BACKGROUND

The Ethiopian Red Cross Society (ERCS) is a humanitarian organization providing lifesaving and resilience-building services to communities affected by natural and man-made disasters. Its interventions include emergency response, ambulance and first aid services, family reunification, essential drugs, water and sanitation, and broader humanitarian assistance. In addition, ERCS implements disaster risk reduction and resilience programs focused on food security, climate change adaptation, livelihood diversification, and institutional capacity strengthening. ERCS works in partnership with the Government of Ethiopia, the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Committee of the Red Cross (ICRC), Partner National Societies, volunteers, and communities.

PURPOSE OF THE ROLE

The Branch Project Coordinator is responsible for the planning, coordination, implementation, monitoring, and reporting of the Non-Communicable Diseases (NCD) Continuity of Care project at branch level. The role ensures effective delivery of activities, coordination with stakeholders, capacity building of field staff and volunteers, data management, and adherence to quality standards.

The coordinator will lead the implementation of the “Continuity of Cardiometabolic Diseases (CMD) Care in Crisis” project across Oromia, Amhara, or Tigray regions, working under the supervision of the Head of Branch and the HQ Project Coordinator.

The role supports integration of NCD services (including diabetes, hypertension, and mental health) into humanitarian and emergency programming, strengthening access to care, referral systems, community awareness, and continuity of services, particularly in hard-to-reach and crisis-affected areas.

MAIN RESPONSIBILITIES

1. Project Implementation

  • Lead and coordinate implementation of NCD prevention and control activities in line with national priorities and global frameworks (e.g., WHO strategies).
  • Ensure effective collaboration with the Zonal/Woreda health offices and establish a coordinated approach for complementary service delivery.
  • Support project planning, budgeting, and operational management in coordination with HQ.
  • Ensure continuity of CMD care in emergency and displacement contexts.
  • Support/contribute development of training materials, SOPs, tools, and guidelines for service delivery.
  • Provide weekly updates and timely field reports to the HQ Project Coordinator.
  • Identify risks and operational challenges and ensure timely mitigation and escalation.
  • Organize and participate in quarterly project review meetings with stakeholders.

2. Coordination and Representation

  • Maintain regular coordination with zonal, Woreda local authorities, NCD partners, and relevant stakeholders.
  • Represent ERCS in regional, zonal and woreda meetings, workshops, and coordination platforms related to NCDs.
  • Strengthen partnerships to support effective project implementation and alignment with national systems.

3. Planning, Monitoring, Evaluation, Reporting (PMER)

  • Conduct regular field monitoring and supportive supervision (monthly or as required).
  • Support implementation of project PMER plans in collaboration with HQ and PMER teams.
  • Ensure proper data collection, management, and reporting in line with ERCS standards.
  • Contribute to development of IEC materials, documentation, and success stories.

4. Team Leadership and Capacity Building

  • Provide day-to-day supervision and technical support to project staff, including nurses, field officers, Health Extension Workers, and volunteers.
  • Support capacity building through training, mentoring, and performance follow-up.
  • Ensure clear roles, responsibilities, and effective team performance at branch level

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in public health, Medicine, Epidemiology, Nursing, or related field (master’s degree is an advantage).
  • Minimum of 5 years of relevant experience in NCD programs or surveillance systems, including at least 3 years in a coordination or managerial role.
  • Oral and Written proficiency in English and Amharic is mandatory. Other local languages especially Oromifa and Tigrinya are an added advantage.
  • Experience working with government institutions, NGOs, or humanitarian organizations is an advantage.

SKILLS AND COMPETENCIES

  • Strong project management and organizational skills.
  • Proficiency in Microsoft Office (Word, Excel, Outlook).
  • Ability to prioritize tasks and work under pressure.
  • Good understanding of NCDs, public health systems, and humanitarian programming.
  • Experience in budgeting, resource allocation, and project cycle management.
  • Strong analytical and data interpretation skills.
  • Excellent interpersonal, negotiation, and communication skills.
  • Ability to engage with government stakeholders at regional and zonal levels.
  • Adaptability to challenging and dynamic operational environments.
