Introduction
The Digital and Creative Economy (DICE) Hub Project is a 2-year pilot initiative in Ethiopia, designed as a career incubator and accelerator for youth from both refugee and host communities in Addis Ababa. This project aims to provide young individuals with the skills, knowledge, and opportunities needed to thrive in the burgeoning digital and creative sectors. By fostering talent and facilitating career development, the DICE Hub Project seeks to bridge the gap between education, skilling and employment, enabling youth to access sustainable livelihoods and contribute to the economic growth of their communities.
Recognizing the immense potential of the digital and creative economy, the DICE Hub Project will focus on equipping participants with industry-relevant technical skills, enhancing their employability, and supporting their entrepreneurial endeavors. The project will provide comprehensive training and facilitate field placement (apprenticeship/internship). Through a holistic approach, the DICE Hub Project will empower youth to navigate the challenges of the job market and seize opportunities in the dynamic digital and creative industries.
The success of this initiative relies on the expertise and dedication of a training consultant that can deliver targeted support in participant training and positioning. Through this consultancy assignment, the DICE Project aims to create a robust ecosystem that nurtures talent, drives innovation, and fosters economic resilience among youth in Ethiopia.

Finn Church Aid (FCA) is the largest Finnish international aid organization. We operate in 13 countries, where the needs are most dire. Objectives & Deliverables
The objective of this assignment is to deliver nine masterclass sessions that equip participants with cutting-edge skills in creative and digital trending fields. This session aims to build technical capabilities essential for today’s dynamic job market. Through structured learning, exposure to real-life case studies, and hands-on activities, the program will prepare participants for meaningful employment opportunities. Additionally, the initiative will facilitate pathways to internships and apprenticeships under the DICE Project, while promoting networking and linking avenues that support participants in securing sustainable employment in their chosen creative or digital careers.

The assignment will take place in FCA Digital creative economy Hub Addis Ababa, Ethiopia.
Methodology
The training will be conducted as a one-day event held monthly, consisting of 9 interactive sessions delivered in collaboration with the CGC Officer. Each session is designed to provide practical, beginner-friendly knowledge and skills tailored to the needs of youth in the digital and creative sectors. Participants will engage in hands-on activities, guided instruction, and group discussions to enhance learning outcomes. To support individual progress, the consultant will also offer personalized technical support and encourage peer networking through follow-up channels and access to shared resources. This recurring monthly event aims to build participants’ vocational and entrepreneurial capacity while fostering a community of digitally skilled creatives.

Administrative Compliance/ Application requirements
For the Evaluation Process to commence the Prospective candidates will first be subjected to administrative compliance by the procurement Committee. Those who fail to qualify in the administrative compliance stage will automatically be disqualified and will not proceed to the Evaluation stage.

Evaluation Process
The evaluation process is managed by FCA’s Procurement Committee.
Candidates will be first evaluated according to the requirements qualifications. Candidates who are eligible will be allowed to proceed to the evaluation phase and their offers will be evaluated according to the contract award
Submission Process
Deadline for submission of offers is June 16th 2025, 22:00 Ethiopia Time.
Candidates must send their offers via email to: procurement.etco@kirkonulkomaanapu.fin no later than the deadline as mentioned above. Any offers received after the deadline will not be considered.
Candidates must put “DICE Masterclass Proposal” on the subject line of their emails when submitting their applications.
No tender may be changed or withdrawn after the deadline has passed.
The candidate shall bear all costs associated with the preparation and submission of the offer and the Contracting Authority will in no case be responsible for or liable for these costs, regardless of the conduct or outcome of the procurement process.
