ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for CSO Management Expert position who meet the following requirements to apply.

Purpose of the Role

Reporting to Head of CVE Department, the CSO Management Expert will be responsible to coordinate and ID card award activity at national level and work closely with regional branches, moreover provide support to CSO’s in everything they came across when they engage in implementation and beyond.

Major Responsibilities

  • Conduct monitoring and follow up work with CSOs, in collaboration with regional branch offices;
  • Develop templates and design a system to establish effective monitoring and evaluation procedure within the department;
  • Ensure the completeness of CSO files and screen their applications for accreditation in collaboration with CSO management expert
  • Help organize an effective platform to enable civil society organizations to clearly understand their engagement with NEBE and compliance requirements;
  • Using the approved standard, evaluate the teaching materials developed by the CSO from the manual and approve case by case;
  • Ensure quality of training modules and related materials and plans by CSOs and support the rolling out of training to the regions
  • Engage with governmental, international and non-governmental stakeholders that provide support, license and approval for CSOs, for works related to CVE
  • Based on NEBE’s mission and strategy, support the department in preparation of departmental plan, monitoring and evaluating implementation and preparing report for concerned bodies;
  • Coordinate, collaborate, and manage engagements with key personnel, government officials, and stakeholders to fulfill the expected outcomes
  • Manage consultations, campaigns, and trainings concerning the involvement of CSOs
  • Shapes and contributes to the strengthening of the organizational and technical capacity of national, regional and local CSOs and other civic actors that work on election issues
  • Support CSOs to shape policy and budget priorities, deliver public services, and implement democratic reforms
  • Support the strengthening of multi-stakeholder partnerships to advocate for and monitor policy and accountability reforms
  • Engage in annual planning exercise as well as regular quarterly report to the House of People’s representative especially related with the CSOs’ CVE activities
  • Any other assignment requested or assigned by the board member and the Head of CVE department.

Job Requirements

REQUIRED QUALIFICATIONS:

Requirements on academic qualification:

  • BA/MA Degree in Adult Education, Civics Education, Political Science and International Relations, Law, Public Administration, Pedagogical Studies, Communications and Journalism and related fields

Requirements on Professional Experiences:

  • A minimum of 7/5 years of work experience out of which least 3 years of experience in training, voter/civic education, outreach campaigns or in election related field;
  • Experience in the development and delivery of public education and information programs in an election context, or relevant equivalent experience working with civil society organizations and implementing projects;

SKILLS AND COMPETENCIES

  • Ability to remain highly organized while handling multiple tasks under tight deadlines;
  • Willingness to adhere to all principles of confidentiality;
  • Values operating in a collaborative and cooperative environment;
  • Ability to show initiative, good judgment, and resourcefulness;
  • Conduct self with integrity and conduct work ethically;

  • Able to work under pressure and have willingness to put extra hours to meet deadline;
  • Have good computer skill;
  • Have good problem-solving skill;
  • Fluency in English and Amharic required (written and spoken);
  • Other local languages would be a plus.
  • Not be a member of any political party
