Job Description

sequa gGmbH is a globally operating non-profit development organisation. Since 1991 sequa has carried out programmes and projects of international cooperation in close collaboration with the German private sector. sequa offers know-how and long-term experience in capacity development for chambers and associations (business membership organizations, BMOs), vocational education and training, private sector development and trade promotion. The organisation is based in Bonn, Germany. sequa employs more than 100 persons (2022) and reported a turnover of EUR 58 m in 2021.

We are offering a project-based assignment for:

Location:  Addis Ababa and Regional Cities

Assignment Period:  It is expected to be implemented within June – July 2023. The mission is potentially extendable on the project needs in springtime 2024.

Scope:  up to 15 BMOs to be assessed within the assignment period

Project: Strengthening of Chambers and Associations in Ethiopia, BMO Project

The Project

GIZ has been commissioned with the implementation of the project “Private Sector Development in Ethiopia” (PSD-E). PSD-E aims to benefit small and medium-sized enterprises, start-ups and small growth-oriented companies from improved growth opportunities. This shall be achieved by strengthening the performance and private sector orientation of public institutions and other intermediaries, through capacity building (change management), staff capacity building and public-private dialogues.

Sequa, as a main implementing partner of the PSD-E project, aims at supporting Ethiopian BMOs such as chambers, associations, women led organizations in defining their roles and functions to improve demand-driven service delivery to member companies, establish financial sustainability, and enhance public-private dialogue and interest representation. This will help to create an improved-functioning BMO ecosystem in Ethiopia which can lay the foundation for economic growth and job creation. The intervention will seek to strengthen chambers and associations in Ethiopia in the exercise of their core functions.

The BMO Academy as a Project intervention package and one of the major workstreams aims at strengthening manifold BMOs capacities.

The BMO project delivered several trainings on different capacity buildings that have been useful to BMOs. Further capacity building of BMOs is needed with a specific focus to i) improve existing and ii) to launch new demand-oriented services offered to member businesses. External expertise is required to assess the existing service inventory of selected BMOs (up to 15) according to quantitative and qualitative indicators including its performance.

Your Tasks / Responsibilities

  • The project seeks to recruit a short term (ST) local expert to bring a significant value-added to the assessment of BMOs’ services according to (pre-defined) qualitative and quantitative indicators developed by the project.
  • After a clarification of the assignment with the project team, the expert is responsible for preparing a suitable survey and assessment template to assess the following for each of the selected BMOs:

i)    the current inventory of services as well as their (recent) performance;

ii)    the BMO’s capacity to assess and monitor their own service delivery (e.g., via satisfaction and needs surveys among their members);

iii)   if possible, i.e., if the BMO has collected sufficient information from their members: a performance rating of the BMO’s services by their members (i.e., the businesses that have used the offered services in the past) as well as a ranking of services (yet offered or not) based on the demands of businesses. (Note: it is not expected that the expert him-/herself conducts such needs assessments among businesses).

iv)  Assess on the consideration of cross cutting issues as part of their service provision activities, such as green energy and energy efficiency, environmental sustainability, women focussed/targeted and/or gender inclusive initiatives among others.

Job Requirements

Your Qualification / Skills
  • University degree in one of the fields of administrative sciences, statistics, economics, social sciences, international relations, or in the absence of such a degree at least 10 years of working experience in development cooperation, business management, or public administration,
  • Excellent command of written and spoken English as well as Amharic, preferably good command of additional major languages in Ethiopia
  • Demonstrated experience in evaluating and assessing institutions, in particular organizational capacities and service delivery to private sector companies,
  • Good command of digital tools (Microsoft Office tools, in particular Excel)
  • Strong communication, reporting (writing) and presentation skills,
  • Good working knowledge of Business development in relation to BMOs
  • Your Working Experience
  • At least 5 years of experience in analysis, international business facilitation, monitoring and evaluation, organizational development and assessment, and/or project evaluations,
  • Substantial awareness of training and capacity building, with a proven track record of engagement in assessing the capacities of organizations that deliver services to the private sector,
  • Comprehensive experience in cooperating with Business Member Organizations (BMOs) such as chambers and business associations
  • Track record of preparing and conducting surveys and assessments of organizations.
Deliverables 
  • An inception report including the survey template for approval,
  • Deliver a survey report that considers:
  • The status/baselines of the service inventory/list where these services are delivered to members and other stakeholders with qualitative and quantitative indicators,
  • Achieved results and accomplishments as part of the service delivery and review of the beneficiary’s satisfaction report (if any) in relation to the services,
  • Identify the gaps and challenges of the BMOs under consideration in relation to the specified service provision and related issues,
  • Identify opportunities that BMOs acquire for future interventions and improvement of services.
  • Recommendations and suggestions for improvement and demand driven capacity building and service delivery interventions of the BMOs.
  • Relevant Annexes related to the engagement including list of contacted BMO representatives / person, diagnosis tools / survey questionnaire used among others.
Proposal Requirements 
  • A detailed expert’s CV in English (max. 4 pages in legible font size),
  • Concise technical methodology,
  • Financial proposal in Ethiopian Birr, the proposal must include all relevant and applicable taxes,
  • The proposal also shall indicate number of working days foreseen by the expert to realize the specified/defined scope of work,
  • Only complete proposals (with technical and financial offer) will be considered, and candidates will be contacted accordingly,
  • All deliverables shall be prepared in English.
