The SoLAR Phase 2 programme supports the development of practical investment pathways for scaling Solar-Powered Irrigation Systems (SPIS) in Ethiopia and Kenya. The program aims to prepare a decision-oriented Investment Strategy Report to catalyze scalable financing for SPIS, including the structural design of a dedicated Solar Irrigation Investment Fund or comparable financing mechanisms.
We are seeking a highly qualified Agricultural Finance Consultant in Addis Ababa to provide country-level technical, financial, and market insights for the Ethiopia component of the SPIS Investment Strategy.
In this role, you will lead targeted market analysis, drive stakeholder engagement, identify commercial opportunities, and conduct financing pathway assessments to inform the consolidated Ethiopia–Kenya Investment Strategy Report. You will ensure that all analysis is grounded in local market realities, financial sector readiness, and policy constraints.
Inception & Framing: Develop an Ethiopia-specific workplan, stakeholder map, and analytical framework targeting priority regions, value chains, and farmer segments.
SPIS Market & Policy Landscape Analysis: Conduct a focused review of Ethiopia’s SPIS adoption, mapping technology suppliers, import/tax frameworks, policy barriers (foreign exchange constraints, import pathways), and climate resilience linkages.
Stakeholder Engagement: Identify and consult with key Ethiopian financial actors (commercial banks, MFIs, cooperative banks), government agencies, SPIS distributors, and farmer cooperatives to extract insights for investment structuring.
Investment Opportunity Identification: Shortlist commercially viable value chains (e.g., horticulture) and delivery models (supplier-led finance, bank lending, blended finance) suitable for scalable asset financing.
Financing & Risk-Structuring Assessment: Evaluate bank appetites, credit/climate risks (drought, price volatility), and the potential role of concessional capital, guarantees, first-loss capital, or insurance-backed mechanisms.
Regional Strategy Contribution: Synthesize all findings into a final, comprehensive country-level input for the integrated Ethiopia–Kenya Investment Strategy Report.
Inception Note: Methodology, stakeholder map, and localized workplan.
Ethiopia Market Landscape Brief: Ecosystem summary, constraints, and policy frameworks.
Stakeholder Consultation Summary: Insights from financial institutions, public actors, and suppliers.
Investment Opportunity Note: Prioritized value chains and delivery models.
Financing and Risk Structuring Input: Risk-mitigation options and scale-up conditions.
Final Country Input: Completed chapter for the consolidated regional strategy report.
Education: Advanced degree (Master’s or PhD) in Agricultural Economics, Finance, Development Economics, Climate Finance, Renewable Energy, Agribusiness, or Water Management.
Experience: Minimum of 7 years of professional experience in agricultural finance, rural credit, renewable energy markets, irrigation finance, or investment analysis.
Ecosystem Expertise: Deep knowledge of Ethiopia’s agricultural, financial sector, and renewable energy policy landscape.
Technical Knowledge: Strong understanding of blended finance, risk-sharing structures (guarantees, insurance), supplier finance models, and SPIS commercial viability.
Networks: An existing professional network with Ethiopian banks, MFIs, development partners, and agribusiness stakeholders is highly advantageous.
Languages: Fluency in written and spoken English is required; working knowledge of Amharic or other local languages is strongly preferred.
Total Consultancy Budget: USD 8,000.00 (distributed across milestone-based deliverables).
Level of Effort: 45 working days spread across a 12-month timeline.
Reporting: Reports virtually/weekly to the ImpactSF / CGIAR technical lead.
