, and direct observation to gather reliable data.

→ Ensure accurate documentation and timely submission of survey data for information management.

→ Liaise with community leaders and local authorities to ensure acceptance and cooperation.

2.4. Victim Assistance (VA)

→ Identify and document victims and survivors of explosive ordnance as well as other persons with disabilities in the community.

→ Facilitate referrals to medical, psychosocial, and socio-economic support services.

→ Coordinate with health, protection, and rehabilitation service providers to strengthen referral pathways.

→ Raise awareness among communities and stakeholders about rights and available assistance for survivors.

2.5. Coordination & Reporting

→ Represent the organization in community meetings, coordination forums, and discussions with local authorities.

→ Maintain close collaboration with operations, information management, and protection teams.

→ Submit timely and accurate field reports, including activity summaries, challenges, and recommendations.

→ Support donor reporting by providing qualitative and quantitative data.

2.6. Compliance &Accountability

→ Ensure all activities follow IMAS, organizational SOPs, and donor requirements.

→ Promote gender, age, and diversity-sensitive approaches in all community liaison activities.

→ Ensure accountability to affected populations, including safe feedback and complaints mechanisms.

About You

Qualifications and Experience

→ Bachelor’s degree in Social Sciences, Community Development, Education, or a related field (or equivalent experience).

→At least 3 to 5 years of experience in humanitarian mine action, community liaison, or related fields.

→ Proven experience in team leadership and staff supervision.

→ Knowledge of EORE, NTS, and Victim Assistance methods as well as IMAS standards.

→ Strong communication and facilitation skills, with experience engaging diverse communities.

→ Fluency in [local language(s)] and working proficiency in English.

→ Ability to work in challenging environments with flexibility and cultural sensitivity.
