Organizational Profile
Caritas Switzerland is an international humanitarian and development organization working in Ethiopia to support vulnerable communities through programs in climate resilience, sustainable livelihoods, food security, WASH, and humanitarian response.
The Beyond Bale Wild Project is a multi-stakeholder initiative that promotes sustainable livelihoods, biodiversity conservation, climate resilience, and community well-being in the Bale Eco-Region. The project works closely with local communities, government institutions, and development partners to enhance environmental sustainability while improving socio-economic opportunities for households.
As part of the project’s Monitoring, Evaluation, Accountability, and Learning (MEAL) framework, a baseline assessment will be conducted to establish benchmark data against key project indicators. The assessment will generate evidence to inform project implementation, measure progress, and support learning throughout the project lifecycle.
Position Summary
The Baseline Data Enumerator will be responsible for collecting high-quality household, community-level and institution-level data using digital data collection tools in assigned kebeles within Delo Mena and Harena Buluk Woredas. Enumerators are expected to participate fully in training sessions, adhere to data collection protocols, maintain professional conduct, and ensure that all collected data meet quality standards.
The position requires individuals who are committed to ethical research practices, accuracy, confidentiality, and respectful engagement with community members.
Key Roles and Responsibilities
Data Collection Responsibilities
- Conduct household, community & institution-level interviews using digital data collection platforms (KoboToolbox).
- Administer questionnaires accurately and consistently according to the survey protocol and training provided.
- Complete assigned interviews and submit data within the agreed daily targets and timelines.
- Verify responses during interviews to minimize errors, omissions, and inconsistencies.
- Ensure all mandatory questions are completed before finalizing submissions.
- Upload completed & reviewed questionnaires to the server daily or as instructed by supervisors.
- Report technical challenges, security concerns, or field issues immediately to supervisors.
- Revisit respondents when required to validate or complete missing information.
- Maintain high standards of data quality, completeness, accuracy, and reliability.
Ethical and Professional Conduct
- Obtain informed consent from all respondents before conducting interviews.
- Respect the dignity, privacy, culture, and rights of all participants.
- Maintain strict confidentiality of all information collected.
- Adhere to safeguarding, protection, and ethical research principles throughout the assignment.
Qualifications and Requirements
Education
Bachelor’s Degree or Diploma in one of the following fields: Statistics, Economics, Sociology, Geography, Agricultural Economics, Rural Development, Development Studies, Management, Information Technology, Computer Science, Natural Resource Management, Environmental Science, Forestry or related fields.
Experience
- Previous experience in baseline, endline, survey, assessment, census, or research data collection.
- Experience using digital data collection tools such as KoboToolbox, ODK Collect, SurveyCTO, CommCare, or similar platforms.
- Experience working with NGOs, development projects, or humanitarian programs is an advantage.
Language Requirements
- Fluency in Afaan Oromo is mandatory.
- Good command of English.
- Knowledge of other local languages spoken in the project areas is an added advantage.
- Currently living in the project areas and not hired (available all the data collection period)
