Associate Reporting Officer

Organizational Setting and Work Relationships

Under the overall guidance of the Senior Communications or Donor Relations Officer, the Associate Reporting Officer contributes to production, editing and quality control of reports for his/her Area of Responsibility (AOR). By systematization and sharing of accurate and timely information, the incumbent promotes the vision, mission, and strategic goals of UNHCR.

S/he establishes close contacts with all UNHCR sections in the AOR to gather and analyse information. S/he maintains effective professional relationships with a wide variety of donors, operational and implementing partners, UN agencies, and other stakeholders to gather, analyse and disseminate information about activities of UNHCR and its partners.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties

– Keep abreast of all developments in the country operation/ bureau/ division or other entity to prepare appropriate briefings and reports.
– Draft regular daily, weekly and monthly up-date for internal and external audience (including donors and media).
– Consolidate and analyse data on programme implementation, achievements and indicators in all sectors under AoR in order to facilitate the preparation of periodic reports and activity-specific reports as may be required and ensure timeliness of such reports.
– Participate in annual reporting and planning process.
– Work closely with Information Management to ensure accurate and attractive data presentation, including maps.
– Support the monitoring of UNHCR’s partnerships and consolidate information about Partners’ activities.
– Assist in the preparation of briefing kits and presentations for missions and visitors.
– Assist in the preparation of reports for donors, in compliance with specific donor requirements. Make efforts to enhance donor satisfaction by ensuring quality reporting on programmatic results to donor. Assist in providing visibility for donors’ contributions to UNHCR.
– Research/analyse, interpret and also, monitor and review information and data from regular and wide variety of sources for internal and external reporting.
– Prepare and distribute minutes of meetings.
– Provide technical support, training and clarification on UNHCR’s reporting policies and deadlines.
– May prepare press releases; conceptualize, draft and edit stories for external communications products and support all aspects of its production, including fact checking, proofreading and quality control.
– Support UNHCR inter-agency coordination initiatives and leadership through provision of reporting and secretariat functions where relevant.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Relevant Job Experience

Essential

Experience in conducting, participating in and reporting on meetings, and drafting reports. Experience in programme/project development, planning, implementation, and/or monitoring.

Experience undertaking operational and analytical work in the field of international affairs, international security, humanitarian affairs, development or journalism. Donor relations or liaison with media.

Desired Candidate Profile

The incumbent should have proven competencies and experience in:

– Keep abreast of latest developments and draft regular internal and external updates/products on UNHCR’s response in the Amhara region.
– In collaboration with respective units in the Sub Office and with the External Relations unit in Addis, prepare contributions for donor proposals and provide other information donors may require.
– Support the drafting of narrative and financial reports on contributions, in compliance with specific donor requirements.
– Take necessary action to satisfy donor requirements, including on visibility.
– Draft internal and external correspondence as well as support management in the preparation of their meetings with external actors, through the preparation of talking points and key messages.
– Support with the development of if asked lines and key messages for media queries, in close coordination with the External Relations Unit in Addis Ababa.
– Lead the collection and production of content on UNHCR’s response and the needs of those forcibly displaced in the Amhara region.
– Support programmes of visits, meetings and field missions with relevant donors and other partners, as required.
– Perform other related duties as required.

Nature of Position

As a result of multiple and overlapping crises in the country, including the recent conflict in Northern Ethiopia, the worst drought in 40 years, and, in recent months, heavy floods in several parts of the country, more than 28 million people are in need of humanitarian assistance in Ethiopia in 2023.

UNHCR supports the Government of Ethiopia and regional authorities to provide life-saving assistance and protection services to millions of refugees and internally displaced persons, including many who have recently arrived in the Amhara region. The needs of refugees and IDPs are significantly underfunded in Ethiopia. Funding gaps deeply impacts the provision of live saving interventions, including in the areas of protection, shelter, health, WASH, education, as well as in urban settings.

Based in Gondar, in the Amhara region, under the direct supervision of the Head of Field Office and in close collaboration with the External Relations Unit in Addis Ababa, the Associate Reporting Officer has a key role in supporting reporting, communication and visibility as well as donor engagement efforts in the Amhara region.  S/he maintains a close dialogue with government and other partners, facilitates donor missions. The Associate Reporting Officer also contributes to the preparations of project proposals, reports, content gathering and development of information products, in close coordination with the External Relations Unit in Addis Ababa.

Living and Working Conditions

The incumbent will be based in Gondar Field Office. Staff members should be prepared to operate under challenging conditions with extremely limited resources. The office deals primarily with several local camp/sites environments with inherent risks to staff safety and health.

There are few, or no COVID-19 protocols adhered to in the communities. Staff are required to wear masks but will often work and live within large groups of people who do not. There is a referral medical hospital in Gondar but with limited equipment. Staff with medical conditions should come with at least 3 months of prescribed medication.

The town has a central market where most of the common items can be found.

There are government schools but focused mainly on the National Educational Curriculum. Staff reside in commercial accommodation, mainly hotels. There is running water as well as national power in the city but both services are not always reliable. The office relies on WiFi for internet connectivity. Staff need to be aware therefore that internet may not be accessible after working hours.

Although there are functioning banks in Gondar, transacting in dollars is not possible. Staff are also advised to always have a cash reserve on them. It is recommended that first time travelers to the duty station bring sufficient funds with them. Ethiopian regulations do not permit the transportation of more than $ 4,000 or its equivalent into the country.

The security situation is fluid and staff members should always get the latest travel advice and support prior to travel to Gondar.
