Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the wellbeing of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions.

Overall Objective:

The Community Development Facilitator (CDF) will play a key role in supporting the implementation of the Emergency Rapid Response Mechanism (RRM) project in Berhale Woreda, Afar region, addressing the needs of populations affected by the recent Earthquake disaster. The CDF will work closely with DCA Afar Field team and host community structures to deliver Multipurpose Cash Assistance (MPCA) and strengthen community-based child protection and gender-based violence (GBV) prevention and response activities. This role involves daily community mobilization, supporting field activities, and ensuring inclusive and accountable engagement with affected populations.

Purpose

• Facilitate the planning and smooth implementation of community-level emergency activities.
• Organize and mobilize affected community members in accordance with project goals.
• Lead the targeting and distribution of MPCA for the affected households
• Assess and collect protection risks from women, girls, children, youth, elders and community representatives.
• Conduct awareness-raising sessions at various distribution and service sites to promote safe and protective environments for children and other vulnerable groups, with a focus on child protection and the prevention of gender-based violence (GBV).
• Provide direct technical support for the community where needed.
• Ensure implementation adheres to cultural norms and local priorities.

Engagement

• Build and sustain strong relationships with community leaders, local government structures, and key stakeholder groups.
• Liaison with other services providers to create a platform to arrange and facilitate awareness sessions on Child Protection (CP) and prevention of Gender Based Violence (GBV)
• Identify and establish community volunteers as women groups, youth groups and child protection volunteers to support in peer-to peer engagement and do safe referral
• Engage marginalized groups such as women and youth to promote inclusive participation.
• Lead dialogue sessions and awareness activities.
• Serve as the first point of contact for community-level complaints and feedback, referring these appropriately.
• Coordinate closely with the wider project team for harmonized field execution.

Delivery

• Provide regular updates and field reports to the ELFS coordinator.
• Assist in collecting and organizing beneficiary data.
• Provide ongoing technical support to community volunteers to ensure quality implementation of Psychological First Aid (PFA) and safe referral mechanisms.
• Monitor and track case referrals made by community volunteers to ensure timely and appropriate responses.
• Monitor implementation progress and support post-distribution follow-up.
• Identify risks or operational challenges and report these promptly.
• Support the field office in organizing training, community events, and mid-term review sessions.
• Ensure accurate documentation of project participants, distributions, and activities.

Required knowledge and experience:

The post holder should be able to demonstrate the following attributes:

• Minimum of Diploma in a relevant Field of Study and two years of relevant experience related to the above mentioned tasks.
• Has direct field experience preferably in emergency settings with NGOs/humanitarian actors
• Good Knowledge of the emergency operations in Ethiopia
• Good report writing skills and computer skills in MS Outlook, Word, Excel, and PowerPoint
• Knowledge of the operational context is advantageous.
