Call for Applications: Data Collection Partner in Ethiopia at Ground Truth Solutions (GTS)

In early 2025, IFRC and GTS started a joint project to enhance accountability systems in humanitarian operations in Ethiopia. This will be achieved through the development of an evidence-based tool to measure the quality, relevance and effectiveness of humanitarian operations from the community perspective and people’s priorities for action.

Insights will not only be used to improve future operations, but also to refine early action and emergency response strategies. As part of this project, GTS is looking for an independent service provider to conduct a quantitative survey and a series of community dialogues in two zones having received humanitarian assistance in the last 12 months.

The aim is to gather initial insight into community perspectives of humanitarian assistance and to identify key themes and priorities for ensuring and assessing program quality in the future.

Submission documents:

  • Profile of the independent service provider.
  • Overview of previous research activities.
  • CV of key team members.
  • Experience in collecting quantitative data and facilitating community dialogues.
  • Description of the level of geographical access in the research locations (mentioned above).
  • Methodology for this project’s quantitative data collection and community dialogues (maximum 4 pages).
  • Timetable of expected results
  • Detailed budget in euros (EUR), which explicitly differentiates between local travel costs and the costs allocated to carrying out the surveys.

Summary of activities

  • Quantitative surveys and community dialogues will be conducted in person at locations pre-identified by GTS. For an overview of the locations, see section III.
  • The services required of the Independent Service Provider are as follows:
    • Support in the finalization of research guides, survey tools and methodologies
    • Co-training of enumerators with GTS
    • Prepare quantitative data collection and community dialogues by contacting the relevant local authorities and checking the locations chosen for the survey.
    • Quantitative data collection and community dialogues in Eastern Bale Zone, Oromia region and in Gofa Zone, South Ethiopia region.
    • Contribution to data analysis through daily feedback shared with GTS, and a discussion on the overall results at the end of data collections in both regions.

Note: GTS is looking to work with a service provider; an organisation or company capable of carrying out this assignment. Unfortunately, given the scope of the work described in these terms of reference, we will not be able to consider applications from individuals.

Note: Shortlisted service providers in the tender analysis process may be asked to submit a revised budget in line with the refinement of the survey sample to be collected as part of the data collection. Please submit a budget with the 2 scenarios as requested on page 4.
