CALL FOR CONSULTANTS for Organizational Assessment: Governance System, Structure, and Key Policies Review

Background

Target for Social Development (TSD) is an Ethiopian local Civil Society Organization (CSO) established on September 18, 1998. With 29 years of experience, TSD operates across 5 regions in Ethiopia Addis Ababa, Oromia, Sidama, South Ethiopia, and Central Ethiopia spanning approximately 50 districts. TSD focuses on three thematic areas: Youth Empowerment and peacebuildin, Sexual & Reproductive Health (SRH) and Gender Development, Climate Justice and Livelihood.

TSD is currently initiating the formulation of its 4th Strategic Plan. To ensure the new strategic plan is grounded in a strong institutional foundation, TSD seeks to recruit a qualified, highly competent consultant (or consultancy firm) to conduct a comprehensive assessment of its existing organizational governance system, organizational structure, and key operational policies.

Objective of the Consultancy

The primary objective of this assignment is to evaluate TSD’s existing governance system, organizational structure, and key operational policies, identify key gaps and strengths, and provide actionable recommendations to inform the 4th Strategic Plan and enhance overall organizational effectiveness.

Scope of Work

The consultant will be responsible for the following key tasks:

• Governance System Review: Assess the composition, efficiency, role clarity, accountability, and decision-making processes of TSD’s governing body, wholl management structure and leadership.
• Organizational Structure Review: Evaluate the current organizational structure, reporting lines, staffing alignment, and operational efficiency across head office and regional operations.
• Policy Review: Review key organizational policies (e.g., HR, Financial, Procurement, Safeguarding, Gender) to assess compliance with Ethiopian CSO laws, international best practices, and organizational needs.
• Gap Analysis & Recommendations: Identify structural and policy bottlenecks, and propose clear, practical recommendations to serve as strategic inputs for the 4th Strategic Plan.

1. Key Deliverables
2. Inception Report: Detailed methodology, assessment tools, and work plan (submitted within 5 days of signing).
3. Draft Assessment Report: Comprehensive draft presenting findings on governance, structure, and policies, along with initial recommendations.
4. Validation Workshop: Facilitated presentation of findings to TSD’s leadership and key stakeholders.
5. Final Assessment Report: Reconciled final report incorporating stakeholder feedback, including a concrete roadmap/recommendations for strategic integration.

Required Qualifications & Experience

• Advanced university degree (Master’s or Ph.D.) in Organizational Development, Management, Business Administration, Public Administration, Law, or related fields.
• Minimum of 7–10 years of proven experience in organizational assessment, strategic planning, governance review, and policy drafting—preferably within local or international CSOs in Ethiopia.
• Deep understanding of the Ethiopian CSO regulatory landscape and legal frameworks.
• Demonstrated experience in facilitating strategic workshops and stakeholder consultations.
• Excellent analytical, writing, and communication skills in English and Amharic.
