Job Description

Il Sole Onlus is looking to hire an Administrative and Financial Officer (AFO) to support the project “Vocational training for the empowerment of vulnerable youth in Addis Ababa” co-funded by the Italian Agency for Development and Cooperation (AICS).

Il Sole Onlus

Il Sole Onlus is an Italian NGO dedicated to the protection of the rights of children and of the most vulnerable groups. It has been active since 1997 and currently operates in collaboration with local partners in Ethiopia, India and Italy with projects that support children and women in vulnerable conditions.

Il Sole Onlus is actively working in Addis Abeba (Ethiopia) in collaboration with Integrated Family Service Organization and local authorities to implement social projects for the protection of abused children. The two organizations manage foster home in Addis Ababa, where most of the activities are implemented.

The project

The Initiative “Vocational training for the empowerment of vulnerable youth in Addis Ababa” intends to improve the living conditions of young people between 15 and 29 years of age who are unemployed and socially vulnerable, homeless, or in extreme hardship.

To provide an immediate response to the “emergency” of the Street Children, the Initiative provides for the construction of a reception structure (Youth Centre – YC). The young people housed in the YC will receive medical, psychological/psychiatric assistance. In collaboration with the governmental centres for vocational training (TVET) in Addis Ababa, the youths housed in the YC will be able to access vocational training and, later, will be supported in their job search. Mutual aid groups managed by peer educators (young people who have received special training) will be created to facilitate the integration of new youths in the YC and support them in their journey. Furthermore, the Initiative will provide capacity building in terms of human and material resources to selected TVET centres in Addis Ababa, to improve the quality of the training services offered and increase the reception capacity of these centres. The activity focuses on capacity-building for the TVET trainers and awareness-raising sessions to improve their capacity to include vulnerable youths in vocational training. Finally, the Initiative foresees the carrying out of a series of awareness raising and advocacy activities to sensitise strategic stakeholders and the general public on the Street Children phenomenon.

This project is co-funded by AICS and implemented by Il Sole Onlus in partnership with AGENZIA MISSIONARIA EVANGELO PER LE NAZIONI (AMEN), Integrated Family Services Organization (IFSO), Ethiopian Assemblies of God Church Aid and Development Association (EAGC-ADA).

Interfacing: The Administrative and Financial Officer (AFO) reports to the Project Manager and interacts with all the other staff members such as: the Project Officer, the Administrator at HQ and the representatives of the NGOs partners. He/she will also interact with service providers and local companies for the procurement of goods and services under this project.

Job Summary:

The AFO is responsible for the administrative and financial tasks of the project. He/she will assist the Project Officer and the Project Manager to ensure that the office is managed effectively and according to the Italian Agency for Development Cooperation procedures and regulations, especially from an administrative and financial point of view.

Duties and Responsibilities:

Admin and accountancy: s/he will be responsible for all aspects relating to finance, including budgetary and accounting elements, as well as the mission cash flow. S/he will be responsible for: registration of expenditures in the accountancy system; cash counts; cash and bank reconciliation on daily basis; payment of salaries to local staff; payment of service providers; procurement; diligent preparation and filing of hard copies and digital copies of admin documents; preparation of financial reports according to AICS guidelines; preparation of fund requests to HQ;  preparation of monthly reports for the Project Manager about the financial status of the project and expenditure forecast when requested.

Logistics: S/he will manage the project assets inventory; s/he will monitor all contracts (travel insurances, office insurance, office lease contract etc.) and s/he will supervise the maintenance of furniture, equipment, vehicles. S/he will organize and supervise customs clearance and shipments when needs arise. Finally, s/he will support the logistics of special events e.g. seminars, workshops, retreats.

Human Resources Management: S/he will be responsible for the administrative management of the local team (extension/termination of contracts), for the definition/updating of procedures and HR management tools in accordance with labour regulations in Ethiopia and the HR policies of Il Sole Onlus. S/he will also support the Italian and local teams to guarantee follow-up checklists of documents needed for the missions of international staff.

Administrative and legal management: S/he will supervise administrative records and guarantee that the status and functioning of the mission are in legal accordance with the requirements of the country. S/he will be the referent person for the governmental audits.

Representation: S/he will represent the association in its relations with partners and authorities with regard to the financial and administrative management of the NGO.

Coordination: S/he will centralize and diffuse information within the mission and to headquarters for all financial, administrative, legal and human resources aspects of the mission, and consolidate the internal and external reporting for these domains.

Position type: Full time, 1 year contract (renewable).

Period: starting from October 2022

Job Requirements

Qualification

  • University graduate in Accountancy or Public Administration or relevant background;
  • A minimum of five years’ experience in the administrative and financial management of international projects in the NGO sector;
  • Fluency in English;
  • Mastering of Excel;
  • Ability to work with a minimum of supervision, exercise judgment, meet deadlines and work under pressure;
  • Ability to translate and interpret from English into Amharic and vice versa;
  • Honest, meticulous, transparent, responsible;
  • Well organized;
  • Having an ethical and critical way of thinking;
  • Good inter-personal skills;
  • Previous experience working with AICS funded projects (preferable).
