1.    Purpose 

Ethiopia Centre for Disability and development (ECDD) is a leading disability inclusion organization aimed to deliver a new USAID funded project called Promoting Rights and Inclusion for Disability Empowerment (PRIDE) project in Ethiopia.  We are looking for a talented Baseline Study Consultant to lead the planning and implementation of the Baseline Study and Quality of life survey for USAID/ECDD/PRIDE project.  The consultant will develop all tools and resources to carry out the study in Ethiopia and lead in the design and execution across all target areas(Dessie, Kombolcha, Woldia, D/Markos, Bishoftu, Zeway, Holeta, W/Sodo, Butajira, Y/Chefe, Asayta, Jigjiga, Diredawa and Addis Ababa (Kolfe and Bole subcity) to establish the baseline status for all project indicators. The consultant will work closely with the ECDD/PRIDE team, especially with the Monitoring Evaluation team coordinator and PRIDE M&E officer , project coordinator (PC)), and the Head of the ECDD team to deliver the assignment.

2.    Context 

ECDD envisions an inclusive Ethiopia, where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.

Promoting Rights and Inclusion for Disability Empowerment (PRIDE) project is a new USAID funded project among ECDD inclusive livelihood projects which began in December 2021. Over 3 years, PRIDE will provide technical assistance to improve the quality of life and building the technical and vocational skills of Youth with Disability between the age 15-29 years old located in the target 15 towns of Ethiopia.

The project aims to improve the skill levels, employment opportunity, and productivity of beneficiaries Youth with Disability, particularly for women, low-income youth, and persons with disabilities. A key pillar of the project will include providing technical assistance towards the National TVET.

PRIDE will directly increase access to vocational skills training and jobs for youth with disabilities in five regions of the country – Amhara, SNNPR, Oromia, Afar, and Somali, as well as in Addis Ababa and Dire Dawa city administrations. PRIDE will also comprehensively address these needs, working in close collaboration with government, private sector organizations, and OPDs to promote disability-inclusive policies at the Federal and regional levels and provide technical assistance to employers to adopt and implement disability-inclusive policies and practices.

Accordingly, the projects targets to conduct the baseline covers in 15 towns of the country (Dessie, Kombolcha, Woldia, D/Markos, Bishoftu, Zeway, Holeta, Sodo, Butajira, Y/Chefe, Asayta, Jigjiga, Diredawa and Addis Ababa (Kolfe and Bole subcity).

 In three years’ time, PRIDE will deliver 5 core strands of activity:

1.    Advancing workforce development so that youth with disabilities have access to skills and training necessary to secure jobs, including promoting access to mainstream TVETs, internships as well as community-based skills training;

2.    Partnering with public and private sector companies to create internship and wage employment opportunities for youth with disabilities, especially young women;

3.    Fostering entrepreneurship development of youth with disabilities through access to business skills training, technical assistance, and capital; Promoting Rights and Inclusion for Disability Employment;

4.    Providing access to skills training and employment information through the ECDD Minch 6768 telephone platform, and so that youth with disabilities understand their rights, and employers understand their legal obligations and

5.    Promoting a more enabling policy, legal and regulatory environment to remove barriers to the mainstream economic empowerment of persons with disabilities.

3.    Deliverables

3.1.  An inception report detailing the design and planned execution of the PRIDE project baseline study.

Under this deliverable, the consultant will:

·         Review the existing relevant project documents, including the project plan, M&E document and log frame;

·         Design the baseline study methodology, sampling technique, data collection tools (survey questionnaires, key informant Interview guides, focus group discussion guides, observation guides, etc.) and data analysis method as necessary. The study design and sampling technique/ plan must be in line with the Gender Equality and Social inclusion principles of this project;   

·         Develop a practical work plan for the execution of the baseline study as per the agreed timelines in consultation with the ECDD/PRIDE project team and M&E teams;

·         Suggest a report structure for the final baseline report;

·         Organize a research assistant team as necessary and train them on the baseline design and data collection tools and

·         Submit a concise inception report within the agreed timelines, detailing the baseline study design and work plan before starting any data collection.

