Project Context and Scope
Under the IOM-Denmark Climate Change and Migration Data Programme (CCMD), IOM Ethiopia is implementing activities to strengthen climate resilience, create green economic opportunities, and build capacity among vulnerable populations, including returnee IDPs, IDPs, host communities, and youth in two IDP sites in Konso. These efforts aim to reduce displacement risks and promote sustainable livelihoods as part of a broader strategy to adapt to climate and environmental challenges

Responsibilities

Under the supervision of the Programme Manager and the Project Officer and in coordination with MECC and field teams, the Environmental Protection Project Associate will:

  • Design and implement climate-smart solid waste management interventions at Dewele Point of Entry in line with IOM standards and MECC priorities.
  • Deliver awareness-raising and capacity-building trainings for local communities, border officials, and local administration on sustainable waste management, environmental protection, and climate resilience.
  • Promote environmentally sound waste segregation, recycling, and disposal practices.
  • Ensure integration of climate adaptation and mitigation considerations into all environmental activities.
  • Facilitate the organization and formal establishment of waste collection and recycling associations/cooperatives.
  • Coordinate with local government authorities to ensure legal recognition and operational support.
  • Strengthen institutional and governance capacity of cooperatives.
  • Provide targeted technical training to cooperative members on waste collection, sorting, recycling, occupational safety, and environmental compliance.
  • Deliver business and entrepreneurship training (basic accounting, financial literacy, marketing, cooperative management).
  • Provide ongoing mentoring and coaching support.
  • Coordinate the design, construction, and operationalization of a temporary waste storage facility (shed).
  • Ensure compliance with environmental, health, and safety standards.
  • Support logistical and administrative arrangements for project activities (trainings, workshops, construction, and equipment delivery).
  • Assist procurement processes in compliance with IOM rules and regulations.
  • Undertake other relevant tasks as required by the supervisor for the successful implementation of the programme.

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in Environmental Science, Civil and Environmental Engineering, Natural Resource Management, Climate Change Studies, Waste Management, or related field from an accredited academic institution.
  • A Master’s degree in a relevant field (e.g., Environmental Management, Climate Change, Sustainable Development, or Business Administration) is an advantage.
  • Minimum 5-7 years of relevant professional experience (3–5 years with a Master’s degree) in environmental protection, solid waste management, or climate change-related projects.

Experience

  • Demonstrated experience in community-based environmental programming, including awareness raising and behavioral change initiatives.
  • Proven experience in establishing and supporting cooperatives or community-based organizations, preferably in waste management or livelihoods.
  • Experience in capacity building and training delivery, including development of training materials and facilitation.
  • Hands-on experience in infrastructure-related project components (e.g., small-scale construction, waste facilities, or equipment installation) is highly desirable.
  • Experience working with government institutions, local authorities, and community stakeholders.

Skills

  • Strong computer skills – Word, Excel and Outlook

Languages

REQUIRED

  • For this position, fluency in English is required (oral and written).

DESIRABLE

  • Knowledge of local languages including Amharic, Afan Oromo, Somali, or Tigrinya an asset.
