In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship.
Plan International Ethiopia’s main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.
The FSL/CDF is responsible for handling different activities of FSL at grass root level, identify participate in identifying potential beneficiaries; organize /reorganize committees at kebele levels; strengthening communications between target beneficiaries and PIE’s and Emergency Response Unit; supporting visits to the target communities by donors and serving as PIE’s focal person at grassroots/Kebele level. The CDF is mainly responsible for implementation of FAO funded project and facilitation of project implementation being implemented in five districts, namely, Debark, Aderkay, Dabat (North Gondar Zone), Ambasel and Tehuledere (South Wollo zone) of Amhara region-including project implementation, day-to-day monitoring and reporting.
Accountabilities and MAIN WORK ACTIVITIES
Organize and Lead Multidisciplinary Emergency teams (10%)
- Ensure project beneficiary committee are established or revitalized marinating the right composition and according to guideline indicated in the project document;
- Ensure project stakeholders understand and deliver project inputs in accordance with personal work-plans, humanitarian principles, core values, the Code of Conduct and SPHERE.
- Work collaboratively in close relation with woreda sectors and community structures such as beneficiary selection committee and extension agents;
- Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, colour, sex or creed.
- Provide feedback on the periodic performance of the project to the Livelihood Officer, and PC as needed.
- Ensure logistical resources demands are in place and properly utilized at grassroots level;
- Ensure input distribution sites, stores and safety and security of project inputs at community level.
Project implementation coordination, monitoring, follow up and reporting (43%)
- Coordinate project implementation with concerned project stakeholders at community levels
- Facilitate beneficiary selection along with community representatives and government structures at community levels
- Summit beneficiary master data to Livelihoods Officer for further submission to the PC and CO before project input distribution.
- Ensure day-to-day project implementation, monitoring, reporting of updates on timely basis;
- Ensure that the beneficiaries are selected based on the agreed and set criteria and manage complains created at kebele and woredas level through smooth communication and reporting to various level of government and PIE structures;
- Ensure that the respective beneficiaries are received various seeds and follow-up their managements, outputs as well as changes over the project period;
- Monitor the baseline survey coordinate and ensure collection of relevant and quality data collection by data collectors;
- Contribute to various assessments by collecting information through qualitative and quantitative data gathering methods (e.g. surveys, interviews, FGDs);
- Facilitate identification of local hazards, local vulnerability and capacities and coordinate DRR planning along with local partners and communities;
- Conduct home and family visits and farm demonstration visits and organize regular community meetings;
- Plan and conduct different dialogues, group discussions and meetings, demonstrations (i.e. improved agricultural practice, use of organic fertilizers), disaster risk preparedness and response exercises with the committees, key people in the community as well as project beneficiaries.
- Involve community members in planning and promotion of disaster preparedness, food security;
- Utilize participatory approach when mobilizing the community;
- Conduct post distribution monitoring of drought resistant crop varieties and other selected model;
- Close follow up the livestock situation and pasture/forage availability at village level and share timely information to take appropriate action by actors in case of drought/emergency situation;
- Conduct relevant trainings (also to include coaching and on-the-job training) for local communities using participation learning techniques;
- Organize and conduct the training along with DAs at decentralized place (in village level).
- Arrange meetings with the community leaders to collect data and feedback on project implementation;
- Collect security-related information and give updates to the Security Focal Point at Area Office or Field Level.
- Prepare weekly plan and submit to the Field Office Livelihoods Officer, and PC along with weekly update;
- Contribute monthly activity reports and provide regular written report according to the PIE schedule and format;
- Maintain detailed program records and up to date paper work for all duties as for agreed upon formats of PIE/donors requirement;
Managing relationship and networking with government, partners and other stakeholders (10%)
- Participate in coordination meeting held at Woreda and community levels and provide progresses regarding the project implementation.
- Establish and maintain constructive working relationships with other NGO’s and UN agencies operating in the district, local government, bilateral and multilateral donors, and other principle stakeholders including the military where present and if necessary.
- Ensure that sex disaggregated beneficiary data collected and submitted to the LO/PC, and provide required information to LO/PC that help to produce progress report in accordance to the reporting template and within their reporting schedule.
Conduct community need assessment before developing projects (5%)
- Coordinate and support local level assessments, surveys and other studies and assist proposal development to finance projects
- Facilitate visits that planned by regional government, CO as well as the donor.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) (15%)
- Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
- Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
Qualifications/ experience essential:
- Bachelor of Science Degree in Crop Production and Agronomy, Rural Development, Agricultural Development, Agricultural Economics, Animal/Livestock and Rangeland Science, Development studies, Sociology or other related fields is required with a minimum of 1-3 years of related working experience.
Qualifications and experience desirable
- Equipped with sufficient level of awareness on : Early warning concepts; agriculture, Disaster risk management practice and knowhow; food security and livelihoods framework and Gender,
- Knowledge of Plan policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct
- Knowledge of child rights programming
- Good knowledge of field level realities of humanitarian NGOs work;
- Experience of working in Amhara context and speak Local language;
- Knowledge of FSL, CTP, Agriculture, EWS, DRR and DCM;
- Good understanding of the external operating environment including government policies, strategies, guidelines and operating procedures in managing emergencies and disasters in the country Perform multiple, non-technical tasks with a potential need to upgrade skills in order to meet changing job conditions.
