Call for Expression of Interest -Resources Management Officer (P)

Responsibilities and Accountabilities

1. Monitor and oversee the financial management for all activities in the Country Office (CO) and Special Liaison Office (SLO), including the oversight of financial expenditure and accountability. In coordination with the HoRM and the CoM, undertake financial analysis of projects in the CO and SLO.
2. Supervise the management of the treasury by forecasting cash flows according to CO, SLO, and Sub-Office activities. Monitor and control funds disbursed; validate that funding is received and disbursed in accordance with donor agreements.
3. Assist the HoRM to coordinate and review budgets, financial reports for donors, and other requirements, and financial analysis of projects and programmes in accordance with IOM and donor reporting requirements; oversee the budget control process and analyze variances between budget and actual expenditures; Contribute to the preparation of the annual budget for the CO and SLO, guide and support the preparation of budgets for new projects and programmes.
4. Provide support to Project Managers throughout the cycle to ensure compliance with the general instructions of IOM and relevant permanent instructions for the whole CO and SLO, namely in the areas of general administration, finance, and human resources.
5. Maintain and further strengthen appropriate internal controls to safeguard the Organization’s assets, cash, and prevent fraud.
6. Inspect payroll versus budgets, validate that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
7. Ensure CO’s and SLOs’ compliance with the IOM rules on engaging Implementing Partners (IP) and ensure financial verification is completed in a timely manner; provide capacity building of the IP and compliance staff.
8. Review existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation, and control systems and improve efficiency and effectiveness.
9. Follow up on audit reports as impacting Compliance, including on the implementation of audit recommendations. Report all concerns and issues related to non-compliance with IOM policies, rules, and regulations immediately to the HoRM.
10. Contribute in the implementing of the IOM risk management standards through developing, managing, and conducting risk assessment and monitoring, assessing control and mitigation effectiveness, as well as providing guidance and advice to project staff on matters pertaining to risk management.
11. Support the HoRM in managing the Human Resources function and make recommendations on recruitment and personnel administration of staff in the Country Office and Special Liaison Office. Correctly apply Human Resources (HR) policies, rules, and regulations and make recommendations for resolving difficult or sensitive cases in consultation with the HoRM.
12. In coordination with the HoRM, assist in supervising the IT, procurement, and logistics services, including contracts with service providers and suppliers of goods and services, and related administration authorities, and ensure that relevant IOM policies are implemented.
13. Supervise and manage the Finance units’ staff in the Sub-Offices.
14. Provide capacity building to the CO’s and SLO’s staff in the areas of finance, human resources, administration, logistics, and procurement, and take actions to resolve anomalies and unusual trends. In coordination with the HoRM, provide support and guidance to other units on the above matters with a view to increasing their effectiveness and efficiency.
15. Liaise with the banks, donors, government counterparts, and other stakeholders as required in the performance of the accounting function.
16. Serve as Officer-in-Charge (OiC) of the Resources Management Unit in the absence of the HoRM, including participating in the Organization on UN Operations Management Team (OMT) or ONE UN working groups, when required.
17. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

• Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution with five years of relevant professional experience; or,
• University degree in the above fields with seven years of relevant professional experience.
• Professional certification as a Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

• Experience in Financial and Human Resources Management at an international level;
• Field experience, including coordination and cooperation with international institutions and coordination bodies;
• Experience in supervising the development and implementation of administrative control procedures, coordinating external auditing exercises; and,
• Experience using corporate IT systems and software.

Skills

• Knowledge of IOM/UN finance, Supply Chain, and HR procedures and rules;
• Advanced knowledge of Microsoft Office, especially Excel;
• Knowledge of International Public Sector Accounting Standards (IPSAS); and,
• Knowledge of SAP highly desirable.

Languages

For this position, fluency in English is required (oral and written).

Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency in language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
