General Background

The OEC: The Organisation of Educational Cooperation (OEC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

The main functions of the Bureau of General Assembly and Logistics Management (GALM) are to:

a. Provide logistical and documentation support to the General Assembly, the Council of Member States, and the Conference of Associate Members in their ordinary and extraordinary sessions;
b. Support the President of the General Assembly in the discharge of their duties;
c. Provide logistical and documentation support to the conferences and international meetings convened by the Secretariat.

Role Summary

Under the authority and direct supervision of the Secretary-General, the Assistant Secretary-General (ASG) for GALM is responsible for the overall management, supervision, and administration of the Bureau as well as oversee the documentation and logistical support to the Organisation’s international meetings, conferences, and seminars. This position provides the unique opportunity of joining the senior management team of a new international organisation, contributing to its lasting construction and influencing its future trajectory.

Duties

  • Support the Secretary-General in the preparation and circulation of General Assembly and Council of Member States documents;
  • Oversee and manage the Bureau’s staff and effective coordination amongst its units;
  • Ensure the General Assembly documents and those of other organs are prepared and circulated in a timely fashion, in close coordination with other Departments;
  • Develop policies, processes, and surveys to ensure the protocol, logistics, and translation/interpretation needs of the Organisation’s conferences are met;
  • Oversee the administration of staff compensation, benefits, and leave as well as disputes, investigations, performance and talent management, and trainings;
  • Oversee organisation of the OEC’s conferences, including the selection of venues, the suppliers, and transportation;
  • Ensure the protocol requirements of the OEC conferences are appropriately met;
  • Oversee the proper preparation and circulation of minutes of the General Assembly and other conferences;
  • Develop guidelines governing documentation preparation, logistic support, translation, and event organisation;
  • Ensure the President of the General Assembly is provided adequate support in the discharge of their duties;
  • Perform other duties as requested by the Secretary-General.

Competencies

  • Demonstrated professional competence and expertise in event organisation in international and/or multilateral settings;
  • Excellent interpersonal, diplomatic and cross-cultural communication skills with a proven track record;
  • Strong oral and written communication skills;
  • Strong methodical and strategic thinking skills and ability to develop long-term strategies;
  • Ability to operate sensitively and effectively in a multicultural environment and deal with cross-cultural sensitivity;
  • Ability to withstand and work effectively in stressful situations.

Qualifications

  • At least 10 years of work experience in event planning;
  • At least 3 years of work experience in an international and/or regional organisation and/or within an intergovernmental or multilateal context;
  • Master’s degree (or higher).

Language Requirements

Candidate must at least be fluent in English and additional knowledge of one or more other official languages (French, Arabic, Spanish) is an asset.
