Job Summary
Are you an experienced international ICT lead with expertise in digital government platforms, trade facilitation, and system architecture?
The United Nations Industrial Development Organization (UNIDO) is seeking a Chief Technical Advisor (CTA) to serve as the senior technical authority for the establishment of a Single Window Platform for Free Economic Zones (FEZs) in Tajikistan. In this role, you will provide independent technical assurance, strategic guidance, cybersecurity validation, and quality oversight across all phases of system delivery.
Key Responsibilities

Platform Concept & Architecture: Finalize the Single Window Platform concept note, review system requirement specifications (ToR/TRD/SRD), and define the Minimum Viable Product (MVP) scope logic.

Procurement & Tender Evaluation: Develop evaluation frameworks, scoring grids, and cost-realism analysis; provide independent technical advice during bid evaluations.

Budget & Acceptance Framework: Validate budgets using Function Point Analysis (FPA) and design staged-payment architectures tied to verified deliverables, defect SLAs, and source-code handover.

Technical Supervision & Integration: Endorse solution architecture, cybersecurity models (RBAC, PKI, audit trails), and interoperability with platforms like ASYCUDA World, national tax databases, and UN/CEFACT standards.

Business Process Analysis (BPMN): Quality-control as-is and to-be business process maps, data catalogues, and Business Requirements Specifications (BRS).

Governance & Deployment Assurance: Chair monthly Technical Working Groups (TWG), oversee System Integration Testing (SIT) and User Acceptance Testing (UAT), and guide technical risk management and sustainability roadmaps.
Key Qualifications & Requirements
Education
-
Advanced University Degree (Master’s or equivalent) in Computer Science, Software Engineering, Information Systems, or a closely related technical field.

Alternative: A Bachelor’s degree combined with 10+ years of directly relevant hands-on professional experience.
Professional Experience
-
10+ years of progressive professional experience in ICT for development, digital government, or trade facilitation systems at an international level (with at least 5 years in a senior leadership role).

Proven Track Record: Successful delivery to operational go-live of at least one national-level Single Window or customs modernization project in a developing or transition economy.

Standards & Frameworks: Working knowledge of UN/CEFACT Recommendations (33, 34, 35), the WCO Data Model, and international trade data exchange standards.

Technical Oversight: Strong background as a Solution Architect or Technical Lead reviewing third-party contractor deliverables, system architectures, and cybersecurity designs.
Languages

English: Fluency (written and spoken) is required.

Russian: Proficiency is a strong asset (working language of local counterparts and vendor teams).

Tajik: Working knowledge is desirable.
