Job Description

Introduction:

This includes expanding PAD intervention throughout the country, including Addis Abeba, Amhara, Oromia, Harari, Afar, Somali, Tigray, Benishangul-Gumuz, and Ethiopia’s southern regional states.

Job Summary:

The CCCM Officer is responsible for efficiently planning, implementing, coordinating, and monitoring CCCM activities across project sites, such as site profiling, service mapping, IDP capacity building, community mobilizations, ensuring safeguarding, referral and advocacy, maintaining impartial good distribution in the camp, and record keeping/documentation, as well as performing general duties related to the organization’s CCCM activities in the project’s targeted sites. This function guarantees that all CCCM tasks are executed on schedule, accurately, and successfully. It is also vital to give a competent humanitarian response while remaining accountable to the affected individuals.

Key responsibilities

Under the overall supervision of the project Manager, the Humanitarian department in Addis Ababa, the Camp Coordination & Camp Management (CCCM), the officer will assist with promoting adequate and community-owned delivery of services in sites/locations hosting Internally Displaced Persons (IDPs) in Adwa town and Tahtay Adyabo Woredas. Through monitoring and regular field visits, they will assist the concerned programme unit with the following responsibilities

  • Facilitate the establishment/maintenance of an effective coordination system of service provision at the site level, across PAD Area of Responsibility (AoR) sites.
  • Coordinate and help design required assessments at the site/relevant geographic level, aimed at collecting information on services available, population needs, and composition.
  • In close coordination with the CCCM data clerks and Country Office CCCM coordinator, maintain the Adwa and Tahtay Adyabo AoR CCCM information management systems, observing sector guidelines including sex- and age-disaggregation requirements. Share information with all relevant stakeholders in a manner that upholds the principle of data protection and confidentiality.
  • Facilitate accountability to and participation of affected populations across intervention locations, by helping to coordinate CCCM’s Complaints and Feedback Mechanism (CFM) system, training for community leaders, etc., with particular emphasis on meaningful inclusion of women, children, the elderly, and persons with specific needs into decision-making processes.
  • Ensure that the displaced are aware of the assistance and services available at the site and how to access them.
  • Provide information and guidance with respect to the clarification of roles and responsibilities among stakeholders in the camps, and support capacity building activities, including in-person trainings, on-the-job coaching, etc.
  • Monitor and coordinate with the CCCM Site Planning & Development team on maintenance of site infrastructure and support the mobilization of site residents with a focus on accessibility, sustainability, and community/local government ownership.
  • Support CCCM procurement processes by liaising with procurement staff at sub and head office levels, providing inputs for Procurement Planning, monitoring open procurements through financial monitoring, and ensuring correct supporting documentation from the Programme side.
  • Maintain appropriate links with local authorities, state institutions, civil society, and other relevant stakeholders, including effective coordination and information exchange with them.
  • Assist with the development of PAD camp management standard operating procedures as well as other strategic documents.
  • Provide technical inputs for resource mobilization efforts as well as for meeting donor reporting requirements.
  • Provide support to authorities in the Coordination of protection and assistance of displacement-affected persons (including through Information Management),
  • Provide support to communities to participate and self-governance, and capacity building of relevant stakeholders.
  • Ensure site planning and Development activities, including site upgrades and maintenance, fire safety, accessibility, etc.
  • Perform such other duties as may be assigned.

About You

Qualifications and Experience

  • University degree in Social Sciences, Public Administration, or related field of study from an accredited academic institution with five years of relevant professional experience.

Work Experience

  • Experience in Camp Coordination and Camp Management. Experience in the return and reintegration of vulnerable persons.
  • In-depth knowledge of Camp Coordination and Camp Management guidance and tools.
  • Practical experience and detailed knowledge of disaster risk management, with emphasis on disaster response and recovery programs, is essential.
  • Thorough knowledge of data protection issues in emergency operations and utilization of Microsoft Office applications, including databases, is required.
  • Ability to adapt technical knowledge and expertise to specific projects or activities;
  • Ability to work with colleagues from different cultural and professional backgrounds; flexibility to perform and deliver in difficult and rapidly changing situations is essential.
  • Ability to work under pressure and meet tight deadlines.
  • For this position, fluency in English is required (oral and written). Working knowledge of Tigrinya is an advantage.
