We are looking for a Monitoring, Evaluation, and Learning advisor to design and develop an appropriate and viable M & E system to ensure PSI/E projects and programs are performed as planned and bring the desired impact through monitoring, evaluation, research, and documenting lessons learned. The Monitoring, Evaluation and Learning (MEL) Advisor will be responsible for the planning and implementation of MEL activities required for the success of economic empowerment, inline chlorination, and Communicable and Non-Communicable Diseases projects. In partnership with internal departments and partners, s/he will develop necessary M&E frameworks, tools, indicators as well as facilitate baseline, midline and endline evaluations of the projects as deemed necessary. The MEL Advisor shall ensure that the projects collect, clean, store, and use high-quality data for reporting on projects’ progress, effectiveness, and results consistent with the overall project design, expected results and Performance Indicator Tracking Table (PITT). The MEL Advisor will work closely with the program directors, managers, and project technical staff to ensure that relevant data is collected, analyzed, and used to inform management and design decisions, and to provide project updates, as required.

Key Responsibilities

  • Under the supervision of the Evidence and learning Director, oversee and lead the MEL activities of economic empowerment, inline chlorination, and Communicable and Non-Communicable Diseases projects in Addis Ababa and regions where the projects are implemented in collaboration with area office leads and partners. Use the projects’ results framework, Performance Indicators Reference Sheets (PIRS), relevant/applicable MEL strategies and DHIS2 data to successfully measure impact;
  • Conduct periodic data reviews the quality of the data (accuracy, consistency and timeliness;
  • Conduct semi-annual and annual learning workshops with stakeholders to evaluate progress, identify areas for improvement/adjustments to activities and strategies to ensure alignment with objectives, foster transparency and accountability;
  • Provide inputs on documents produced by consulting firms and donors; develop tools, protocols and data/information management system for the projects;
  • Disaggregate data/indicators by age, gender, and region to analyze ongoing quantitative and qualitative data at different points in the projects leading to the specific project objectives in compliance with the donor contracts;
  • Conduct and facilitate different surveys, joint field monitoring visits to track progress or access to services, functionality, and beneficiary satisfaction in collaboration with technical teams, area leads and field-based M&E teams;
  • Regularly review project plans to ensure the timely achievement of results related to MEL;
  • Lead collection of periodic data reports and compilation of narrative reports and submit to program director or manager with the technical consultation of Evidence and learning department.
  • Design the annual MEL plans as well as budget in close collaboration with the immediate supervisor;
  • Communicate information obtained through MEL activities to program staff, and external stakeholders, including consortium partners, to enable informed decision making.
  • Develop and ensure compliance with procedures for collection and reporting of project and program performance data to provide quality, timely data.
  • Provide regular updates about the MEL activities to the immediate supervisor; contribute to the quarterly and annual progress reports pertinent to the projects MEL activities;
  • Collaboration with internal teams, donors and stakeholders such as the Ministry of Health, Ministry of Water and Electricity, and Ministry of Labor and Skills as well as regional line bureaus to ensure alignment with expectations
  • Conduct regular visits to project sites, as possible, to provide technical assistance and ensure proper monitoring of project activities.
  • Lead learning agenda for the project and support integration of evidence into routine practice.

About You

Qualification and Experience:

  • At least six (6) years with a master’s or eight (8) years of experience with a first degree in social sciences, project management, statistics, economic, demography or other related field of study.
  • Training and application of qualitative and quantitative data collection technologies (mobile based), tools and analysis software using
  • At least ten years for bachelor’s degree or eight years with master’s degree and experience in Monitoring, Evaluation and Learning, as well as knowledge management
  • Proven success and experience in monitoring results, conducting/facilitating baselines and evaluations
  • Knowledge of youth empowerment, economic empowerment, economic analysis, WASH and health projects in Ethiopia
  • Previous experience with donors is desired

  • Excellent interpersonal skills and teamwork. Effective communication skills, able to make formal and informal presentations both orally and in writing
  • Produce analytical reports and project documents
  • Demonstrated track record working with consultants, private sector and implementing partners
  • Fluent in English (spoken and written) and local languages
