SOS Children’s Villages in Ethiopia, a proud member of SOS Children’s Villages International, has been a beacon of hope for children, young people, and their families for more than fifty years. The organization is dedicated to creating loving homes, providing quality education, and ensuring access to healthcare while prioritizing safety and nurturing potential. In times of crisis, it extends critical humanitarian aid, focusing on the needs of women and children. Operating across eight regions (Amhara, Central Ethiopia, Harari, Oromia, Sidama, South Ethiopia, Tigray, and Somali.) and two city administrations (Addis Ababa and Dire Dawa) in Ethiopia, and with a dedicated staff of around 650, SOS Children’s Villages in Ethiopia touches countless lives, fostering resilience and shaping brighter futures.

Background

The organization’s refreshed Country Strategic Plan 2025–2027 outlines ambitious goals to address the needs of children and young people without adequate parental care. To achieve these goals, SOS Children’s Villages in Ethiopia recognizes the need for a well-structured, agile, and strategically aligned organization. This includes ensuring that roles, responsibilities, and reporting lines are clearly defined, and that the organization’s structure supports its mission and strategic objectives.

To this end, SOS Children’s Villages in Ethiopia seeks to engage a renowned consulting firm to conduct a comprehensive organizational structure review, job evaluation and grading exercise, and compensation and benefits review.

Scope of Work

The consultancy will cover:

• Organizational Structure Review: Assess and optimize reporting lines, communication flow, and collaboration.
• Job Evaluation & Grading: Develop a framework using recognized methodology (e.g., Hay, Mercer), review job descriptions, standardize job titles, and classify roles.
• Compensation & Benefits Review: Benchmark salaries, design a competitive salary structure, and ensure compliance with Ethiopian labor laws.
• Workforce Planning & Implementation: Develop workforce plan, facilitate stakeholder engagement, and support implementation.

Timeline

The consultancy is expected to be completed within 6 months (December 2025 – May 2026).

Qualifications

The consulting firm must demonstrate:

• Proven experience in organizational design, job evaluation, and compensation benchmarking for NGOs
• Expertise in recognized job evaluation methodologies
• Knowledge of Ethiopian labor laws and experience with geographically dispersed teams

Proposal Submission

Technical Proposal should include:

• Company profile (license, VAT, TIN)
• Cover letter expressing interest
• Technical approach, methodology, and work plan
• Relevant experience (minimum 3 references)
• Proposed project team with CVs

Financial Proposal should include:

• Detailed cost breakdown (fees, expenses, payment schedule)
• Validity of the financial offer

• Proposals must remain valid for at least 60 days.
• SOS Children’s Villages in Ethiopia reserves the right to reject any or all proposals.
