The West Sahel region is confronted with significant challenges, including climate change vulnerability, poverty, environmental degradation, and chronic humanitarian crises. In response, the United Nations Development Programme (UNDP) is partnering with the African Union (AU), the Economic Community of West African States (ECOWAS), and other regional institutions under the auspices of the regional project titled Strengthening capacities for disaster risk reduction and adaptation for Resilience in the Sahel Region: fostering risk-informed solutions for sustainable development (2019-2022), which is funded by the Government of Sweden and being extended through 2024.

In collaboration with the African Union Commission and ECOWAS, UNDP is striving to enhance policy and institutional capabilities towards risk-informed development in Sahelian countries and beyond in the African continent. In doing this, the regional project engages with AU Member States, particularly those in the West Sahel region, as well as specialized agencies such as the Lake Chad Basin Commission (LCBC), the AGRHYMET Regional Centre, PERIPERI U, and UN agencies including UN-Habitat, UNDRR and UN Women.

The project’s primary focus lies in comprehending multidimensional risks, and establishing mechanisms for better anticipating and addressing climate and disaster risks. Its core objectives involve bolstering data management that address the risks associated with disasters and climate change, improving urban resilience, and revitalizing pathways to sustainable development, through regional dialogues and South-South exchanges.

Acknowledging the significant importance of communication in promoting the African Union’s efforts in disaster risk reduction, the project has allocated both financial and human resources to the African Union Commission since 2020. Specifically, this support has been directed towards the Disaster Risk Reduction Unit within the Department of Agriculture, Rural Development, Blue Economy, and Sustainable Environment (DARBE). The objective is to sustain this support through the second phase of the Sahel Resilience Project starting from June 2023. The primary responsibility of this unit is to coordinate and offer policy direction for the establishment and execution of disaster risk reduction frameworks throughout the continent.

Duties and Responsibilities

The Communications Analyst – Disaster Risk Reduction will be responsible for the following tasks:

Communication Planning:

  • Developing and updating communication plans for the African Union Commission’s DARBE DRR Unit. This includes targeting 55 Member States, project partners like UNDP, UNDRR, UN-Habitat, and various countries and organizations. The focus is on disaster risk reduction.

Visibility Enhancement:

  • Collaborating with the African Union’s Directorate of Communication and other relevant stakeholders to enhance the visibility of the DARBE DRR Unit. This involves creating media releases and social media posts related to regional and international events, training sessions, high-level panels, and other activities on the AUC calendar.

Knowledge Dissemination:

  • Coordinating the online dissemination of knowledge products, particularly the Institutional and Operational Framework for Multi-Hazard Early Warning and Early Action System in Africa, Biennials Reports on disaster risk reduction, and other related reports. This includes managing African Union’s webpages related to the African Union’s disaster risk reduction activities.

Reporting Strengthening:

  • Strengthening the reporting capabilities of the DARBE DRR Unit. This involves preparing activity reports, editing technical proposals for donors, and reviewing institutional and operational documents prepared by the programme team at DARBE DRR Unit in Addis Ababa.

Event Support:

  • Contributing to event management and note-taking during events in Addis Ababa and missions to Member States for the DARBE DRR Unit. This includes activities like steering committee and technical working group meetings, high-level technical panels, assessments, training workshops, and other official events on the AUC calendar.

Institutional Arrangements

The Communications Analyst will be accountable to the Project Manager of UNDP Sahel Resilience Project and will receive guidance from the Project Communications Expert. The overall supervision will be provided by the Head of Directorate of Sustainable Environment and Blue Economy, Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment (DARBE), while the day-to-day direction will come from the Technical Coordinator of the Disaster Risk Reduction Unit at AUC.

The assignment will be office-based at the African Union Commission premises in Addis Ababa, as requested by the Commission. The Communications Analyst will be a member of the Disaster Risk Reduction Unit within the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment (DARBE). He/she will be responsible for providing his/her own laptop and any necessary equipment or communication devices required to fulfill assigned duties. The Disaster Risk Reduction Unit of AUC will provide office space and any additional administrative and logistical support needed to operate from their premises.

Requirements:

Minimum education requirements:

  • Master´s degree in Communications, Advocacy, Journalism, Digital Media, International Diplomacy, Disaster Risk Reduction or other relevant disciplines.
  • Bachelor’s degree in a relevant field with two additional years of relevant experience will be given due consideration in lieu of a Master’s degree.

Minimum years of relevant work experience:

  • Minimum of two years (with Bachelor’s degree) of relevant professional experience at national or international level.

Required Skills:

  • Experience in social media management and online content creation;
  • Experience in writing press releases;
  • Experience in event support and management;
  • Experience in writing, editing, graphic in Adobe Creative package or other online design tools.

Desired skills in addition to the competencies covered in the Competencies section:

  • Additional studies related to development, sustainability or international relations will be an advantage;
  • Experience working with global and multi partners projects is an advantage;
  • Experience working for the UN or other international organization.

Language

  • Fluency in English both written and verbal.
  • Knowledge of other UN language is desirable.
