About the project

The Biogas Dissemination Scale-Up Programme (NBPE+) commenced in 2017 with an ambitious goal of installing 29,326 household-sized biodigesters and 40 larger-scale digesters by January 2024. This nationwide expansion of biodigester dissemination is one of three programs outlined in the SE4ALL National Action Plan to achieve the SE4ALL target of universal access to clean and modern cooking solutions by 2025.

The overarching objective of the NBPE+ is to enhance the livelihoods of farmers and their families in nine Ethiopian regions – Afar, Amhara, Benishangul-Gumuz, Gambela, Oromia, Sidama, SNPPR, Somali, and Tigray. Simultaneously, it aims to curb the overexploitation of biomass cover in these regions, reduce greenhouse gas emissions, and mitigate indoor pollution. By fostering a viable biodigester sector within an enabling institutional and policy framework, the program also seeks to stimulate economic and business growth, particularly in rural areas, and contribute to Ethiopia’s long-term transition towards a more sustainable energy mix, with its associated socio-economic and environmental benefits.

The SNV Ethiopia plans to finalise a contract with a highly specialised/international external Aduit service provider to perform an expenditure verification and to report in connection with a European Union financed grant contract for an external action concerning “Biogas Dissemination Scale-up Programme (NBPE+), with the contract reference number FED/2017/384-853 (the ‘Grant Contract’).The programme has been implementing by the FDRE Ministry of Water & Energy/MoWE together with the 9 regional Biogas Bureaus.

NBPE+ runs for 63 months, starting from April 12, 2017, to July 11, 2022, and is extended for additional 18 months with no-cost extension arrangement, till January 11, 2024. With the revision and recommendation of MTR, theory of change and no-cost extension (NCE) the new NBPE+ targets are the installation of 29,326 rural households biodigesters.

Job Description

Overall evaluation scope covers the six DAC evaluation criteria following the latest definition of each criterion (DCD/DAC), such as relevance, coherence, effectiveness, efficiency, sustainability, and perspectives of the programs result.

The final evaluation will include the original associated regions (Amhara, Oromia, Southern and Central Ethiopia (SNNPR) and Tigray) and newly associated regions Sidama and Gambella. And the NBPE+ implementation period will be considered i.e., 12 April 2017 to 11 January 2024.

Qualifications

The NBPE+ final Evaluation will be undertaken by an international consulting firm with sound experience in reviewing complex development programmes in developing countries.

The team must consist of international and national consultants, with the following qualification and field of expertise:

The expertise required for the implementation of the specific assignment are detailed below.

Team Leader – Senior evaluation expert:

The expert will examine and assess, through appropriate methods and techniques, the implementation of the programme.

General Experience: The position holder needs to have at least fifteen (15) years carrying out project evaluation, Specific experience in managing teams (at least 10 people) for at least three (3) years is required.

Qualifications and skills required: Graduate degree (Minimum master’s degree or equivalent) in engineering, economics or equivalent field and minimum of 15 years’ experience in development field, including in development programme evaluation and review, preferably in a national biodigester programme at least five (5), in the context of international development in developing countries.

Language skills: Proficiency in English (oral and written) is necessary.

Minimum number of working days: 30 days

Additional information: Experience working in Ethiopia is an advantage.

Team members must have the following qualification and field of expertise:

  • Technical expert:

General description of the position: Perform technical evaluation on the implementation of program and quality of the installed infrastructures in a statistical significance sample of regions.

Qualifications and skills required: Master’s degree in economics or equivalent field with minimum of 10 years’ experience including in development programme evaluation and review, in the context of international development.

Language skills: Proficiency in English and Amharic (oral and written).

Minimum number of working days: 20 days

Additional information: practical experience in Africa and specifically in Ethiopia including Knowledge of languages of the Federal Democratic Republic of Ethiopia is an advantage.

  • Rural Energy Expert

General Description of the position: Perform technical evaluation on the implementation of program and quality of the installed infrastructures in a statistical significance sample of regions.

Qualifications and skills required: Master’s degree in engineering, economics, management or another relevant field and minimum of 12 years’ experience in development field, including in development programme evaluation and review, with significant hands-on experience in the rural energy sector.

Specific professional experience: Demonstrated professional experience in biogas technologies. He/she must have an excellent knowledge of technical evaluation methods and have practically delivered at least 1 technical evaluation.

Language skills: Proficiency in English and Amharic (oral and written).

Minimum number of working days: 15 days

Additional information: practical experience in Africa and specifically in Ethiopia including Knowledge of languages of the Federal Democratic Republic of Ethiopia is an advantage.

  • Agrifood/Agriculture Expert

General Description of the position: Perform technical evaluation on the implementation of project and programmes in the agriculture sector, in relation to organic fertilizers, Soil Fertility among other areas.

Qualifications and skills required: Master’s degree in Agricultural economics, Livelihood and Rural Development or another relevant field and minimum of 12 years’ experience in development field, including programme evaluation and review, with significant hands-on experience in the agriculture sector.

Specific professional experience: Demonstrated professional experience in Smart agriculture, promotion and utilization of organic fertilizers and soil fertility. He/she must have an excellent knowledge of technical evaluation methods and have practically delivered at least 1 technical evaluation.

Language skills: Proficiency in English and Amharic (oral and written).

Minimum number of working days: 15 days

Additional information: practical experience in Africa and specifically in Ethiopia including Knowledge of languages of the Federal Democratic Republic of Ethiopia is an advantage.
