Standard Job Description

Assistant Field Security Officer Organizational Setting and Work Relationships The Assistant Field Security Officer manages and provides support to all security related aspects of field operations including Staff, premises and asset security.

The incumbent is supervised by a Senior Officer who defines specific work objectives. The incumbent is required to have basic conceptual knowledge of the profession, by being dynamic and able to take on higher responsibilities progressively.

The incumbent may provide input to the supervision of general service staff in the office. The duty of the incumbent is to support and guide in all security related aspects of the operation.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks.

Duties

– Advise and support the Representative or Head of Office in managing staff safety and security of UNHCR personnel , partners, operations, premises

– Undertake periodic security assessments in close cooperation with UNHCR senior staff members, UNDSS and interagency partners drafting the required security risk management assessment reports and using key tools for same.

– Evaluate existing security measures to determine their appropriateness and identify areas needing improvement. Follow up with actions to oversee or implement those improvements.

– Advise on and assist in ensuring compliance with standard established through the Security Risk Management process.

– Assist and develop plans for evacuation/relocation medical evacuation and other security contingencies.

– In cooperation with UNHCR senior staff members, assist in ensuring that security measures are fully integrated into operational planning, including budgetary provisions, at the earliest stages of development.

– Participate in programme related discussions to advise on security risk levels in line with programme criticality.

– Respond to staff queries on security issues and provide immediate assistance as required.

– As a member of a multi-functional team, contribute to efforts to ensure the physical protection and security of refugees and other persons of concern.

– Maintain relationships with security-related actors, including host government law enforcement authorities and partner agencies.

– Maintain cooperation with staff of the UN Department of Safety and Security (UNDSS).

– Cooperate in security assessments and planning and supporting interagency processes.

– Support UNHCR staff serving as members of the country Security Management Team (SMT), or Area Security Management Team (ASMT), Area Security Coordinators (ASC) and Wardens.

– Provide country-relevant security advice and training to UNHCR staff, and where appropriate, to staff of NGOs and implementing partners in areas including, inter alia, preparation for and conduct of road missions, radio telecommunications, immediate actions upon detection of explosive devices or other dangers, hostage survival and other critical incidents.

– Conduct rehearsals and practical exercises to ensure that staff are familiar with security contingency plans and can implement them confidently in an emergency.

– Prepare periodic reports on security in accordance with UN and UNHCR standard operating procedures, sharing with managers in the country of assignment and, as appropriate, regional security coordinators, FSS.

– Maintain linkages with the Staff Welfare Section, and the Medical Service, referring cases as required in consultation with staff member¿s supervisor.

– Provide security-related advice, in written and oral form, to the manager and other staff.

– Advise on, and upon approval, implement, needed mitigating measures.

– Participate in criticality assessments. – Perform other related duties as required.

Nature of Position:

The NOA/AFSO works under the direct supervision of the country’s Senior Field Security Officer, in coordination and cooperation with other UNHCR FSU Ethiopia colleagues, performs all the expected security support duties, and sustains all internal and external coordination required to maintain UNHCR country operations. The incumbent of this post is responsible for ensuring the continuation of the security operation, security assessment, mandatory security training and information sharing and reporting.

Security Information Management and Reporting:

  • Assist SFSO in the collection and collation of security incident information.
  • Assist SFSO in sharing security information with UNHCR Management and
  • personnel.
  • Maintain contact with other UN AFP and UNHCR partners in the best interest of
  • UNHCR.
  • Participate in SRM revision for the Addis Ababa and other Areas SRMs when required.
  • Prepare/draft Country Weekly Security Report.
  • Maintain and update the FSU country database (mandatory security plans, SOP Log security briefings, Warden Systems).

Security Training:

  • Focal Point for SPP security training
  • Focal Point for security briefing for new posted personnel and visitors
  • Focal Point for security emergency drills in the UNHCR Representation office
  • Assist in other security training activities as requested.

Security Operations:

  • Security Focal Point at UNHCR Office in Addis Ababa
  • Assist RO FSA while working closely with the Private security company guard force in ensuring that the services are provided to UN standards, and UNHCR RO complies with its evacuation plan and
  • Provide access facilitation support to staff, visitors, and vendor workers
  • Liaise and coordinate RRS/and Police support to RO
  • Coordinate with UNDSS staff attendance and agency weekly radio checks
  • Attend staff or office security issues or needs.
  • Country Security Focal Point for SPP, including but not limited to:
  • Assist SFSO in coordinating security activities in the Addis Ababa area
  • Ensuring support provided by GoE is per MoU or LoU
  • Ensuring that assets and resources donated to GoE and private security companies are well managed
  • Liaison with Police commanders and GoE administrators at the city and County level
  • Undertaking periodical field visits to evaluate the implementation and monitoring of SPP assistance projects.
  • Convening and coordinating SPP-related capacity-building seminars and workshops.
  • Any other SPP-related tasks.

 

Living and Working Conditions:

Addis Ababa is the capital of the Federal Democratic Republic of Ethiopia.  The population is estimated at 4 793,699. It is located in the Ethiopian highlands at an altitude of 2,500-2,700 meters.  The climate is sunny and temperate, but it can be very cold at night, with freezing temperatures sometimes.  There are two rainy seasons: February-March and July-September, during which there may be heavy rainfalls.

Addis Ababa is the headquarters for the UN Economic Commission for Africa and the African Union (ex-OAU).  There is a very large community of expatriates from all over the world.  The local language is Amharic, and English is the working foreign language.  Housing is readily available, and the rents are, on average, and increasing as the inflation in the country is high. (38%).

There are many private schools, offering up to secondary education in French, English and other languages. In Addis, the basic infrastructures, roads, utilities, and telecommunications are acceptable, as, for medical facilities, there is no hospital level III, yet other medical centres and hospitals can provide acceptable services in preparation for MEDEVAC. Other clinics are still largely inadequate, although a few private clinics and hospitals provide reasonably good routine care.  There is a UN Clinic, but United Nations staff are normally evacuated to South Africa or Kenya (Nairobi) for major illnesses or surgery. Vaccinations required are yellow fever, typhoid, meningitis, hepatitis A&B, diphtheria, tetanus, and polio.  Malaria prophylaxis is recommended for trips outside of Addis Ababa.

Although Ethiopia as a whole is designated by the UN Security Coordinator as a high-risk area, there are no major or special security concerns within Addis Ababa city limits, except criminality and Civil Unrest.  The United Nations Health Care Centre (UNHCC) in Addis Ababa provides 24/7 health care services for eligible UN staff and their dependents in different specialized Medical Units. Services provided include day-to-day medical services (dental care, the provision of essential drugs, laboratory tests, endoscopy, colonoscopy, x-ray, immunization and vaccinations, amongst others).
