Borena Emergency & Livelihood Support Project Final Evaluation

Background

Borena Zone has been severely affected by recurrent drought, leading to heightened levels of acute malnutrition, morbidity, and food insecurity. The project aims to reduce mortality and morbidity caused by malnutrition and public health emergencies, while restoring household resilience through integrated health, nutrition, WASH, and livelihood support services. The project is jointly implemented by SOS CVE and GPDI.

Evaluation Objectives

The purpose of this final evaluation is to assess the effectiveness, relevance, and impact of the intervention. Specifically:

• To determine if project outcomes related to nutrition, health, protection, and livelihoods were achieved.
• To assess project contribution to reduced acute malnutrition and improved health-seeking behavior.
• To document lessons learned and inform future program design.

Key questions include:

1. What is the current level of KAP (Knowledge, Attitude, Practice) among caregivers?

2. What is the current prevalence of wasting, underweight, and stunting?

3. What are the dietary diversity and food insecurity indicators?

4. What is the EPI (Expanded Program on Immunization) coverage and morbidity status?

5. How has project-supported capacity building improved staff knowledge and skills?

Scope of Work

• Geographical scope: 16 kebeles in Yabello Woreda
• Thematic scope: Health, Nutrition, WASH, Protection, Livelihoods
• Target beneficiaries: PLWs, children under five, elders, vulnerable households

Methodology

• A mixed-methods approach is expected:
• Quantitative: SMART survey (preferably the use of SMART +), KAP survey, household dietary and food security indicators
• Qualitative: FGDs, KIIs, facility assessments, direct observations
• Desk review of project documents and government led evaluation report

Deliverables

• Inception report (methodology, tools, sampling, timelines)
• Data collection tools (translated & back-translated)
• Uploading agreed tools on Kobotools (preferably SMART +)
• Draft and final evaluation reports
• Two-page summary brief and PowerPoint presentation
• Raw and cleaned datasets

Timeline (including weekends)

– Contract Start: June 30, 2025

– Fieldwork: July 1 – July 15, 2025

– Analysis & Draft Report: July 15–25, 2025

– Final Report Submission: July 28, 2025

Required Expertise

• Team Leader: Nutrition Expert/ SMART certified with 10+ years in emergency nutrition Survey/programing
• Data Manager: Skilled in data cleaning and analysis (STATA/SPSS/ENA)
• Enumerators and Supervisors fluent in Afan Oromo and trained in ethical data collection
