Position: Child Protection and Education Program Manager

ROLE PURPOSE:

The Program Manager is responsible for the planning, coordination and management of protection and education program interventions in Wag Himra zone and ensuring that program activities are implemented to the highest quality standard.  Her/she is responsible for the operational management, which includes results-based monitoring, evaluation and quality assurance of the child protection and education program under supervision. Working closely with the Head of Field Office and Sr. Humanitarian Program Manager for CP and Education at CO level, the program manager is responsible for the overall coordination of assessments, monitoring and reporting of all gender equality project activities in Wag Himra Zone She/he will lead and coordinate project team to ensure that program activities are implemented timely to the highest quality standard. She/he is accountable for the projects’ budget management in Wag Himra Zone.

The program manager will work on the development of a monitoring plan with the project MEAL manager. S/he will be responsible for conducting quarterly project quality assessments as per the project quality benchmark together with the MEAL team.  He/she will provide project progress reports as per the donor requirement as well as whenever needed by the area office, country office or the donor, to keep the donor informed on implementation progress. He/she will ensure proper documentation of success stories and best practices for learning and wider dissemination. The program manager is expected to closely work with governmental and non-governmental organizations operating in the Wag Himra zone. He/she will be responsible for representing the project, sharing regular updates and coordinating joint activities in Wag Himra Zone.

KEY AREAS OF ACCOUNTABILITY:

PROGRAMME SUPPORT AND IMPLEMENTATION:

  • Ensure that technical quality and standards are considered during child projection and education projects implementation
  • Ensure that education facility construction interventions are completed in line with project proposals, within a specified time, specifications, and bills of quantity(BOQs)
  • Responsible for the development of the work plan, recruitment plan, procurement plan, and phased budgets for the projects under his/her supervision.
  • Overall implementation and management of all aspects of projection and education projects in Wag Himra Zone of Amhara regions as per the design to meet the intended objective, outcomes and outputs of the gender equality projects. That includes providing overall technical, administrative, operational, and logistical management, with a focus on achieving the results
  • Develop annual and periodic work plans aligned to the intended objective, outcomes and outputs of the gender equality project and ensure timely implementation.
  • Oversees progress and coordination of the program’s child protection and education activities; facilitates and ensures the involvement of women and girls as primary stakeholders in all project work
  • Provide support to staff to ensure smooth and timely start-up and implementation of project activities as per the approved project plans
  • Coordinate, manage and motivate project staff, ensuring that they have clear objectives/individual work plans as part of performance management and receive meaningful feedback on their performance.
  • Ensure proper logistics, administration, human resources and transport needs of the program are conducted within Save the Children policy and with the maximum benefit to the program.
  • Ensure adherence to overall technical and programmatic quality in implementation and the timely submission of all deliverables including annual work plans, performance monitoring plans, semi-annual reports and annual reports as required
  • Actively communicate and coordinate with the Senior program manager (based in Addis Ababa),  to ensure coherence and integrated approaches across program activities
  • Identify critical issues in the implementation of projects and take the necessary actions to address problems and constraints.
  • Travel frequently to project implementation woredas to monitor program implementation and provide technical guidance

SUPERVISION, MONITORING, AND EVALUATION

  • Undertake situation analysis of projection and education issues operational areas and establish baseline data for impact monitoring, as well as for use in new business developments
  • In coordination with and support from relevant MEAL staff, design results-based monitoring and evaluation process for projects under supervision.
  • Plan and conduct regular field visits and review meetings with government and non-governmental partners to monitor the implementation of projection and education projects.
  • Document implementation lessons, best practices and innovations for projects under supervision; and ensure that such information is fed into new business development.
  • Facilitate mid-term, terminal and other reviews and evaluations of projects through a participatory process
  • In coordination with MEAL staff, lead and coordinate the development of TORs and management of tasks, including rapid assessments, formal surveys, evaluations, and documentation, for projects under supervision as required
  • Facilitates visits for donors, members and others as necessary
  • ensure timely and quality delivery of capacity-building activities and other technical support for program staff and other stakeholders
  • Work with the MEAL unit to conduct quarterly quality benchmark assessments and take corrective measures in line with the recommendations of the assessment reports

Develop and submit timely and quality written project progress reports on the program.

  • activities capturing impacts related to all activities as per donor and SCI requirements.

PARTNERS MANAGEMENT AND REPRESENTATION

  • In coordination and collaboration with the partners’ team, ensure that proper assessment of financial, procurement, and other relevant operations system are conducted for each partner and issues are identified (for subsequent capacity building and monitoring)
  • Closely work with partner organizations in the course of project planning and implementation
  • Conduct regular monitoring visits, support partners at the project sites and prepare reports for documentation and follow-up actions
  • Representing Save the Children at coordination and cluster/sub-cluster meetings, and with local government, donors, UN and other NGOs;
  • Work in close cooperation with regional, zonal, and Woredas, women, children and social affairs, and education offices concerning the protection and education activities.

 PEOPLE MANAGEMENT

  • Guide and direct program staff at both field/duty station levels.
  • ·Support in recruitment and orientation of project field staff as needed
  • Manage the project field staff, ensuring that they understand their tasks and expectations and can perform their tasks
  • Identify knowledge and skill gaps in staff and organize training/mentoring as necessary
  • Ensure a positive working environment and good team dynamics (solve potential conflicts and create good team spirit)
  • ·Conduct face-to-face development to performance assessments every quarter, motivate and promote staff based on continuous assessment results.

 BUDGET MANAGEMENT AND PLANNING

Conduct Budget planning, and cash forecast and prepare budget phasing for each project   based on approved detailed Implementation plan (DIP)

Manage budgets, including budget phasing as per work plans, monthly review budget versus accomplishment (BVA) reports, identification of under/overspending and required actions to address the same

Ensure effective and efficient utilization of projects budget and other resources for the intended purpose; follow up on budget utilization and project expenditure as needed

Work in coordination with the field office’s finance team to ensure stewardship of resources and appropriate budget management of projects

Ensure that partners’ finance planning and reports are in line with the project agreement and requirements from donors and governments; support partners as necessary to ensure proper financial management, utilization and reporting

Closely work with the Awards Team to efficiently monitor and track burn rates, reporting and financial compliance issues.

Qualification and Experience

MA degree/ BA degree and 6 years in social science, education, law, social work, sociology, gender, economics or equivalent field of studies from a recognized institution

  • 6 years’ experience working in international or local non-governmental and governmental organizations, with significant experience in implementing gender equality, child protection, education and integrated programs in an international NGO, UN agency or relevant government ministry.
  • Significant understanding of donor funds requirements and results agenda.
  • Robust analytical and strategic planning skills, with a demonstrable track record of meeting or exceeding program targets, while maintaining a high-level of technical quality.
  • Experience in working with government counterparts and other partners at various levels; excellent communications and interpersonal skills, including political awareness and understanding of local context, and demonstrated ability to build and maintain relationships with governments, donors, partners, local organizations, and other stakeholders.
  • Experience in documenting and sharing lessons learned across a multi-location program, ensuring that knowledge is captured effectively to contribute to improved performance.

  • Practical understanding of the challenges and opportunities in realizing the rights of women and girls in Ethiopia.

  • NGOs Experience working in a complex multi-culture working contexts in any one of the Support Services Areas and Experience in staff management.

Additional Note

Hardship allowance will be paid 50% of the basic salary for Female staff and 40% of basic salary for Male staff
