Job Purpose

The Advocacy & Partnership Advisor will be primarily responsible to lead advocacy and partnership outcomes of Amref Health Africa in Ethiopia with a particular emphasis on youth issues. He/she will play a key role in determining the organizations direction in national and local policy and advocacy work in general and in relation to the youth’s agenda in particular. S/he will have pivotal role in developing, building and maintaining positive relationship with diverse stakeholders to position Amref as a key player around the national and local policy-making, monitoring and accountability for the implementation of youth Advocacy agenda. She/he will engage in developing the capacity of Amref staffs, staffs of different partner organizations, government stakeholders and youth and community representatives. She/he will be engaged in leading various forums and workshops research to policy translation, preparation of policy papers and other instruments. And representing Amref Health Africa in variety of events networking with different stakeholders. He/she will support the overall organizational Advocacy initiatives including facilitating learning and will closely work with the continental and Global Amref Advocacy Community of practices. The Advocacy Advisor will also work as a lead expert on emerging policy and advocacy across the organization, coordinate specific influencing opportunities and ensure a coherent approach for policy and advocacy through key networks and coalitions.

Key Responsibilities / Duties / Tasks

Key responsibilities

Advocacy

·         Identify themes and topics for advocacy in advancing meaningful youth participation and engagement as means to achieve the power to youth project objectives

·         Identify ongoing global and regional movements that relates to youth

·         Identify and liaise with key African based advocacy organizations including AU

·         Support the development of advocacy plan of the organization

·         Lead the advocacy work of the organization on youth and youth related agendas to achieve the national and regional youth plans

·         Support the global and in-country advocacy work of the organization

·         Support Amref’s programs and projects to plan and deliver advocacy activities, including analysis of data on youth program/project expenditure

·         Support in policy, strategy, guidelines and training manuals development in Advocacy

·         Maintain a working knowledge of relevant issues, laws and regulations within youth health through periodicals, seminars, training programs and peer contacts in the Advocacy sphere


·         Collaborate closely with research and MEL teams to develop research for policy briefs and translate advocacy results into concrete policy briefs/reports and share across the organization

·         Produce periodic standard and ad hoc reports on youth advocacy initiatives

·         Support relevant government stakeholders in reviewing, formulating and implementation of youth responsive policies

·         Represent Amref Ethiopia in different internal and external technical working groups related to advocacy (e.g FGM Center of Excellence, Power to Youth etc advocacy groups) as well as related working groups at Ministry of Health and Ministry of Women, Children and Youth

Partnership

·         Map key stakeholders including oppositions, conduct regular monitoring of their level of influence and prepare engagement plan accordingly.

·         Build relationships with key partners and stakeholders within the civil society / NGO community, parliament, policy makers, as well as with local and international institutions; establish and deepen relationships and develop joint political and policy advocacy activities beyond project specific activities

·         Provide oversight of the relationships with civil society partners, regional bodies and consultants and ensure timely execution of joint work plans. Identify and bring on board new partners as needed

·         Support the identification of key stakeholders and networks in the areas of Youth Agendas advocacy

·         Strengthen partnership with key youth program players; engage with target audiences of the organization to build strong partnership

·         Organize regular meetings with partners in the youth sector

·         Forge a strong partnership with the Federal Ministry of Health and Women, Children and Youth Affairs, Regional Health and Women Bureaus, and, national and local academic institutions, NGOs and private sector actors.

Overarching Organizational support

·         Advice Amref Health Africa program and projects on Advocacy and lobby organization in strategic Advocacy

·         Capacity building of Amref Project and program staffs on lobby and Advocacy

·         Develop strategy, guideline and Sops on Advocacy and lobby to guide the Projects, programs and Amref Health Africa in general.

·         Work with program leadership to support continuous project learning and ensure integration advocacy and partnership measurement, evaluation, and research into management decision-making.

Job Requirements

Master’s in Human Rights, Law International Studies / Relations and or related field and

Bachelor of Arts/Bachelor of Science required in a related field such as Human Rights, Law, international relations, gender studies, political science, or human rights;
