Adroit Associates invites qualified and committed Institutional Strengthening (IS) professionals to apply for inclusion in our IS Subject-Matter Expert (SME) Pool for Afghanistan and Ethiopia, supporting immediate and upcoming assignments.
This call is linked to current and upcoming projects, including institutional capacity assessments, organizational development, capacity development programs, systems strengthening, governance support, and related technical assistance across multiple regions. Selected experts will be prioritized for short- and medium-term consultancies, many expected to commence on short notice.

Who We Are Looking For
We are seeking experienced Institutional Strengthening professionals with demonstrated experience working in Afghanistan and/or Ethiopia, particularly those who are deployment-ready and comfortable operating in complex environments.
Core Technical Expertise (one or more of the following):
- Organizational Capacity Assessments (OCA) and institutional diagnostics
- Organizational Development (OD) and change management
- Governance and leadership strengthening (structures, roles, decision-making)
- Strategic planning and operational planning support
- Policy, procedure, and SOP development (HR, procurement, finance, operations, safeguarding, etc.)
- Systems strengthening (workflow improvement, controls, accountability, compliance)
- Performance management systems (KPI frameworks, appraisal systems, team effectiveness)
- Training design and facilitation (capacity building, coaching, mentoring, ToT)
- Process mapping and business process improvement
- Institutional risk management (fraud risk, compliance risk, operational risk)
- Partner capacity strengthening (CSO/NGO capacity support, mentorship, accompaniment)
- MEL for institutional strengthening (capacity indicators, progress tracking, learning loops)

Ideal Candidate Profile
- Education: Master’s degree required in public administration, management, organizational development, social sciences, development studies, economics, or related fields.
- Experience: Minimum 5 years of relevant IS/OD experience in Afghanistan and Ethiopia or comparable fragile contexts.
- Languages: Professional proficiency in English; fluency in local languages required
- Key Skills:
- Strong analytical, facilitation, and institutional writing skills (policies, SOPs, strategies, manuals)
- Ability to work independently and within multidisciplinary teams
- Willingness and ability to travel to provinces/regions
- High ethical standards, including safeguarding and data protection compliance
- Familiarity with donor requirements (UN agencies, FCDO, EU, World Bank, etc.)
- Professional Mindset: Collaborative, adaptive, culturally sensitive, and committed to strengthening systems and institutional performance.
Types of Assignment
Rostered experts may be engaged for:
- Institutional assessments and capacity development plans
- Development/revision of policies, procedures, manuals, SOPs, and governance frameworks
- Partner capacity strengthening and accompaniment support
- Training delivery, coaching, mentoring, and ToT (including learning materials/toolkits)
- Performance improvement initiatives, workflow optimization, and internal controls strengthening
- Strategic planning support, organizational restructuring, and role clarification
- Compliance, accountability, and risk management strengthening (including safeguarding mainstreaming)
Note: Several assignments are expected to be mobilized on short notice. Experts included in this pool will be contacted first based on availability, sectoral fit, and technical expertise.
