CAAP Background

CAAP is a local NGO operating in the Somali region, with a vision to create a poverty-free Somali regional state in which women are empowered to build a resilient, inclusive, and fair future for themselves, their families, and their communities. CAAP’s strategic plan for the next seven years (2024-2030) aims to empower girls and women through integrated, sustainable, cost-effective, evidence-based, coordinated, and impactful programs in the Somali region and throughout Ethiopia.

CAAP is planning to implement the Climate Adaptive Livelihoods (CAMEL) Program in partnership with WFP to improve the resilience, food, and nutrition security for the targeted vulnerable pastoral and agro-pastoral populations across Harshin, Mulla, Erer, Aw-Bare, Tuliguled, and Haroreys woredas of Sitti and Fafen Zones of the Somali region, Ethiopia. The CAMEL Program strengthens agriculture and livestock production and productivity, access to market and market linkages, financial inclusion, and promotion of production and consumption of diversified foods to improve the nutrition status of the population in target woredas.

The implementation of this program will improve smallholder farmers’ productivity, enhance their incomes, and build resilience, contributing to the country’s vision of becoming a middle-income country by 2030. Therefore, CAAP is seeking competent, committed, and professional staff to fill the Agriculture & Livelihoods Specialist (CSA/Livestock/Market/Value Chain/Financial Inclusion) positions in the Somali Region, Ethiopia.

Job Purpose Summary:

 The Agriculture & Livelihoods Specialist is responsible for technical leadership, planning, implementation quality, and achievement of results for one of the major program components: Agriculture (CSA), Livestock, Market Systems and Value Chain, or Financial Inclusion. Each Specialist will lead one component in close collaboration with communities, government, NGOs, and private sector partners. The role emphasizes evidence-based, inclusive, and gender-responsive approaches to enhance productivity, incomes, resilience, and food and nutrition security.

Core Responsibilities:

Planning, Strategy & Program Design

  • Lead the development of detailed annual and quarterly work plans, activity schedules, targets, budgets, tools, and methodologies for your assigned component.
  • Ensure plans are evidence-based, aligned with the CAMEL logframe, and integrated across outcomes (CSA, livestock, markets, financial inclusion).
  • Define performance indicators, measurement tools, and data collection methods in coordination with MEAL.
  • Provide strong technical inputs for competitive proposals and high-quality donor reports that integrate resilience, climate adaptation, market approaches, and climate finance.

Technical Leadership & Field Implementation

  • Provide day-to-day technical guidance and oversight of field activities in your component.
  • Lead deployments, backstopping, and quality assurance of interventions (CSA, livestock, market linkages, or financial inclusion).
  • Conduct routine field visits, observe implementation quality, and provide feedback and corrective actions.
  • Support community mobilization, participant selection, group formation, and sensitization.

Capacity Building & Knowledge Sharing

  • Develop simplified technical resource materials (guidelines, manuals, training materials).
  • Build capacities of farmers, cooperatives, VSLAs, field officers, development agents, HEWs, and frontline workers through training, mentoring, and coaching.

Coordination, Partnerships & Representation

  • Liaise and work closely with the CAMEL Program team and the Bureau of Agriculture, Livestock and Pastoral Development, Cooperative promotion agency, and the Zonal and woreda authorities in planning and implementation of the program interventions.
  • Represent the CAMEL program to internal and external partners, including the RHB, gender, and nutrition clusters and working groups, and key stakeholders on relevant agriculture and livelihood technical engagements at regional, Zonal, and Woreda levels.
  • Participate in the joint Food Security cluster and Regional Livestock working groups meetings with a view to improving coordination and harmonization of humanitarian and developmental activities by agencies and partners, including relevant CAMEL program-related activities.

Monitoring, Evaluation & Reporting

  • Regularly update the Program Manager and the MEAL Manager on the progress of implementation of different project activities and discuss relevant issues to ensure smooth implementation of project activities.
  • Establish and track performance indicators aligned with the program logframe (e.g., adoption of CSA, livestock productivity, market outcomes, financial inclusion).
  • Lead research, evidence generation, and knowledge sharing; translate insights into practical guidance and program improvements; and support the development of learning briefs, policy notes, and knowledge-sharing across platforms.
  • Submission of timely and quality technical reports, learning briefs, and documentation for donors. Reporting will include monthly progress reports, technical field reports, and immediate updates on any critical issues affecting project implementation.
  • Ensure compliance with gender equality, child safeguarding, disability inclusion, AAP, and PSEA policies.

QUALIFICATIONS AND EXPERIENCE

Education: Bachelor’s degree or above in Agriculture, Rural Development, Agribusiness, Animal Science, Veterinary Science, Economics, or related field (master’s preferred).

Experience

  • Minimum 6 years relevant professional experience in rural/agricultural livelihoods programming, market systems, value chain development, and financial inclusion.
  • Demonstrated experience in CSA promotion, livestock development, market linkage facilitation, VSLA/RUSACCO support, and group capacity building.
  • Experience working with government institutions, NGOs, and community stakeholders.

Skills & Competencies

  • Strong facilitation, training, and mentoring skills.
  • Excellent analytical, planning, and report-writing skills.
  • Ability to work independently and collaboratively in remote field settings.
  • Ability and willingness to frequently travel and stay in the field/Hardship environment (>70%
  • Proven ability to work under pressure and with multiple concurrent demands.
  • Fluency in English and Somali languages
  • Computer skills, particularly in Word, Excel, and PowerPoint.
  • Experience using Outlook, ability to organize meetings in teams, Kobo tool, and ODK
