Job Purpose

Under the direct supervision of the Health and Nutrition Officer, the Clinical Nurse will implement maternal and child health activities in Tulo Woreda. This position plays a vital role in delivering integrated health and nutrition services, with a focus on child health, communicable disease prevention, and hygiene promotion. Through Social and Behaviour Change Communication (SBCC) and targeted counselling, the Clinical Nurse will support children, pregnant and lactating women (PLWs), and adolescent girls on key issues such as nutrition, maternal and child health, HIV/AIDS and STI prevention, and sanitation.

The Clinical Nurse will strengthen frontline health service delivery by providing technical assistance, on-the-job training, coaching, and mentorship to facility-based nurses, Health Extension Workers (HEWs), and community health workers. S/he will also plan and facilitate capacity-building training sessions, conduct regular supportive supervision, participate in routine monitoring and evaluation (M&E) activities, and ensure the collection of quality data to guide program improvement.

Working in close collaboration with woreda health offices, government stakeholders, and implementing partners (IPs), the Clinical Nurse will ensure coordinated and efficient implementation of health activities. Additionally, the role involves preparing timely technical reports and actively participating in coordination forums, stakeholder meetings, and capacity-building workshops to advocate for quality and inclusive health service delivery in the project area.

Key Responsibilities

Community-Based Nutrition and Health Promotion

• Oversee and support Mother-to-Mother Support Group (M2MSG) activities, F-MUAC training for M2MSG leaders and HDAs, and facilitate regular home visits alongside HEWs.
• Lead the planning, implementation, and coordination of nutrition messaging for pregnant and lactating women (PLW) through platforms like VSLAs/SHGs, ensuring equitable outreach.
• Expand program reach to include adolescent girls using schools and youth forums as platforms.
• Conduct interactive training sessions to promote maternal, adolescent, infant, and young child nutrition (AMIYCN), with a focus on dietary diversity, maternal care, family planning, and preventive health-seeking behaviours.
• Provide counselling and sensitization on malnutrition prevention and key hygiene practices.
• Promote healthy timing and spacing of pregnancies
• Utilize IEC/BCC to increase knowledge of MCH and FH/RH service access
• Train HDS on improved delivery service.

Capacity Building and Technical Support

• Deliver and facilitate capacity-building trainings for healthcare workers, HEWs, HDAs, and community actors on maternal and child health (MNCH), reproductive health (RH), AMIYCN, ICCM, IMNCI, IMAM, BEmONC, and WaSH for Nutrition.
• Prepare and distribute tailored learning and IEC materials to support behaviour change communication and improve service delivery quality.
• Organize and conduct joint supportive supervision and mentoring visits with woreda health officials, providing technical coaching to health center and health post staff.
• Support project teams and partners in applying key nutrition strategies, including nutrition-sensitive agriculture and childcare initiatives to improve women’s participation in livelihoods.

Service Quality Improvement and Health System Strengthening

• Support assessments and surveys to identify gaps in service delivery and community health behaviours.
• Supervise construction and renovation of health facilities and ensure distribution of medical supplies and equipment based on facility needs.
• Collaborate with woreda health offices to improve HMIS data quality, utilization, and evidence-based decision-making.
• Ensure health centers are equipped with maternal and newborn care corners, adolescent-friendly services, and proper documentation tools.

Coordination and Stakeholder Engagement

• Establish and maintain strong relationships with woreda health offices, community leaders, and other development actors to align interventions and maximize impact.
• Actively participate in woreda-level technical working groups, coordination forums, and joint planning meetings.
• Promote integration of nutrition and health programming with other sectors, including WASH, agriculture, and education.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

• Support routine data collection, analysis, and reporting aligned with project indicators and national HMIS.
• Conduct monitoring visits and provide timely feedback to ensure project quality and accountability.
• Participate in mid-term reviews, endline assessments, learning events, and documentation of best practices and lessons learned.
• Ensure meaningful participation of vulnerable groups and promote gender equity, safeguarding, and inclusion in all activities.

Reporting and Documentation

• Prepare and submit regular narrative and technical reports to supervisors and relevant stakeholders.
• Monitor activity implementation budgets and track budget burn rates to ensure efficient resource use.
• Document and share project learnings, innovations, and success stories with relevant internal and external stakeholders.

Additional Responsibilities

• Performs any additional tasks as delegated by relevant supervisors to support the achievement of project objectives.

Personal Specification

Formal Education/Qualification and Work Experience

• Bachelor’s degree in nursing with a minimum of 4 years work experience (ideally in an international organization).
• Experience in working with government counterparts and other partners at woreda level for public health/primary health care management preferably in the Oromia region.

Personal Skills and Competencies

• Good understanding of the health sector at field levels with particular focus maternal and child health.
• Proven programme implementation and management experience including working within/with government health system.
• Demonstrable experience in facilitation of trainings/workshops.
• Good communication and interpersonal skills
• Excellent ability to speak and communicate in Affan Oromo with good spoken and written English skills
• Excellent interpersonal skill and able to work in a multicultural team
• Good computer skills (particularly Microsoft Excel, Word and PowerPoint)
• Previous relevant experience in INGO sector is asset.
