REPORTING TO/ DEPARTMENT: The Provider Affairs and Quality Assurance Lead Executive, Ethiopian Health Insurance Services

LOCATION: Ethiopian Health Insurance Services (EHIS), Addis Ababa

NUMBER OF POSTS: ONE

Main Duties Include:

The EHIS is seeking one qualified Statistician /Economist or experienced Data Analyst to work on the Case-based payment system designing activities within the Provider Affairs and Quality Assurance (PAQA-LE) Unit under the supervision of the PAQA-LEO. His/her role is to undertake the analysis of data needed to help determine payment rates for case-based payment system of hospitals inpatients services. The work of the Data Analyst will be guided by a Consultant for Case-based payment system designing and implementation and may be undertaken in collaboration with technical working group from sectors working on specific case-based payment system designing and implementation activities at the EHIS.

The work of the Data Analyst will involve:

  • Cleaning data and methodically assessing its quality before analysis;
  • Merging data sets or creating new data sets for analysis; expenditure and normative data
  • Creating or deriving new variables from existing data sets;
  • Labelling variables and ensuring that they are accurately described;
  • Analyzing data using software such as STATA or R by applying the most appropriate methods of data analysis for the presented data;
  • Creating, annotating and maintaining syntax files of analysis that records all changes made to variables and the statistical procedures applied so that they can be checked and repeated;
  • Creating tables of results and necessary outputs to help determine payment rates;
  • Creating maps of the distribution of variables;
  • Creating graphs and figures to present data;
  • Helping the TWGs to interpret the output of analysis;
  • Applying best practices in data processing, management and analysis.
  • Produce a compiled report of the analyzed data and the required deliverables
  • He or she is also expected to work on case- based payment road map preparation
  • Engage in write up of the case-based payment implementation manual
  • Engage in additional activities as required by PAQA-LEO

About You

Qualifications and experiences:

Candidates must have a Master’s degree i.e:

Master’s degree in Statistics or biostatistics or public health, Health economics with BSc in public health, nursing, health economics, health informatics or a Master’s degree in Public Health with BSc in statistics/biostatistics.

Ten years’ experience of work organizing and analyzing large data sets, ideally health financing and public health data.

  • Excellent analytical, writing, and synthesis skills.
  • Experience of working with partners at international, regional and national levels
  • Ability and being proactive in team works, and good command of communication skills.
  • Excellent organizational and time management skills are required.
  • Ability to work both independently and as a member of a team and to handle multiple priorities is required.

SKILLS AND KNOWLEDGE:

  • Experience in using statistical software is required; experience with STATA and/or R statistical software would be an advantage.
  • An ability to write reports of the analysis in English.
