Overview

Jhpiego seeks a Chief of Party (COP) to provide vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity for an upcoming USAID-funded Disaster Risk Management (DRM) Activity in Ethiopia. The DRM Activity aims to enable timely anticipatory and early action to preempt crises and reduce the impact of shocks in Ethiopia by strengthening DRM planning and preparedness, improving DRM coordination, and enhancing resource mobilization and management. The activity will also strengthen gender in emergencies capacity, increase private-sector engagement in DRM, and expand local organization’s capacity to engage in DRM. The activity will support the implementation of Ethiopia’s new Disaster Risk Management Policy and Disaster Risk Finance Strategy. The project is anticipated to operate over a 5-year period.

The COP will have the overall responsibility for leadership and management of and reporting on the project activities, making key decisions, and solving problems in short timeframes while ensuring operational and program quality and integrity and serving as the first point of interface with USAID on routine and strategic matters. This includes ensuring effective organizational management and communication when interacting with other projects, host country governments as appropriate, and international partners and agencies.

Responsibilities

  • Provide leadership and strategic direction to ensure programmatic and financial integrity of the DRM activity and to achieve rapid and sustained project goals, objectives and targets
  • Ensure compliance with the project results and oversight of project activities to achieve the stated objectives
  • Develop and maintain strong working relationships and alliances with USAID, government counterparts, local organizations and actors, other USG implementing partners, private sector partners and other key stakeholders in Ethiopia to maximize resources and avoid duplication of effort
  • Represent Jhpiego’s interests and present progress, achievements and lessons learned to key stakeholders including USAID and implementing partners in public and professional circles through meetings, conferences, and presentations
  • Provide technical leadership in the design, analysis, and synthesis of interventions
  • Participate in relevant technical advisory groups with counterparts and partner institutions
  • Lead the annual work planning process in close collaboration with USAID, the project team, and project partners
  • Oversee the quality, preparation, and timely submission of project reports to donor
  • Mentor, support, supervise, and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Provide guidance, in collaboration with staff, to subcontractors and subgrantees
  • Write and/or review project materials and publications
  • Work with finance and project staff to develop and track project budgets
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data and results
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
  • Ensure compliance with USAID operational policies and regulations

Required Qualifications

  • Advanced degree in international development, climate science, disaster risk management, public administration/policy, international relations, or a related field
  • At least ten (10) years of experience successfully managing large, multi-partner, multi-year international development projects that have implemented successful activities in disaster risk management, humanitarian response, and resilience programming
  • Previous experience serving as COP, DCOP or Project Director on humanitarian response, DRM, resilience, climate change adaptation, and/or other related projects in Ethiopia
  • Demonstrated understanding of global DRM and resilience policies and strategies including Sendai Farmwork
  • Demonstrated familiarity with USAID policies and strategy related to climate change, resilience and LLD and in-depth knowledge of USAID projects, regulations, compliance, and reporting requirements
  • Deep understanding of the Ethiopian (or similar) social and political context, and developments in the international development sector
  • Demonstrated experience managing consortiums and building capacity of local organizations
  • Demonstrated experience and knowledge in establishing systems and overseeing project start up
  • Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with USAID missions, high level government institutions, host-country counterparts, and representatives from other key stakeholders such as NGOs, the private sector and other donors
  • Excellent communication skills and fluent in written and spoken English, any other local languages preferred
  • Ability to travel nationally security permitting
