Chief Finance and Procurement Officer

Description

The chief of finance and procurement is responsible to lead and ensure all financial transactions, procurements and property management are carried out according to the financial policies of the institution, international standards, funding partner requirements and the laws and regulations of the implementation and country of legal mandate.

Duties and responsibilities:

• ACSIS chief of finance and procurement has the following duties and responsibilities
• Prepare and have annual budget of ACSIS endorsed
• Lead the preparation, implementation and revision of the financial policies of the institution
• Execute all dispersions, collections and liquidations  of financial transactions
• Keep account of all fiscal transactions such standards according to international, partner and country of mandate requirements
• Prepare timely reports to partners, governing board and regulatory institutions
• Follow management of the bank account of ACSIS and deliver reports to the country director from time to time.
• Plan, float, execute, of all ACSIS procurements according to funding partner, ACSIS financial policy and country of mandate requirements and manage contracts thereof.
• Manage consumable and fixed asset property of ACSIS according to international standards
• Make sure checkbooks are managed safely and safe deposit box is secure at all times
• Ensure fiscal and performance audit are performed regularly
• Lead, support and coordinate among team members in the department
• Coordinate seamlessly with other teams in the institution
• Manage storage, distribution and management of logistics
• Lead the seamless clearance of customs and other regulatory authorities
• Undertake  other responsibilities assigned to her/him by the country director

Accountability: The chief of Finance and procurement is accountable to the country director of ACSIS.

Qualification 

• Minimum of first degree in accounting and 6 years related experience; at least two years working in a similar context; international certifications in the field is highly considered

Skill competencies

• Well versed with international accounting and financial management standards
• Aware of the fiscal, procurement and property management laws and  regulation of Ethiopia
• Excellent communication competency with extraordinary English writing and speaking fluency
• Commendable teamwork, professionalism and resilience credentials
•  Excellent IT skills
