Child Protection Coordinator -Woldiya

As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.  The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

Save the Children in North Eastern Ethiopia working for the past 30 years in humanitarian and development projects and help the needy community. Following the Northern Ethiopia conflict, save the children plan to implement humanitarian projects by funds got from Global affairs of Canada. The project focus on Nutrition, WASH and Protection thematic and will implement in two Woredas of North Wollo (Lasta and Meket).

The Child Protection Coordinator, under direct supervision of Nutrition, WASH and protection Manager with technical lead of CPiE specialist, is responsible for overall delivery and management Amhara response Child Protection programme, to be implemented under Amhara region for the conflict crisis.

The overall aim of the Child Protection Coordinator will be to assess, design and guide staff to initiate interventions to address violations of children’s rights to protection from abuse, exploitation, violence and neglect and psycho social distress due to impact of the conflict. The Child Protection Coordinator is responsible for ensuring that quality programmes are initiated and capacities developed to provide   protection to children based on Save the Children’s emergency responses minimum standards. The Child Protection Coordinator will be expected to lead on sectoral assessment, project planning, coordination, and support fundraising, recruitment and procurement, usually at a regional or sub-national level. In most circumstances, the post holder will be expected to mentor and/or capacity build existing programme staff and partners’ staff as well.

The position holder will work in close partnership and coordination with CP stakeholders, sub cluster coordination BOWYCA, sectors and other local government stakeholder’s within the targeted locations.

The position holder is also expected to work very closely with the FO’s and CPiE Specialist.

• Lead child protection assessments using SC and the Inter-agency tools. Coordinate with other SC thematic areas,  Child Protection sub cluster, MCYA and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific, disaggregated analysis of children’s needs.
• With support from the lead Child Protection Adviser and/or other senior programme staff, develop project plans and budgets, contributing towards an overall thematic programme plan and master budget. From the strategy initiate programming in the following areas as appropriate:
  • Support to the psychosocial (physical, social, emotional) wellbeing of children and their families.
  • Emergency family tracing interventions and alternative are options for unaccompanied and separated children, utilising tools within the Inter-Agency Child Protection Information Management System
  • Prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV)
  • Prevention and response to the main risks for children’s exposure to harm
  • Prevention and response to all forms of exploitation including harmful child labour and child trafficking due to the conflict
  • Integration of child protection in to other core sectors
• With support from the lead Child Protection Adviser and/or other senior programme staff, support fundraising for child protection, including contributing to the development of high quality concept notes and proposals.
• Prepare and oversee project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans).
• With support from the lead Child Protection Adviser and/or other senior programme staff, prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
• With support from the lead Child Protection Adviser and/or other senior programme staff, with the HR team, identify technical staffing needs for emergency programme, and support rapid recruitment, induction and training of new staff.
• With support from the lead Child Protection Adviser and/or other senior programme staff, identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
• With support from the Monitoring & Evaluation team put in place an M & E plan for the child protection project, ensuring this links to reporting requirements, and capacity build child protection field staff in carrying out the work. Where possible, use the M&E framework to build an evidence-base for child protection programming interventions.
• With support from the Accountability lead put in place accountability activities for your project, ensuring that feedback from children and their families is considered in project design.
• Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Settings, the Sphere Charter and Red Cross Code of Conduct.
• Ensure the integration and harmonization of programme team with other field office program and support staffs.
• Conduct regular project team staff meeting
• Working with CP officers and CPiE specialist prepare monthly budget forecasts, payment schedules, procurement plan and work terms of references in line with SCI working documents.
• Carry out additional tasks as required

• Advanced degree in psychology, social work or child protection related field with a minimum of 5 years related work experience in the area of Child Protection. Experience in child protection in emergencies is an added value.
• Experience in working with government counterparts and other partners at various levels – federal to district.  This includes technical support, capacity-building and coordination.
• Excellent understanding of Child Protection issues in Ethiopia at both field and policy levels in general and excellent understanding of child protection in emergencies in particular.
• Practical understanding of the challenges and opportunities in realising children’s rights in Ethiopia more specific Amhara conflict, in relation to thematic area.
• Experience in managing Child Protection projects in emergency conflict context
• Strong data collection, analysis and report writing skills.
• Demonstrable experience in M&E
• Good presentation, training and facilitation skills
• Proven ability to manage a complex and demanding workload
• Good spoken and written English,
• Good computer skills (particularly Excel, Word and databases)
