About public health officers association of Ethiopia (PHOA-E)

Public Health Officers Association of Ethiopia (PHOA-E) was established in January 2011 as an Ethiopian resident professional association. The association is a non- profit, non-partisan association of public health officers in Ethiopia. The main emphasis of the association includes; capacity building, member benefits, carrier structure, and other related businesses of member public health officers and further contribute towards the betterment of health sector development in Ethiopia. PHOA-E provides opportunities for the discussion of public health issues in the country and advocates for evidence-based and sustainable public health programs, policies, research, and funding.

The overall objective of Chief Executive Director (CED) position focuses on building capacity, business development and program implementation. The CED will be a senior staff who will represent PHOA-E in various platforms, mobilize and engage members in the activities of the association and work to ensure their rights and benefits. The CED will also conduct needs assessment, develop annual plan and oversee day to day activities. The CED will work with MOH and several like-minded associations and development partners, to promote professionalism through continuous professional development (CPD) research and advocacy.

Duties and responsibilities

The CED will serve as a lead person for PHOA-E and will be responsible for coordinating or managing both technical and administrative issues.

Overall, all Leadership Of the association

  • He/she will manage PHOA-E activities and will be responsible for hiring, retaining and supervising other staff in consultation with the PHOA-E Executive Board.
  • The CED will be responsible for mobilizing PHOA-E members using feasible technologies such as social media, PHOA-E website and other appropriate communications options.
  •  She/he will lead planning and implement PHOA-E professional development initiatives, and continuously engage with members and address members’ right matters or ensure they are communicated to responsible bodies and appropriately addressed.
  • represent PHOA-E in forums, conferences, workshops and training, and will make sure the voices and concerns of PHOs are heard.

Business development

  • Contribute regular scans of funding environment, identify donors interested PHOA-E priorities.
  • Develop and cultivate relationships with potential partners, and provide ongoing updates to the BMs
  • Collaborate with FMOH, like-minded associations and NGOs to develop innovative approaches to resource mobilization and PHOA-E growth
  • Assist with developing secretariat office and regional and university chapters
  • Provide technical leadership and program management oversight to the profession of public health
  • Under the guidance and supervision of the BMs, will develop and implement programs and projects to benefit members and contribute to professional development in Ethiopia
  • Will lead the development and successful implementation and monitoring of activities in collaboration and partnership with private sector, FMOH and other government departments and stakeholders
  • Under the guidance of BMs, lead the development and implementation of strategic and annual/period plans
  • Ensure effective coordination to meet deliverables in accordance with standards, timelines, and budget.
  • Facilitate and hold PHOA-E General Assembly and submit reports to Charities and Societies Agency (CSA)
  • Oversee accurate preparation and timely submission of quarterly, bi-annual and annual reports as well as interim status (as required).
  • Represent PHOA-E health professionals’ platform, scientific meetings, other technical meetings, and on scientific and programmatic panels
  • Hold discussions with government counterparts, donors, private foundations, multilaterals, and other implementing agencies to ensure the growth of the association and deliver on the plans.
  • Document and communicate scientific (clinical, quality improvement and programmatic) findings in peer-reviewed publications, General Assembly, and submit reports and present for BMs and the assembly

Job Requirements

Qualifications/Skills              

  • The CED will be a public health officer (BSc in PHO), having MPH will be an asset
  • A minimum of 5 year’s relevant experience in public health and project management preferably worked in other professional associations or Civil society organization
  • Experience in writing technical brief, concept notes and/ or terms of reference
  • Demonstrated leadership in working and collaborating with a wide range of partners including state officials from the public, private commercial, NGO partners and international donor agencies.
  • Proven capacity to oversee development/implementation of work plans, monitoring and evaluation activities, and reports.
  • Demonstrated record of successes in writing successful grant proposals.
  • Outstanding ability to interact with experts and collaborators across multiple disciplines, program areas, and cultures.
  • Ability to lead, manage and mentor with excellent interpersonal skills
  • Commendable communication, networking and partnership skills and hands on experience in working on professional associations and/ or NGOs.
  • Demonstrated experience on curriculum development, instructional designing and training methods, and Continuing Professional Development
  • The CED should have rich experience in areas of PHC, technical leadership/advisory with relevant skills in project management, liaising and networking, technical working group, etc.
  • Commitment to the values of PHOA-E such as Members first, Spirit of collaboration, Commitment and Volunteerism, Excellence Professional integrity, Accountability and Transparency
  • Excellent communication skills in Amharic and English. Knowledge of other languages will be an added asset
  • Excellent representational skills and experience working with senior government officials and development partners
  •  Excellent skills in computer applications such as MS Office, email communications, knowledge of statistical software will be an asset
  • Coordinate abstract submissions and presentation at the General Assembly
