Org. Setting and Reporting

United Nations Economic Commission for Africa’s (UNECA) mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063.

The mission will be guided by ECA’s five strategic directions which are: Advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.

This position is located in the Finance and Budget Section within the Division of Administration in the United Nations of Economic Commission for Africa, Addis Ababa, Ethiopia. The Associate Budget Officer usually will be reporting directly to the Chief of Budget Unit under the overall supervision of the Chief of Finance and Budget Section

Responsibilities

Within delegated authority, the Associate Budget Officer will be responsible for the following duties:

Medium-term plan:

• Reviews, analyses and finalizes the preparation of the medium-term plan and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized intergovernmental bodies.

• Provides advice and support to relevant intergovernmental and expert bodies in their review of the medium-term plan and its revisions; assists in securing approval from the General Assembly.

• Ensures legislative mandates are accurately translated into programme budgets.

Budget preparation:

• Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from (a) Departments/offices at Headquarters and in the field, including programmatic aspects; (b) smaller-sized peacekeeping operations; ensure compliance with the medium-term plan and other legislative mandates.

• Reviews and analyses programme budget/financial implications to the Security Council’s statements in light of additional mandates.

• Assists managers in the elaboration of resource requirements for budget submissions.

• Provides support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly.

Budget administration:

• Prepares allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.

• Monitors budget implementation and recommends reallocation of funds as necessary.

• Monitors expenditures to ensure that they remain within authorized levels.

• Reviews requisitions generated by the Reality system for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.

• Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.

• Assists in the preparation of budget performance submissions.

• Reviews and assists in finalization of budget performance report, analyzing variances between approved budgets and actual expenditures.

• Assist in providing substantive support to intergovernmental and expert bodies.

General:

• Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures”;

• Contributes to the collection and analysis of data and identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

• Documents requirements and background information used for data analysis.

• Performs other related duties, as assigned.

Education

  • A first-level university degree in business administration, finance, or related field is required.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

  • A minimum of Two years of progressively responsible experience in Finance, Administration, budget, Business administration or related are are required

  • Experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable’ or ’an advantage’.
  • Knowledge of another official United Nations language is an advantage.

Assessment

  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This job opening is advertised to fill a temporarily vacant position during the absence of the regular incumbent until the regular incumbent returns from temporary assignment. The regular incumbent is entitled to return to this position at the expiry of the temporary vacancy period. If the regular incumbent exercises the right to return, the appointment or temporary assignment, or promotion of the candidate selected for this job opening will not be renewed or extended.

If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located (Ethiopia).
