We are looking for: The AYSRH program advisor who will provide comprehensive technical and programmatic coordination for Oromia Health Bureau (OHB) and PSIE Adama Area Office SRH department and the projects under it, namely Smart Start and community IUCD scale-up, DMPA-SC/Self-Injection (DMPA-SC SI), Smart Pathways and cRMNCH-N+Malaria projects and related quality improvement activities.

Supervised by the Adama Area Office Lead, the role ensures effective planning, coordination, reporting, documentation, and communication across internal units, regional offices, and government counterparts, including documentation, archiving and sharing of learnings. The Program advisor will play a critical role in program planning and review, workflow alignment, procurement facilitation, donor/government reporting, and documentation, thereby ensuring program efficiency, integration, and accountability.

Your contribution: Key Roles and Responsibilities

• Coordinate execution of SRH program operations strategies, develop sound program implementation/operations plans, ensure successful implementation of the project activities, performance tracking, analysis, reporting, and partnership management, among others.
• Provide direct technical assistance (TA) to the OHB, Zonal Health Departments (ZHDs), and Woreda Health Offices (WrHOs) to integrate Smart Start/ Community IUCD scale-up, DMPA-SC and cRMNCH-N+Malaria project plans into their annual planning, budgeting, and reporting structures.
• Coordinate the formulation and execution of comprehensive annual and quarterly program work plans, budgets, and operational strategies across new and existing Smart Strat/IUCD supported zones, woredas, and Primary Health Care Units (PHCUs) and Health posts (HPs).
• Support the regional team to achieve the targets for Smart Start/community IUCD scale-up, DMPA-SC/Self-Injection (DMPA-SC SI), Smart Pathways, and cRMNCH-N+Malaria projects.
• Facilitate the establishment and strengthening of supporting structures (Steering committees, Technical Working Groups (TWGs) at regional, zonal, woreda, and PHCU levels. Ensure regular meetings occur, decision notes are tracked, and actions are followed up.
• Throughout the regional structures, closely follow and respond to queries for steering committee, technical working groups and regularly update the project progress accordingly.
• Provide technical assistance for integrating Smart Start/community IUCD scale up, DMPA-SC and cRMNCH-N+Malaria plan with OHB and woreda annual planning, monitoring, reviewing and reporting system.
• Actively engage in joint supportive supervisions and periodic review meeting and report of Smart Start/ community IUCD scale up, DMPA-SC and cRMNCH-N+Malaria program using the appropriate standards and tools.
• Identify gaps and challenges of Smart Start/community IUCD scale up and cRMNCH-N+Malaria implementation and address those gaps and challenges in collaboration with PSIE regional team, regional health bureau and key partners
• Work on data analysis, interpretation, action for further decisions in collaboration with PSIE regional team, regional health bureau and key partners.
• Track the impact of Smart Start scale/Community IUCD up, DMPA-SC and cRMNCH-N+Malaria implementation that influence on ownership and sustainability over time.
• Conduct periodic assessment and identify capacity gaps that relevant to Smart Start/IUCD scale up, DMPA-SC and cRMNCH-N+Malaria and institutionalization for providing capacity building to across the public health sectors.
• Orient, train, coach, and mentor technical AYSRH, DMPA-SC and cRMNCH-N+Malaria program implementers at regional, zonal, and woreda and health facility level.
• Ensure that quality service delivery for the adolescent girls and young women is always the principle when implementing project activities.
• Work closely with the design team at PSI/E to support continuous adaptive implementation so that operational excellence will be achieved.
• Ensure equitable and quality service delivery of Smart Start/Community IUCD scale up for access to modern contraception by married adolescents and support quality audit activities in compliance with national rules and regulations and national guidelines.
• Contribute to the development and roll out of a clear set of community engagement strategies.
• Compile and submit quarterly, semi-annual, and annual narrative reports to PSI/E Adama Area Office Lead and OHB MCH director.

Your background

What are we looking for? The basics

• At least six (6) years with a master’s in public health or eight (8) years of experience with a first degree in public health, population studies, project management or relevant disciplines.
• Progressive experience in program coordination/management within health, SRH or related or relevant skills in program planning, reporting, and documentation. Experience working with the Oromia Health Bureau is highly advantageous.
• Excellent coordination, facilitation, and communication skills.
• Ability to manage multiple tasks, meet deadlines, and maintain high-quality work.
• Proficiency in MS Office Suite and program management tools.
• Fluency in English (written and spoken); knowledge of local languages, Afan Oromo is a must.