3.2. Execution of the baseline study plan as per the agreed work plan and timelines

Under this deliverable, the consultant will:

oversee the baseline study’s successful execution, ensuring the completion of data collection within the agreed timelines.

·         Assume overall leadership in the baseline data collection exercise;

·         Ensure the effective and efficient deployment of any support staff and quality assurance of all the deliverables;

·         Recruit and be accountable for all other persons engaged during the study, including the field support staff;

·         Ensure collection of accurate baseline data for all project quantitative and qualitative indicators within the agreed timelines and

·         Ensure diligence in the handling, management, and storage of all baseline data.

3.3  Analyze data and write the baseline report

The consultant will diligently analyses all the quantitative and qualitative data disaggregating it as required in the log frame for all the project indicators and write a baseline report.

Specifically, in collaboration with the MEL Coordinator /officer, the consultant will:

·         Organize the data and analyses it according to the baseline study’s objectives and disaggregated as specified in the indicators;

·         Draft a comprehensive and concise baseline report for inputs by the PRIDE team;

·         Make a presentation on the findings before the formal validation workshop to a selected ECDD team;

·         Prepare a power point presentation on the final report at the validation workshop prepared by ECDD;

·         Submit a final report incorporating all the comments to be provided on the validation reflecting the inputs from the PRIDE team. The report should be no more than 30 pages long (excluding the annexes);

·         Submit all the raw data used for the analysis in a convenient format before the final report is accepted;

·         Support the updating of the project log frame with the baseline data.

4.    Methodology and Scope

The study will employ a mix of qualitative and quantitative methods to gather data on key performance indicators, ensure diverse perspectives to the baseline, and promote different stakeholder groups’ participation. The evaluation will establish the baseline for the programmer’s key indicators and provide the benchmarks to measure the project performance and form the final assessment basis. Besides, the baseline will inform the project target setting at various result levels.

The scope of the baseline will include the following

I.        A total of 1,750 respondents in all the (15 towns) located in 5 target regions (Amhara, Oromia, SNNP, Afar, Somali regions and Addis Ababa and Diredawa city administration);

II.        Five sample TVET centers: the identity and location of the five centers will be confirmed before data collection and

III.        In addition to town level data collection, supplementary data will also be collected at the national level to measure the status of specific national-level indicators, as guided by the project logical framework (in reference with to the project annexed log frame).

5.    Timeline

The timeframe for this consultancy is between 15, July to 31, August 2022. The consultant must ensure the completion of the entire baseline deliverables within this timeframe. The level of effort for this assignment is approximately 46 days, broken down as follows.

6.     Desired qualifications of the consultant

The consultant will be responsible for planning and delivering the baseline study within the agreed standards and timelines. The consultant will recruit and be accountable for all other persons engaged during the study, including the field support staff

Job Requirements

The lead consultant will possess the following qualifications:

·         Minimum of a masters’ degree qualification from a recognized university in monitoring and evaluation, education, special needs, social studies, statistics, development studies, economics, or any other relevant qualification;

·         A minimum of 5 years’ experience in conducting project monitoring and evaluation studies, including education initiatives or projects and experience in Ethiopia;

·         Must have good knowledge and understanding of issues around access to and quality of life of youth with disabilities status at vocational, soft skills levels and employment situations and the challenges faced by youth with disability in accessing training education and employment opportunities within the Ethiopian context;

·         Must possess solid methodological and research skills demonstrated through several research pieces and evaluations;

·         Must possess excellent report writing, analytical, interpersonal, and communication skills.

·         In-depth knowledge of the socio-cultural, economic, and political context of the ECDD target areas in the Ethiopia;

·         Ability to work collaboratively with multiple individuals and groups;

·         Demonstrated experience of working in USAID funded projects will be an added advantage;

·         Ability to produce high-quality work under tight timeframes;

·         Must be available within the period of the assessment;

·         Previous work experience with marginalized groups, including women, low-income youth, and persons with disabilities, is mandatory and

·         Organizations of Person with disabilities with the same experience will be given a priority.

Note:  Contractual obligations will be defined through a standard consultancy agreement, outlining deliverables, timelines, payments, and stating that the intellectual property will belong to ECDD.
