The Child Protection in Emergencies and Information Management Officer offers technical support in Afar region to ensure that up-to-date information necessary for effective child protection and gender-based violence programming and coordination (for both UNICEF response and AoR) and support overall emergency response.

How can you make a difference?

  1. Information Management support to AOR
  • Provide technical support and quality assurance to the collection, use, storage and sharing of information related to UNICEF’s response and the CP/GBV AoR activities, results and resources in Afar Region.
  • Maintain periodic and ad-hoc reporting on CP and GBV related activities from AoR members, including through the 4Ws,5Ws and monthly SitRep.
  • Build the capacity of the AoR members in the use of the CP and GBV monitoring and reporting tools and related analysis.
  • Captures CP-GBV AoR meeting minutes and share to members and federal CP-GBV AoR.
  • Monitor the coverage and complementarity of Child Protection and GBV activities and identify any gaps and duplication, including through the regular updating of dashboards and visual mapping.
  • Support prioritization of areas according to CP/GBV AoR programme indicators based on analysis of data including from 4/5 Ws and Displacement Tracking Matrix (DTM) and inform on the key gaps in needs and response.
  • Provide IM updates and reporting (including financial tracking/Periodic Monitoring Report) at the regional coordination forums (including for weekly regional situation reports), to the national and regional CP and GBV AoR Coordinators, and to UNICEF’s Emergency and child protection sections, as required.
  • Update and manage the resource documents on CP and GBV, including keeping an up-to-date database with updated CP and GBV AoR regional documents, including referral pathways.
  • Keep the contact list updated of CP/GBV AoRs members for Afar coordination hubs.
  • Support regular and effective communication and information exchange between the regional, subregional (zone and woreda) and federal AoRs.
  • Support mapping of CP-GBV response services underway by CP-GBV AoR members and other partners disaggregated by location, service type, and resources availability by partner.
  • Serve as a Child Protection Information management focal point for the region.
  • Develop tracking mechanisms for periodic internal and external reports on AoR response against regional response planning, targets and indicators, and provide analysis of data for monitoring and reporting, ensuring data consistency, alignment of targets and indicators and with a focus on results for children, women and girls.
  • Conduct analysis of child protection and GBV quantitative data and findings of Displacement Tracking Matrix (DTM) and other relevant information and data source and provide relevant information for AoR and UNICEF consumption and reports.
  • Participate in and contribute to UN and other stakeholders technical working groups related to information management and statistical methodologies for data collection and representation relevant to Child Protection and GBV in Afar.
  • Undertake other relevant tasks as directed by his/ her supervisor, the CP and GBV AoR coordinators at national level, or UNICEF Child Protection and Section
  1. Support to programs/projects development and planning, program management, monitoring and delivery of results
  • Support program discussions with partners and planning of child protection programs documents
  • Support field offices in contingency planning discussions on emergency preparedness and response plans to various emergencies and support efforts of ensuring coherent responses to emergencies.
  • Provision of technical assistance to government partners and field office colleagues in the implementation of the Work plans and emergency response plans.
  • Support the strengthening of child protection situational monitoring in emergency affected regions.
  • Work closely with monitoring and evaluation specialist, CP AOR information management consultant to support field office child protection officers /consultants to ensure sex disaggregated data and inputs relevant to the UNICEF supported emergency programme are collected, analyzed and reported on a regular manner.
  • Coordinate with colleagues in UNICEF field offices to prepare inputs for sitreps and donor reports.
  • Participate in monitoring and evaluation exercises, program reviews and annual reviews with government, NGO partners and other counterparts to assess progress and to determine required action/interventions to achieve results.
  1. Technical and operational support to program implementation
  • Provide technical guidance and operational support to government counterparts, NGO partners to support program management, implementation, and delivery of concrete results through ME, capacity building support and monthly review of reports.
  • Support roll-out of trainings for humanitarian actors and front-line workers.
  • Support the rollout of standard operating procedure (SoP) for family tracing and reunification of Unaccompanied and Separated children (UASC) and response to other vulnerable children in coordination with CP GBV Area of Responsibility at federal and regional levels.
  • Support management of DCTs released to partners.
  • Support compliance of Partners with UNICEF HACT procedures
  • Conduct spot checks and program monitoring to ensure CPiE projects/activities are implemented as planned.
  • Provide technical support to enhance the quality of data collection on child protection through seasonal assessments led by the Government and interagency assessments
  1. Knowledge management and capacity building
  • Identify gaps in capacity of implementing partners to address child protection issues and organize briefings, trainings and technical assistance as required
  • Document and share best practices and lessons learned.
  • Support the review of CP assessment and monitoring tools, including participation on the CP Rapid Assessment (CPRA), Seasonal Assessments, and any joint or inter-sectoral monitoring/assessments
  • Enhance the quality of data collection on child protection through analysis of seasonal assessments led by the Government and interagency assessments Including from Displacement Tracking Matrix.

To qualify as an advocate for every child you will have…

  • A university degree in sociology, social work, law, psychology, development studies, social anthropology, community development or other relevant field
  • A minimum of  1 (one) of relevant professional experience at the national level in child protection in emergencies (CPIE) programme planning, monitoring and evaluation
  • Background and familiarity with international human rights and humanitarian law and emergency response.
  • Substantial experience working on protection, human rights monitoring, armed conflict and natural disasters-related issues is highly desirable
  • Well acquainted with the key issues as well as programmatic interventions in addressing child protection in emergencies.
  • Proven track record in building the capacity of partners as well as in providing technical assistance;
  • Excellent report writing skills
  • Good analytical, negotiating, communication and advocacy skills;
  • Excellent skill in negotiation and in working with people both internally and from outside the organization.
  • Excellent English writing and editing skills.
  • Understanding of information management and reporting
  • Experience working in the region is an asset.
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
