Position Title: Community Facilitator

Duty Station: East Borena (Dhas and Wachile)

Duration: 3 months

Number of positions: 2

Reports to: Project Officer

1. Background

Partnership for Pastoralist Development Association is implementing an emergency project in East Borena Zone to support vulnerable populations affected by conflict. The Community Facilitator will play a vital role in mobilizing and engaging communities, ensuring active participation in project activities, and acting as a bridge between the community and the project team.

2. Purpose of the Assignment

The Community Facilitator will be responsible for community mobilization, awareness creation, and support project activities at the grassroots level. They will ensure smooth communication between the project and the community, while promoting accountability and participation.

3. Key Responsibilities

I. Beneficiary selection, verification and community feedback mechanism

Identification, registration and verification of vulnerable households and individuals to access project services.
Facilitate joint independent verification.
Mobilize community members for participation in project activities (e.g., hygiene promotion, livelihood support, nutrition, or protection sessions).
Facilitate community meetings, focus group discussions, and awareness-raising sessions.
Support distribution of NFIs, food, or other relief items, ensuring fair and transparent processes.
Assist technical teams in implementing field-level activities.
Act as a focal person for community feedback, complaints, and referrals.
Support formation and strengthening of community structures (committees, volunteers, leaders).

II. Support WASH Interventions

distribution and demonstration of WASH NFIs (hygiene kits, water kits, soap, buckets).
Support installation, maintenance, and monitoring of emergency sanitation facilities (latrines, handwashing stations, bathing areas).
Work closely with WASH teams to ensure hygiene promotion complements water and sanitation interventions.

III. Community Engagement & Capacity Building

Identify, train, and support community hygiene volunteers.
Use participatory approaches to encourage ownership of hygiene practices among community members.

· Works closely with Woreda Health and Water Offices towards efficient and effective implementation of the emergency response activities.

IV. Monitoring & Reporting

Ensure that activities are inclusive and address the needs of women, children, elderly, and persons with disabilities.
Collect field data on hygiene practices, provide feedback, and report to Project officer/ WASH Officer.
Document lessons learned and good practices for emergency response planning.
Provide regular updates and reports on community activities, challenges, and emerging needs
Any other duties and tasks assigned by the immediate supervisor.

4. Expected Deliverables

Records of meetings, sessions, and community engagement activities.
Weekly reports on households reached, issues raised, and feedback collected.
Documentation of lessons learned and community perspectives.

5. Qualifications & Experience

Diploma, or bachelor’s degree in public health, Environmental Health, Water Engineer, or related field.
At least 2 bachelor or 4 years’ experience for Diploma in facilitation, community mobilization, or WASH in emergencies.
Strong communication and facilitation skills in both local language and working language.
Ability to work under emergency/field conditions with flexibility and resilience.
Experience in community mobilization, facilitation, or grassroots project work (NGO/INGO experience preferred).
Good communication and interpersonal skills.
Knowledge of local language(s) and cultural context.

6. Duration & Work Conditions

The assignment will run for 3 months. The position is field-based, requiring frequent travel to communities, temporary settlements, and other emergency-affected areas.

7. Cross-cutting issues

The Community Facilitator must adhere to organizational policies, including the code of conduct, child protection policies, and PSEA code of conduct. Compliance with ethical standards is mandatory.
