Mission and objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safe-guard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to re-turn home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).te

Context

The recent fighting that erupted in Laasanood area of Somaliland/Somalia has led to an influx of refugees to the neighboring Doollo zone of the Somali Regional State of Ethiopia. With the influx of refugees, several local and international staff members moved to Bokh to support the emergency with the aim of establishing offices and presence in the said area. A more stable office staff team will soon be recruited to carry forward the post-emergency protection and assistance programs for the refugees and host communities. As a result of opening the new offices in Bokh, the needs of the Associate Compound Manager are crucial to support the establishment and management of the Office and Guest House compounds for UNHCR staff.

UNHCR has initially rented a property in Bokh Town which was used before as a hotel to serve as a Guest House for international staff. Plans are underway to renovate and equip it to improve on its standard to enable staff access a comfortable level of accommodation. UNHCR has also acquired land from the local authorities where Office and accommodation will be constructed in the near future. Management and maintenance of the Office and guest house compounds will be very crucial to ensure a good working environment for all staff.

Task description

Within the delegated authority and under the supervision of Head of Field Office in Bokh, the UN Volunteer Associate Compound Manager will:

• Ensure effective compound management system and criteria established and enforced with the aim of strengthening internal controls, efficiency, and transparency. Specifically, to achieve the following results:

• A well-defined compound management system developed that addresses various aspects of compound management in a structured and coherent manner.

This includes but is not restricted to:

– Usage of residential compounds for the sole purpose of ‘residential accommodation.

– Consistent architecture design for new construction and/or old building renovation.

– Standardized cabling, wiring, plumbing to ensure consistent compliance of the industrial safety standard requirements and to minimize risks of ‘business’ disruption.

– Transparency in compound management decision-making process.

– Central services shared by all agencies (guards, water, power, sanitation, recreation facilities etc.).

• Manage the accommodation facilities by assigning rooms to guests and maintain a list of guests in the compound.

• Ensure accommodation facilities are cleaned on a daily basis.

• Ensure the bathrooms are maintained clean on a daily basis.

• Manage the store with cleaning equipment and supplies and advice administration on procurement of cleaning supplies.

• Ensure the maintained of office equipment/installation and machinery in the compound i.e., Generators, laundry machines/water supply/borehole and kitchen equipment.

• Assist by supervising directly on a day-to-day basis the technician, electrician, plumber, Generator technician and the handy man/gardener.

• Maintain a daily attendance record of casuals engaged for a specific task.

• Ensure that the General Compound both International and National including the office area are clean and all trash is emptied on a daily basis.
