Communications, Media, and Public Awareness Specialist for Ethiopia Land Governance Activity _ Job at Tetra Tech

Job Description

The USAID-funded Feed the Future Ethiopia Land Governance Activity (LGA) program, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest from qualified candidates for a Communications, Media, and Public Awareness position in Addis Ababa, Ethiopia.

Position Description:

The Communications, Media, and Public Awareness Specialist will be hired by Tetra Tech, for an initial four-month period, with the possibility of extending the role until May of 2025, subject to an annual review and renewal of contract. The Specialist will be seconded to the Rural Land Administration and Use Directorate (RLAUD) of the Ethiopia Ministry of Agriculture (MoA) on a time-sharing basis, whereby they will devote two-thirds of their time to the Directorate and one-third of their time to the Feed the Future Ethiopia LGA. There will be a forty-five (45) day probationary period and an annual performance review should the role be extended until May of 2025.

The key responsibility of this Specialist will be to lead RLAUD’s public information and awareness activities and reporting on the Climate Action through Landscape Management (CALM) Program and other project performance, to strengthen and expand the establishment of a robust land administration system.

The Specialist will work closely with the government staff who support the CALM Program’s Public Information and Awareness (PIA) activities at the federal and regional level, and other experts working on land issues, under the supervision of the Director of the RLAUD of the MoA.

The Communication Specialist will provide technical support and guidance to the Directorate in managing the Directorate’s external and internal communications, dissemination of information and development of success stories. They are also expected to provide advisory support for public outreach and consultation activities.

The Specialist will enhance the engagement of a wide range of stakeholders including civil society, academics, and private sector to maximize the impact of communications strategies to increase public awareness on the rural land administration system. They will be responsible for the overall quality and timely submission of the activity report and deliverables to the Directorate and other stakeholders.

Responsibilities at RLAUD:

* Develop and review communication and advocacy strategy for raising public knowledge and awareness on rural land administration and use objectives and major activities that target using various media (TV, radio, press, and social media);

* Develop awareness raising materials for each target audience including youth and women with the necessary information from the Directorate and regional offices;

* Provide technical support to the Directorate on generating media coverage of land administration and use issues, including supervising the production of editorial content and provide quality assurance;

* Build strong relations with the Public Relations Directorate of the Ministry, projects working on land related issues, individuals, groups, organizations and media outlets; keep abreast of other national bodies (Urban, Rural) engaged in the land administration activities to look for possible synergies in implementation of the communication and public awareness component;

* Organize media coverage of different activities/events (workshops, trainings, round-table discussions and presentations) as well as preparation of press-releases, statements, interviews and media-kits where required;

* Document success stories and best practices as well as generate learning from “implementation failures” together with other experts of the Directorate; document and keep record of events, activities (in the form of written reports), pictures, video clips, press cuttings etc.;

* Oversee the production of a range of communication materials for the Directorate and projects, including managing the Directorate’s website; regularly update the Directorate’s links in the Ministry website as well as social media account with mega events and activities;

Responsibilities at Feed the Future Ethiopia LGA:

* Lead development and implementation of PIA activities required to inform and encourage pastoral and agro-pastoral (PaP) communities to take part in the Feed the Future Ethiopia LGA’s participatory mapping and land use planning activities, processes, and procedures;

* In consultation with Feed the Future Ethiopia LGA’s experts, regional land administration officials, and PaP community representatives, develop communication strategies and messages that use appropriate language and graphics to inform PaP communities about land administration and land use legislation, their rights and responsibilities under this legislation, and the activities and procedures that will be implemented under Feed the Future Ethiopia LGA’s support for participatory mapping, land use planning, and formation of community associations;

* Develop media strategies to promote and raise public awareness at the national level about the objectives of Feed the Future Ethiopia LGA, its activities, and impacts achieved that may include transmission of information through national newspapers, radio, television, press conferences, and public launches;

* Update and manage the Feed the Future Ethiopia LGA website, as well as contribute to monthly, quarterly, annual, and technical reports for completed activities, training materials, manuals and guidelines. Compile final consolidated project closing report with all achieved deliverables, lessons learnt/challenges, and recommendations.

Qualifications:

* Master’s degree in communications, journalism, international relations, mass media, or related field;

* A minimum of 7 years’ experience with a proven professional record working in the field of media and communications;

* Fluency in Amharic and English; and

* Ethiopian nationals are strongly encouraged to apply.
