About the Project & Role

Are you passionate about driving sustainable education, workforce development, and economic growth in East Africa? The STEP IV – Horti-Skills Project—implemented under the Ethio-German Sustainable Training and Education Programme—is seeking an expert Advisor for Vocational Training and Labour Market.
In this role, you will bridge the gap between national TVET (Technical and Vocational Education and Training) reforms and regional implementation. You will work closely with the Ethiopian Horticulture Producers and Exporters Association (EHPEA), the Horticulture Sector Skills Committee (HSSC), and TVET institutions to improve youth employability and boost the competitiveness of Ethiopia’s thriving horticulture and agribusiness sectors through industry-led, cooperative training models.

Key Responsibilities & Duties

  • Policy to Practice: Translate national TVET and horticulture-sector reforms into actionable regional strategies and implementation plans.
  • Technical Backstopping: Provide expert guidance to regional teams and TVET colleges on cooperative training design, quality assurance, implementation, and supervision.
  • Curriculum & Tool Development: Develop, adapt, and standardize practical frameworks for competency-based training, workplace-based learning, and assessment tools.
  • Capacity Building: Design and deliver comprehensive capacity-building initiatives for EHPEA, HSSC, and private horticulture companies to foster active industry participation in skills development.
  • Stakeholder Coordination: Facilitate strategic partnerships and communication between regional TVET institutions, government agencies, employer associations, and industry leaders.

Candidate Requirements & Qualifications

  • Education: Master’s degree in TVET, Vocational Education and Training, Skills Development, Education Management, Curriculum Development, Agricultural Education, Development Studies, or a closely related field. Additional credentials in competency-based or cooperative training are a strong advantage.
  • Experience: Minimum of 5 years of professional experience in TVET, vocational education, curriculum design, or workplace-based learning. Experience in donor-funded technical cooperation and the horticulture, agriculture, or agribusiness sector is highly desirable.
  • Technical Expertise: Proven knowledge of TVET systems, quality assurance, and industry-linked cooperative training models.
  • Languages: Excellent command of written and spoken English; knowledge of Amharic is an asset.

How to Apply

Interested candidates who meet the requirements are encouraged to submit their applications by October 24, 2026.
